application of the collective bargaining agreements throughout the entire state system. The<br />

bureau also works closely with the three labor unions that represent over 9,000 New Mexico<br />

classified employees: the American Federation of State, County and Municipal Employees, the<br />

Communication Workers of America, and the New Mexico Motor Transportation Employee<br />

Association.<br />

The Training Bureau offers two mandatory training courses to all managers and supervisors in state<br />

government agencies; Managing Employee Performance (MEP) and Fundamental of Supervision<br />

(FOS). MEP is required by the State Personnel Board for all new managers and supervisors to be<br />

completed in the first 90 days of their new position. FOS fulfills the requirement by law to provide<br />

supervisory training. The bureau also mandates an Ethics for NM State Government Employees<br />

course for all state government employees annually that compliments the Governor’s Code of<br />

Conduct.<br />

TAXATION & REVENUE DEPARTMENT<br />

The Taxation and Revenue Department is the principal revenue collecting agency for the state<br />

of New Mexico. The department administers tax programs that provide the major sources of<br />

State General Fund revenues and contribute a large share to the State Road Fund. It collects and<br />

distributes to county and municipal governments their major state-shared taxes, and it provides<br />

valuations for major industrial properties subject to property taxes. Also, the department collects<br />

royalties from mineral production on state land, which are credited to the Permanent Fund, and<br />

administers various income tax credit and rebate measures.<br />

The department also collects directly or through its agents revenues from issuing motor vehicle<br />

registrations, driver licenses and other motor-vehicle related permits.<br />

ATTRACTION FOR TOURISTS - 1913<br />

Mexico became a state in 1912.”<br />

New Mexico presents various attractions for tourists, the student and the lover of nature. Its<br />

mountain scenery is the grandest in the West. Ranger after range of towering mountains cover<br />

the central, northern and western counties, presenting panorama after panorama of unrivalled<br />

magnificence. These mountain ranges are heavily timbered, and frequently broken by deep<br />

canyons down which tumble mountain streams of purest water. The streams abound with fish and<br />

in the remote districts big game may still be had.<br />

In the season all the waterways attract large flocks of water fowl. All game is now rigidly<br />

protected and hunting licenses are required. The result is that the game is increasing rapidly and
