County pay hike endorsed<br />

Custer County officials apparently will begin shortly<br />
paying early <strong>the</strong> $6.7-million bond issue <strong>the</strong> county<br />
floated to pay what’s left on its $10-million civil judgment<br />
levied in <strong>the</strong> aftermath of former sheriff Mike<br />
Burgess’ sexual exploits with women under his jurisdiction.<br />
They also are expected to give county employees a<br />
5-percent pay raise, which would be <strong>the</strong>ir first in five<br />
years. At Monday’s Excise Board meeting it was stated<br />
that it would be <strong>the</strong>ir first in seven years, but elected<br />
officers received raises of 12.8 percent in 2007, first<br />
deputies 7.8 percent, and o<strong>the</strong>r employees approximately<br />
8.4 percent.<br />
Two members of <strong>the</strong> board voted for <strong>the</strong> 5-percent<br />
raises, and also to contribute $500,000 under <strong>the</strong>ir control<br />
to help make one of five bond payments on money<br />
borrowed to pay <strong>the</strong> judgment if county commissioners<br />
would pitch in nearly $1 million <strong>from</strong> moneys <strong>the</strong>y control.<br />
Commissioners couldn’t vote on it Monday since<br />
it wasn’t on <strong>the</strong>ir agenda, but <strong>the</strong>y sounded as if <strong>the</strong>y<br />
would next week and accountant James Kuykendall –<br />
who prepares <strong>the</strong> county budgets – thought <strong>the</strong>re would<br />
be plenty of money to do it.<br />
The payment of $1,405,000 would be <strong>the</strong> fifth of five<br />
<strong>the</strong> county is scheduled to make to pay <strong>the</strong> $6.7-million<br />
bond issue. Citizens approved <strong>the</strong> use of sales tax money<br />
last year to pay <strong>the</strong> last two-thirds of <strong>the</strong> $10-million<br />

Legislators fretting<br />
over state economy<br />
While currently thriving, Oklahoma’s economy was<br />
repeatedly described as “fragile” by area legislators who<br />
spoke at Friday’s legislative breakfast hosted by <strong>the</strong> <strong>Clinton</strong><br />
Chamber of Commerce.<br />
Energy and banking were among <strong>the</strong> industries about<br />
which concern was voiced. State Sen. Mike Schulz (R-<br />
Altus) said recent problems at Chesapeake Energy could<br />
have far-reaching impacts if <strong>the</strong>y worsen, and State Rep.<br />
Todd Russ (R-Cordell) expressed fear <strong>the</strong> federal government<br />
would impose banking regulations intended to reign<br />
in <strong>the</strong> big mortgage bankers that would inadvertently<br />
strangle local community banks.<br />
However, asked by citizen Irwin Schmidt about <strong>the</strong> local<br />
banks, Oklahoma Bank and Trust President G.W. Lowry<br />
said he thinks <strong>the</strong>y’re doing pretty well now.<br />
“We learned some lessons in <strong>the</strong> 1980s,” he said, referring<br />
to <strong>the</strong> energy bust that forced numerous area banks<br />
to close <strong>the</strong>ir doors.<br />
“Oklahoma’s economy is very good, but it’s also very<br />
fragile,” said Schulz. He stated <strong>the</strong> obvious, that $100-abarrel<br />
oil has been carrying $2-a-thousand-BTU natural<br />
gas for some time. However, oil prices dipped below $90 a<br />
barrel last week and while gas prices rose as high as $2.70 a<br />
thousand recently, <strong>the</strong>y also had fallen back by week’s end.<br />
Chesapeake, one of <strong>the</strong> largest natural gas drillers in <strong>the</strong><br />
country, has money in lots of Oklahoma banks, said Schulz.<br />
“That concerns me greatly,” he said. Chesapeake is a<br />
great driver of Oklahoma’s economy. Chesapeake is a great<br />
driver of western Oklahoma’s economy. They’re selling assets<br />
as fast as <strong>the</strong>y can.”<br />
Schulz said he has great concern about what <strong>the</strong> next<br />
12 to 18 months has in store for Oklahoma. He said businesses<br />
and individuals have a lot of money in <strong>the</strong>ir pockets<br />

have been released by <strong>the</strong><br />
Oklahoma Highway Patrol<br />
and of <strong>the</strong> six people<br />
and two vehicles involved,<br />
<strong>the</strong>re was one fatality.<br />
Dead is Yolanda Guoladdle,<br />
84, of <strong>Hobart</strong>. She<br />
was initially transferred<br />
to Integris <strong>Clinton</strong> Regional<br />
Hospital with head,<br />
trunk, internal and leg injuries<br />
and was pronounced<br />
dead at <strong>the</strong> hospital due<br />
to <strong>the</strong> injuries incurred in<br />
<strong>the</strong> accident.<br />

