Excise Board
votes to start
paying bonds
County pay hike endorsed
By GERALD GREEN
Custer County officials apparently will begin shortly
paying early the $6.7-million bond issue the county
floated to pay what’s left on its $10-million civil judgment
levied in the aftermath of former sheriff Mike
Burgess’ sexual exploits with women under his jurisdiction.
They also are expected to give county employees a
5-percent pay raise, which would be their first in five
years. At Monday’s Excise Board meeting it was stated
that it would be their first in seven years, but elected
officers received raises of 12.8 percent in 2007, first
deputies 7.8 percent, and other employees approximately
8.4 percent.
Two members of the board voted for the 5-percent
raises, and also to contribute $500,000 under their control
to help make one of five bond payments on money
borrowed to pay the judgment if county commissioners
would pitch in nearly $1 million from moneys they control.
Commissioners couldn’t vote on it Monday since
it wasn’t on their agenda, but they sounded as if they
would next week and accountant James Kuykendall –
who prepares the county budgets – thought there would
be plenty of money to do it.
The payment of $1,405,000 would be the fifth of five
the county is scheduled to make to pay the $6.7-million
bond issue. Citizens approved the use of sales tax money
last year to pay the last two-thirds of the $10-million
Legislators fretting
over state economy
While currently thriving, Oklahoma’s economy was
repeatedly described as “fragile” by area legislators who
spoke at Friday’s legislative breakfast hosted by the Clinton
Chamber of Commerce.
Energy and banking were among the industries about
which concern was voiced. State Sen. Mike Schulz (R-
Altus) said recent problems at Chesapeake Energy could
have far-reaching impacts if they worsen, and State Rep.
Todd Russ (R-Cordell) expressed fear the federal government
would impose banking regulations intended to reign
in the big mortgage bankers that would inadvertently
strangle local community banks.
However, asked by citizen Irwin Schmidt about the local
banks, Oklahoma Bank and Trust President G.W. Lowry
said he thinks they’re doing pretty well now.
“We learned some lessons in the 1980s,” he said, referring
to the energy bust that forced numerous area banks
to close their doors.
“Oklahoma’s economy is very good, but it’s also very
fragile,” said Schulz. He stated the obvious, that $100-abarrel
oil has been carrying $2-a-thousand-BTU natural
gas for some time. However, oil prices dipped below $90 a
barrel last week and while gas prices rose as high as $2.70 a
thousand recently, they also had fallen back by week’s end.
Chesapeake, one of the largest natural gas drillers in the
country, has money in lots of Oklahoma banks, said Schulz.
“That concerns me greatly,” he said. Chesapeake is a
great driver of Oklahoma’s economy. Chesapeake is a great
driver of western Oklahoma’s economy. They’re selling assets
as fast as they can.”
Schulz said he has great concern about what the next
12 to 18 months has in store for Oklahoma. He said businesses
and individuals have a lot of money in their pockets
Hobart woman dies
from Friday’s wreck
More details of Friday
afternoon’s crash at mile
marker 65 of Interstate 40
have been released by the
Oklahoma Highway Patrol
and of the six people
and two vehicles involved,
there was one fatality.
Dead is Yolanda Guoladdle,
84, of Hobart. She
was initially transferred
to Integris Clinton Regional
Hospital with head,
trunk, internal and leg injuries
and was pronounced
dead at the hospital due
to the injuries incurred in
the accident.
According to a report
filed by Trooper Travis
Hale, Syretta Danielle
Guoladdle, 26, of Hobart
was driving a 1994 GMC
Jimmy at about 2:15 p.m.
Friday near mile marker
65 in the inside, eastbound
lane of I-40. In
her vehicle as passengers
were the elder Guoladdle,
Aiden Blackburn, 4, and
Christian Blackburn, 6,
all of Hobart.
Traveling in the outside
lane in a 2011 Ford
Escape was Armando
Montejano, 77, and his
wife, Martha Montejano,
75, of Omaha, Neb.
According to the report,
the younger Guoladdle apparently
attempted to exit
Woman hurt in
4-wheeler wreck
Two people were involved
in a four-wheeler
accident Saturday near
Thomas.
According to a report
filed by Trooper Matt Villines
of the Oklahoma
Highway Patrol, Derek
Shephard, 30, of Butler,
was driving a 2008 Polaris
Ranger at a high
rate of speed at about 4:32
p.m. Saturday eastbound
on the South Canadian
River approximately one
mile northwest of State
Highway 33, three miles
north and four miles east
of Thomas.
His passenger was Audrey
Shephard, 27, also of
Butler.
Trooper Villines’ report
said Mr. Shephard drove
into some ruts, lost control
and tuned one and a quarter
time with the driver
ejected.
