2-0400-1 Purpose and Scope<br />

1. Purpose and Scope. This chapter outlines how to maintain <strong>FECA</strong> paper case files. It<br />

addresses jurisdiction <strong>of</strong> cases, assembling documents in a file, routing files within the<br />

<strong>of</strong>fice, doubling files, and transferring files to other district <strong>of</strong>fices.<br />

<strong>FECA</strong> PM Part 1 discusses the responsibilities <strong>of</strong> Mail and File staff in performing these<br />

functions. PM Chapter 2-0401 covers maintenance <strong>of</strong> data in the DFEC automated system,<br />

while PM Chapter 2-0402 discusses security <strong>of</strong> files.<br />

2-0400-2 Jurisdiction <strong>of</strong> Files<br />

2. Jurisdiction <strong>of</strong> Files. This paragraph describes case assignment in general.<br />

a. General Jurisdiction Cases. The district <strong>of</strong>fices (DOs) adjudicate all cases<br />

where the employee's duty station is located within the geographical area served by<br />

the DO. The boundaries <strong>of</strong> the DOs are defined in <strong>FECA</strong> PM 1-0200.<br />

After adjudication, the claimant's home address determines where further processing<br />

will occur. The only exception to this policy is where the claimant lives much closer<br />

to the DO serving the area <strong>of</strong> the duty station than to the DO serving the area <strong>of</strong><br />

residence.<br />

b. Special Jurisdiction Cases. Certain kinds <strong>of</strong> cases are developed and<br />

adjudicated only in the National Operations Office (NOO), District 25, and most <strong>of</strong><br />

them remain there for management (see <strong>FECA</strong> PM Chapter 1-0200a and b). Also, a
