The third area is environmental: the data available on the impact of the network on its surround<strong>in</strong>gs will<br />
enable traffic flows to be controlled so as to limit air pollution and noise levels to acceptable levels <strong>in</strong> sensitive<br />
areas and allow a balance to be achieved between those need<strong>in</strong>g to travel and those liv<strong>in</strong>g adjacent to the<br />
road network.<br />
Sensors across the road network, and <strong>in</strong> sensitive areas <strong>in</strong> particular, will monitor environmental conditions.<br />
These fall <strong>in</strong>to two categories: real-time monitor<strong>in</strong>g of variations <strong>in</strong> pollution levels accord<strong>in</strong>g to the type and<br />
<strong>in</strong>tensity of use, and assist<strong>in</strong>g traffic control systems <strong>in</strong> limit<strong>in</strong>g solutions and the monitor<strong>in</strong>g of long term<br />
secular trends where the accumulation of pollutants over a period is determ<strong>in</strong>ed as an <strong>in</strong>put to wider<br />
environmental policies.<br />
The overrid<strong>in</strong>g policy will be to maximise the efficiency of resource use whilst m<strong>in</strong>imis<strong>in</strong>g any adverse effect.<br />
All works undertaken will be assessed <strong>in</strong> terms of their impact on the environment ie energy use, water<br />
consumption, emissions, noise etc. Recycl<strong>in</strong>g of materials will be the norm with emphasis be<strong>in</strong>g on level<br />
recycl<strong>in</strong>g (for example, by recycl<strong>in</strong>g the old base-course <strong>in</strong>to the new sub-base).<br />
Security<br />
Plans to manage the consequences of hijack<strong>in</strong>gs and terrorism will be further developed, <strong>in</strong>clud<strong>in</strong>g the<br />
<strong>in</strong>creased use of technology for protection purposes, for example, improved load track<strong>in</strong>g, and cross-border<br />
shar<strong>in</strong>g of <strong>in</strong>telligence.<br />
As well as <strong>in</strong>creased use of theft deterrent systems, trackers will be found <strong>in</strong> all vehicles. Black box technology<br />
will enable police <strong>in</strong>vestigations to be more detailed.Video-based surveillance and image-recognition systems<br />
will guard major junction cross<strong>in</strong>gs and transport l<strong>in</strong>ks aga<strong>in</strong>st un<strong>in</strong>sured or threaten<strong>in</strong>g circumstances.<br />
F<strong>in</strong>ance<br />
F<strong>in</strong>ally, we feel it is important to talk about f<strong>in</strong>ance because <strong>in</strong> 20 years the patterns may change substantially.<br />
Public-Private Operation<br />
The traditional approach to roads f<strong>in</strong>ance is by government<br />
fund<strong>in</strong>g from general taxation. But already the practice is<br />
beg<strong>in</strong>n<strong>in</strong>g to move towards more specific charges for activities (<strong>in</strong><br />
London there is now a congestion charge, <strong>in</strong> France, Italy and<br />
Slovenia tolled motorways and Austria has an automatic system<br />
on motorways for charg<strong>in</strong>g lorries based on distance travelled<br />
and their size, and so on). We believe that this will move more<br />
closely to an operation based on pay-at-the-po<strong>in</strong>t-of-use. A<br />