Guoladdle, 26, of <strong>Hobart</strong><br />
was driving a 1994 GMC<br />
Jimmy at about 2:15 p.m.<br />

lane of I-40. In<br />
her vehicle as passengers<br />
were <strong>the</strong> elder Guoladdle,<br />
Aiden Blackburn, 4, and<br />
Christian Blackburn, 6,<br />
all of <strong>Hobart</strong>.<br />
Traveling in <strong>the</strong> outside<br />
lane in a 2011 Ford<br />
Escape was Armando<br />
Montejano, 77, and his<br />
wife, Martha Montejano,<br />
75, of Omaha, Neb.<br />
According to <strong>the</strong> report,<br />
<strong>the</strong> younger Guoladdle apparently<br />
attempted to exit<br />

4-wheeler <strong>wreck</strong><br />
Two people were involved<br />
in a four-wheeler<br />
accident Saturday near<br />
Thomas.<br />
According to a report<br />
filed by Trooper Matt Villines<br />
of <strong>the</strong> Oklahoma<br />
Highway Patrol, Derek<br />
Shephard, 30, of Butler,<br />
was driving a 2008 Polaris<br />
Ranger at a high<br />
rate of speed at about 4:32<br />
p.m. Saturday eastbound<br />
on <strong>the</strong> South Canadian<br />
River approximately one<br />
mile northwest of State<br />
Highway 33, three miles<br />
north and four miles east<br />
of Thomas.<br />
His passenger was Audrey<br />
Shephard, 27, also of<br />
Butler.<br />
Trooper Villines’ report<br />
said Mr. Shephard drove<br />
into some ruts, lost control<br />
and tuned one and a quarter<br />
time with <strong>the</strong> driver<br />
ejected.<br />
Derek Shephard refused<br />
treatment at <strong>the</strong><br />
scene and Audrey Shephard,<br />
who was wearing a<br />
seatbelt, was transported<br />
by Air Evac to OU Medical<br />
Center in Oklahoma City<br />
with head, trunk internal<br />
and trunk external and<br />
hand injuries.<br />
Trooper Villines’ report<br />
stated <strong>the</strong> driver was<br />
drinking with his ability<br />
impaired and credited <strong>the</strong><br />
collision to alcohol-DUI.<br />
The trooper was assisted<br />
at <strong>the</strong> scene by Trooper<br />
Ryan Fike, <strong>the</strong> Custer<br />
County Sheriff’s Office,<br />
Thomas Fire Department,<br />

Sheriff says his people need bigger raise<br />

women. It’s some of those<br />
bonds <strong>the</strong> county is now<br />
looking at paying.<br />
No payments have been<br />
made yet, and <strong>the</strong> first<br />
one isn’t due until Dec. 1,<br />
2013. By paying <strong>the</strong> last<br />
one now, Kuykendall said<br />
approximately $150,000<br />
in interest would be saved.<br />
Sheriff Bruce Peoples,<br />
who sat in on <strong>the</strong> meeting<br />
with four of his employees,<br />
was disappointed that his<br />
people apparently will not<br />
receive more than a 5-percent<br />
raise. Peoples said<br />
nothing during <strong>the</strong> meeting,<br />
but immediately after<br />
it ended he said he’s lost<br />
four employees – a deputy,<br />
dispatcher, administrative<br />
assistant and jailer<br />
– to Washita County, two<br />
of <strong>the</strong>m within <strong>the</strong> last<br />
week.<br />
He said his employees<br />
would have to receive<br />
23.8-percent raises just to<br />
bring <strong>the</strong>m to <strong>the</strong> level of<br />
Washita County. Last<br />

