current UMRT development plans derived from the approved Master Plan.<br />

30. In addition, the approved Master Plan stresses the need for restraint on private vehicle use<br />

due to inability to develop the road network as fast as the rising (unrestrained) demand for private<br />

vehicle use. The report proposes three complementary measures:<br />

To develop the road network according to the principle “integrating road development into<br />

public transport development”: segregated lanes for buses and trams must be planned on<br />

cross-sections of bridges, roads or wide enough median must be reserved for<br />

development of light train, metro.<br />

To develop multi-modal public transport system with wide network; to organize “from-doorto-door”<br />

transport in order to create convenience for passengers.<br />

To manage demand; to limit private means in order to support development of public<br />

transport, by means of vehicle ownership restraint (high registration fees); high parking<br />

charges; road pricing charges on trips to central areas.<br />
