● Determ<strong>in</strong>e how best to acquire, filter and dissem<strong>in</strong>ate data for timetabl<strong>in</strong>g <strong>in</strong> real time by mode and location; this<br />
will <strong>in</strong>clude understand<strong>in</strong>g how real-time changes to service schedules <strong>in</strong>teract and synchronise with<br />
complementary modes. Design efficient travel and traffic data collection and management systems that are able<br />
to deal with real time process<strong>in</strong>g and are suitable for prediction. Establish management protocols for the<br />
rationalisation of <strong>in</strong>formation collection and shar<strong>in</strong>g. Investigate the functional requirements and market<br />
opportunities for the storage and access of historic and real-time traffic data.<br />
<strong>Road</strong> User Charges<br />
● Investigate the potential benefits, costs and impacts of different structures, levels and geographic coverage of road<br />
user charges. Determ<strong>in</strong>e how to <strong>in</strong>form the user of the charge <strong>in</strong> a mean<strong>in</strong>gful way, and its relation to the trip, <strong>in</strong><br />
order to br<strong>in</strong>g about appropriate behavioural change.<br />
◆ Explore how models of f<strong>in</strong>ancial management will impact on the type of charg<strong>in</strong>g system that is actually<br />
implemented - the structure and level of charges and how they relate to use - and what elements of use are actually<br />
charged for.<br />
Investigate and establish the criteria for charg<strong>in</strong>g - environmental effects, effect on the road, effect on other road<br />
users, for time saved, targets, constra<strong>in</strong>ts, desirables etc. - and the relation between objectives and behavioural<br />
response.<br />
● Devise options for migrat<strong>in</strong>g from the current approaches to travel taxation to a system based on road user<br />
charges.<br />
Investigate potential <strong>in</strong>teractions and <strong>in</strong>terfaces between local and national road user charg<strong>in</strong>g systems and how<br />
to ensure that revenues are equitably distributed. Investigate how to harmonise potential systems between towns.<br />
◆ Understand the potential impact of road user charg<strong>in</strong>g on residential and commercial land use distributions.<br />
Develop <strong>in</strong>telligence process<strong>in</strong>g and cont<strong>in</strong>gency plan selection for such events; provide <strong>in</strong>telligent coupl<strong>in</strong>g to<br />
emergency services' operations.<br />
● Develop database systems to record patterns of traffic etc events and permit recognition of unusual or threaten<strong>in</strong>g<br />
(pre-terrorist) activity; develop process<strong>in</strong>g and warn<strong>in</strong>g systems for emergency services.<br />
● Develop video based surveillance and image recognition systems to <strong>in</strong>put to safety and security systems (as well<br />
as monitor<strong>in</strong>g traffic flows). Develop vehicle theft and traffic systems.<br />