of <strong>the</strong> Guoladdles and <strong>the</strong><br />
younger Blackburn boy,<br />
while <strong>the</strong> Escape came to<br />
rest on <strong>the</strong> interstate.<br />
The oldest Blackburn<br />
boy was wearing his seatbelt<br />
and was not injured in<br />
<strong>the</strong> accident.<br />
Syretta Guoladdle was<br />
transported by Sinor EMS<br />
to <strong>the</strong> <strong>Clinton</strong> hospital with<br />
head injuries. She was<br />
treated and released.<br />
Aiden Blackburn, <strong>the</strong><br />
younger of <strong>the</strong> two boys,<br />
was taken to <strong>the</strong> hospital<br />
with head injuries and was<br />
also released.<br />
Mr. and Mrs. Montajano<br />
were both wearing <strong>the</strong>ir<br />
seatbelts at <strong>the</strong> time of <strong>the</strong><br />
accident and airbags did<br />
deploy.<br />
He was transported to<br />
<strong>the</strong> hospital with head injuries.<br />
She also received head<br />
injuries, but was treated<br />
and released at <strong>the</strong> hospital.<br />
Trooper Hale’s report<br />
listed <strong>the</strong> cause of <strong>the</strong> accident<br />
as impeding traffic<br />
and <strong>the</strong> condition of both<br />
drivers to be apparently<br />
normal.<br />

Gleason refused to call<br />
<strong>the</strong> 5-percent salary increases<br />
a pay raise, instead<br />
referring to <strong>the</strong>m<br />
as a cost-of-living adjustment.<br />
He said <strong>the</strong>y’re<br />
needed to partially offset<br />
increases in health insurance<br />
premiums. He didn’t<br />
say so, but that would be<br />
health insurance which<br />
employees buy for <strong>the</strong>ir<br />
families through <strong>the</strong> county<br />
plan. The employee’s<br />
insurance is paid fully by<br />
<strong>the</strong> county.<br />
Gleason was one of <strong>the</strong><br />
two board members who<br />
were present Monday and<br />
voted for <strong>the</strong> pay increases<br />
as well as <strong>the</strong> early payment<br />
on <strong>the</strong> judgment<br />
bonds. Steve Weichel was<br />
<strong>the</strong> o<strong>the</strong>r, with Jimmie<br />
Johnson absent.<br />
Addressing <strong>the</strong> sheriff,<br />
Gleason said, “Bruce, we<br />
didn’t give you everything<br />
you needed.”<br />
“We’re paying for it,”<br />
replied Peoples. He said<br />
his staff is “almost at<br />
crisis level” and in some<br />
areas, such as jailers, he<br />
has no options, that by<br />
state law he’s required to<br />
maintain a certain number<br />
of detention personnel<br />
for <strong>the</strong> number of prisoners<br />
he’s handling.<br />
Referring to Washita<br />
County, he said, “They’ll<br />
start <strong>the</strong>ir jailers at $400<br />

After Peoples left,<br />
Gleason said <strong>the</strong> sheriffs<br />
always want more.<br />
Kuykendall began <strong>the</strong><br />
meeting by explaining<br />
that $1 million was taken<br />
<strong>from</strong> <strong>the</strong> county’s General<br />
Fund last year to<br />
help pay <strong>the</strong> first third of<br />
<strong>the</strong> $10-million judgment<br />
brought on by <strong>the</strong> former<br />
sheriff’s improprieties,<br />
leaving it with $1.5 million<br />
at <strong>the</strong> end of <strong>the</strong> fiscal<br />
year. Even so, he said<br />
it looks like <strong>the</strong> General<br />
Fund this fiscal year –<br />
which ends June 30 – will<br />
increase by $500,000.<br />
The way Kuykendall<br />
sees it, <strong>the</strong> county has<br />
already gotten back half<br />
<strong>the</strong> $1 million it contributed<br />
toward <strong>the</strong> judgment<br />
last year and will end this<br />
year with $2 million in <strong>the</strong><br />
General Fund.<br />
Also, he figures <strong>the</strong><br />
county will have enough<br />
funds on hand by September,<br />
when <strong>the</strong> sales<br />
tax to pay for <strong>the</strong> new jail<br />
expires, to make <strong>the</strong> final<br />
payment on it. Then, beginning<br />
Oct. 1, <strong>the</strong> sales<br />
tax money will be directed<br />
to <strong>the</strong> judgment.<br />
If revenues continue<br />
as <strong>the</strong>y’ve been lately, he<br />
thinks <strong>the</strong> five-year judgment<br />
bond issue could<br />
conceivably be paid in half<br />
that time.<br />
Much of <strong>the</strong> money for<br />
this looming first payment<br />
would come <strong>from</strong> a booming<br />
use tax. Kuykendall<br />
estimated $730,000 will<br />
be collected this year <strong>from</strong><br />
<strong>the</strong> use tax by June 30.<br />
Asked by <strong>the</strong> <strong>Clinton</strong> <strong>Daily</strong><br />
<strong>News</strong> if it’s those use tax<br />
receipts that will be used<br />
to help pay <strong>the</strong> judgment,<br />
Kuykendall said yes.<br />
<strong>Clinton</strong>’s city treasurer,<br />
Debra Blanchard, said<br />
Monday she’s estimated<br />
<strong>the</strong> city’s use tax collections<br />
by <strong>the</strong> end of this<br />
fiscal year at $1,580,000.<br />

