c. Describe any evidence the participant needs to have for the conference call.<br />

A pre-conference call is not a requirement. If the conference party is willing to proceed at<br />

the time <strong>of</strong> the initial call, the SrCE/GS-12 CE can proceed with the conference.<br />

6. Elements <strong>of</strong> a Conference. All conferences, regardless <strong>of</strong> whether there is a<br />

pre-conference call, should include the following:<br />

a. Identification <strong>of</strong> caller.<br />

b. Statement <strong>of</strong> the purpose <strong>of</strong> the call.<br />

c. Statement that notes will be taken and, for this reason, periodic pauses will<br />

d. If the claimant is the only participant, advise him or her that information<br />

gained during the call will be shared with the employing agency.<br />

e. An acknowledgement from the participant(s) that he or she understands<br />

the nature <strong>of</strong> the issues and the purpose <strong>of</strong> the conference.<br />

7. Senior CE/GS-12 CE Actions. During the discussion, the SrCE/GS-12 CE should:<br />

a. Address the issues in ascending order <strong>of</strong> difficulty and listen carefully to<br />

what is being said.<br />

b. Take notes complete enough to capture necessary information.<br />

c. Probe responses which are too general or not credible, or which conflict with<br />

other statements given or other evidence in the file.<br />

d. Confirm the accuracy <strong>of</strong> the statements recorded by reading them back to the<br />

participant(s) for confirmation.<br />

8. Memorandum <strong>of</strong> Conference. After a formal conference is completed, the<br />

SrCE/GS-12 CE should complete a neutral Memorandum <strong>of</strong> Conference (that is, one which<br />

does not contain findings). It should describe what each party said in the conference in<br />

clear, non-technical language. The Memorandum <strong>of</strong> Conference should:<br />

a. Include the name <strong>of</strong> the claimant, file number, and date <strong>of</strong> the conference.<br />

b. Identify the SrCE/GS-12 CE who conducted the conference and the<br />

participants in the conference.<br />

c. Provide a background.<br />

d. Identify and describe the issues which were discussed.