Miller Oct. 19, 1973, in<br />
Butler County. He was<br />
in <strong>the</strong> military and <strong>the</strong>y<br />
were stationed in numerous<br />
places.<br />
She later married William<br />
Zane Southwell July<br />
2, 1992, in Pascagoula,<br />
Miss. Mr. Southwell was<br />
also in <strong>the</strong> military and<br />
<strong>the</strong>y made <strong>the</strong>ir first home<br />
in Mississippi and later in<br />
New Jersey.<br />
In 2000 <strong>the</strong>y moved<br />
to Elk City and later settled<br />
in <strong>Clinton</strong>. She was<br />
employed as a certified<br />
nurses’ aid and had been<br />
employed with Littlebird<br />
Nursing Home in Wea<strong>the</strong>rford,<br />
Belle Avenue Nursing<br />
Home in Elk City and she<br />
retired <strong>from</strong> <strong>the</strong> <strong>Clinton</strong><br />
Veterans Center in 2010.<br />

well known for her meatball<br />
stew.<br />
She was preceded in<br />
death by her parents and<br />
a son, Dal Lee Moore.<br />
She is survived by two<br />
sons, Jim Pat Moore II,<br />
Palm Springs, Calif., and<br />
Tom Mike Moore, Norman;<br />

Washington, D.C.<br />
Four PLC students – Blaine Boyd and Taylor<br />
Boyd, both of Wea<strong>the</strong>rford; Samantha Carson of Elk<br />
City; and Cord Gothard of Velma – laid a wreath at<br />
<strong>the</strong> Tomb of <strong>the</strong> Unknowns at Arlington National<br />
Cemetery.<br />
The four participated in <strong>the</strong> ceremony on <strong>the</strong> day<br />
after Memorial Day. They were accompanied by a<br />
Tomb Guard Sentinel. After <strong>the</strong> wreath was placed,<br />
<strong>the</strong> delegation <strong>the</strong>n stood in salute as a bugler played<br />
“Taps.”<br />
“It was very emotional to pay tribute to all <strong>the</strong><br />
brave men and women of <strong>the</strong> United States Armed<br />
Forces,” Blaine Boyd said. “We are forever grateful<br />
for <strong>the</strong>ir service and sacrifice.”<br />
The Tomb of <strong>the</strong> Unknowns is a monument dedicated<br />
to American service members who perished<br />
without being identified. The soldiers buried are <strong>from</strong><br />
World War I, World War II and <strong>the</strong> Korean War. The<br />
tomb guards, or Sentinels, are members of <strong>the</strong> 3rd<br />
U.S. Infantry Regiment and guard <strong>the</strong> tomb around<br />
<strong>the</strong> clock.<br />
The PLC students, along with SWOSU President<br />
Randy Beutler, were in Washington, D.C. along with<br />
o<strong>the</strong>r members of Class V. The PLC students make <strong>the</strong><br />
trip after completing two years in <strong>the</strong> PLC program.<br />
The students visited many sites during <strong>the</strong>ir five days<br />

Can Pay Off for You<br />
To achieve investment success, you don’t have<br />
to start out with a huge sum or “get lucky” by picking<br />
“hot” stocks. In fact, very few people actually<br />
travel those two routes. But in working toward<br />
your investment goals, you need to be persistent<br />
— and one of <strong>the</strong> best ways to demonstrate that<br />
persistence is to invest automatically.<br />
How do you become an “automatic” investor?<br />
You simply need to have your bank automatically<br />
move money each month <strong>from</strong> a checking or savings<br />
account into <strong>the</strong> investments of your choice.<br />
When you’re first starting out in <strong>the</strong> working<br />
world, you may not be able to afford much, but any<br />
amount — even if it’s just $50 or $100 a month —<br />
will be valuable. Then, as your career progresses<br />
and your income rises, you can gradually increase<br />
your monthly contributions.<br />
By becoming an automatic investor, you can<br />
gain some key benefits, including <strong>the</strong>se:<br />
• Discipline — Many people think about investing<br />
but decide to wait until <strong>the</strong>y have “a little<br />

baseball team proved<br />
methodical Saturday in<br />
<strong>the</strong> third-place contest of<br />
<strong>the</strong> <strong>Clinton</strong> Tournament<br />
at <strong>the</strong> CHS Ballpark.<br />
The Reds faced <strong>the</strong><br />
Southwest Shockers (a<br />
team comprised of players<br />
<strong>from</strong> Cache and <strong>the</strong><br />
surrounding area) and<br />
picked up a 4-1 victory to<br />
finish third in <strong>the</strong> threeday<br />
tournament.<br />
“That’s more of what<br />
you expect to see,” said<br />
coach Kelly Gaunt. “Our<br />
offense wasn’t quite<br />
what we expected, but<br />
we were able to get on<br />
<strong>the</strong> bases and be aggressive.<br />
We worked hard to<br />
get some scores and our<br />
pitching and defense<br />
carried <strong>the</strong> way.”<br />
Kyler Clothier picked<br />
up <strong>the</strong> win on <strong>the</strong> mound<br />
for <strong>the</strong> Reds. He pitched<br />
into <strong>the</strong> sixth inning<br />
and struck out three<br />
batters and hit ano<strong>the</strong>r<br />
two. He also issued zero<br />
walks.<br />
“That was <strong>the</strong> difference,”<br />
Gaunt said. “He<br />
threw strikes. That’s one<br />
of <strong>the</strong> things we will be<br />
doing this summer. We<br />
will be looking to build<br />
up some pitching depth.<br />

I have Type 2 diabetes.<br />
Lately I’ve been hearing<br />
about low “glycemic index”<br />
and “glycemic load”<br />
foods being good for diabetics.<br />
What do <strong>the</strong>se terms<br />
mean?<br />
DEAR READER: Carbohydrates<br />
(“carbs,” for<br />
short) are <strong>the</strong> major component<br />
of bread, pasta,<br />
cereals, fruit, milk, vegetables<br />
and beans. In your<br />
stomach and intestine,<br />
carbs are chopped up into<br />
sugars. Those sugars <strong>the</strong>n<br />
are absorbed; <strong>the</strong>y travel<br />
<strong>from</strong> <strong>the</strong> gut into <strong>the</strong> blood.<br />
As a result, <strong>the</strong> carbs<br />
you eat — and <strong>the</strong> KIND<br />
of carbs you eat — have<br />
a strong impact on blood<br />
sugar levels. This is important<br />
for anyone with<br />
diabetes, or at risk for getting<br />
diabetes.<br />

long strings of certain molecules.<br />
Think of <strong>the</strong>m like<br />
a string of pearls. When<br />
<strong>the</strong>y hit <strong>the</strong> gut, digestive<br />
enzymes start to chop<br />
<strong>the</strong>m up. It is <strong>the</strong> one-pearl<br />
and two-pearl strings that<br />
are <strong>the</strong> sugars.<br />
Different carbs are digested<br />
more or less easily<br />
than o<strong>the</strong>rs. When carbs<br />
are easily chopped up into<br />
sugars, blood sugar levels<br />
rapidly rise to higher levels.<br />
When carbs are chopped<br />
up slowly, and only with<br />
difficulty, blood sugar levels<br />
rise slowly to relatively<br />
lower levels. This impact<br />
is measured in terms of<br />
glycemic index and glycemic<br />
load.<br />
The glycemic INDEX<br />
indicates how easily a particular<br />
kind of carbohydrate<br />
is chopped up. Carbs<br />
that are easily digested and<br />
absorbed, and raise blood<br />
terested in <strong>the</strong> challenge<br />
you presented than in a<br />
lasting relationship. Not<br />
all men are that way, but<br />
most in your age group are<br />
because <strong>the</strong>y are not yet<br />
emotionally or financially<br />
ready for a marriage commitment.<br />
Remember that,<br />
and you may avoid future<br />
heartache.<br />

than o<strong>the</strong>rs. The glycemic<br />
LOAD is based on <strong>the</strong><br />
amount of carbohydrate in<br />
<strong>the</strong> food as well as its glycemic<br />
index value. So it gives<br />
a more accurate picture of<br />
a food’s real-life impact on<br />
blood sugar.<br />
For example, <strong>the</strong> glycemic<br />
index of a carrot is 131.<br />
In comparison, a serving<br />
of mashed potatoes has<br />
a glycemic index of only<br />
104. However, a half-cup<br />
serving of carrots has only<br />
about 4 grams of carbohydrate.<br />
The same quantity of<br />
mashed potatoes has more<br />
than 18 grams of carbohydrate.<br />
That’s why <strong>the</strong> glycemic<br />
load for a serving of<br />
carrots is 11, while that of<br />