Derek Shephard refused
treatment at the
scene and Audrey Shephard,
who was wearing a
seatbelt, was transported
by Air Evac to OU Medical
Center in Oklahoma City
with head, trunk internal
and trunk external and
hand injuries.
Trooper Villines’ report
stated the driver was
drinking with his ability
impaired and credited the
collision to alcohol-DUI.
The trooper was assisted
at the scene by Trooper
Sheriff says his people need bigger raise
(Continued from P. 1) week, asked by the Clinton
judgment, and the $6.7
million was borrowed
through bonds to pay the
women. It’s some of those
bonds the county is now
looking at paying.
No payments have been
made yet, and the first
one isn’t due until Dec. 1,
2013. By paying the last
one now, Kuykendall said
approximately $150,000
in interest would be saved.
Sheriff Bruce Peoples,
who sat in on the meeting
with four of his employees,
was disappointed that his
people apparently will not
receive more than a 5-percent
raise. Peoples said
nothing during the meeting,
but immediately after
it ended he said he’s lost
four employees – a deputy,
dispatcher, administrative
assistant and jailer
– to Washita County, two
of them within the last
week.
He said his employees
would have to receive
23.8-percent raises just to
bring them to the level of
Washita County. Last
travelled into the path of
the vehicle driven by Mr.
Montejano. The two SUV’s
struck and the Jimmy
rolled once, ejecting both
of the Guoladdles and the
younger Blackburn boy,
while the Escape came to
rest on the interstate.
The oldest Blackburn
boy was wearing his seatbelt
and was not injured in
the accident.
Syretta Guoladdle was
transported by Sinor EMS
to the Clinton hospital with
head injuries. She was
treated and released.
Aiden Blackburn, the
younger of the two boys,
was taken to the hospital
with head injuries and was
also released.
Mr. and Mrs. Montajano
were both wearing their
seatbelts at the time of the
accident and airbags did
deploy.
He was transported to
the hospital with head injuries.
She also received head
injuries, but was treated
and released at the hospital.
Trooper Hale’s report
listed the cause of the accident
as impeding traffic
and the condition of both
drivers to be apparently
normal.
Assisting at the scene
were OHP Capt. Brad
Neidy, the Clinton Police
Department, Clinton Fire
Department and Sinor
EMS.
Paid for by Seth Adams
Daily News if it’s Washita
by paying too much or
Custer by paying too little
which is out of step, he
said it’s Custer and other
nearby counties are also
paying more.
Gleason refused to call
the 5-percent salary increases
a pay raise, instead
referring to them
as a cost-of-living adjustment.
He said they’re
needed to partially offset
increases in health insurance
premiums. He didn’t
say so, but that would be
health insurance which
employees buy for their
families through the county
plan. The employee’s
insurance is paid fully by
the county.
Gleason was one of the
two board members who
were present Monday and
voted for the pay increases
as well as the early payment
on the judgment
bonds. Steve Weichel was
the other, with Jimmie
Johnson absent.
Addressing the sheriff,
Gleason said, “Bruce, we
didn’t give you everything
you needed.”
“We’re paying for it,”
replied Peoples. He said
his staff is “almost at
crisis level” and in some
areas, such as jailers, he
has no options, that by
state law he’s required to
maintain a certain number
of detention personnel
for the number of prisoners
he’s handling.
Referring to Washita
County, he said, “They’ll
start their jailers at $400
Added State Rep. Todd
Russ (R-Cordell):
“Oklahoma has done
fairly well so far. But as
Senator Schulz said, “We
are fragile.”
When the 1980s bust
came, Russ said it pulled
a lot of people with it.
“We’re seeing similar
signs across the national
and international scene,”
he said. “But if you think
the energy industry is
important to Oklahoma,
just jerk out the pegs from
the community bankers.”
more than we’re paying.”
After Peoples left,
Gleason said the sheriffs
always want more.
Kuykendall began the
meeting by explaining
that $1 million was taken
from the county’s General
Fund last year to
help pay the first third of
the $10-million judgment
brought on by the former
sheriff’s improprieties,
leaving it with $1.5 million
at the end of the fiscal
year. Even so, he said
it looks like the General
Fund this fiscal year –
which ends June 30 – will
increase by $500,000.
The way Kuykendall
sees it, the county has
already gotten back half
the $1 million it contributed
toward the judgment
last year and will end this
year with $2 million in the
General Fund.
Also, he figures the
county will have enough
funds on hand by September,
when the sales
tax to pay for the new jail
expires, to make the final
payment on it. Then, beginning
Oct. 1, the sales
tax money will be directed
to the judgment.
If revenues continue
as they’ve been lately, he
thinks the five-year judgment
bond issue could
conceivably be paid in half
that time.
Much of the money for
this looming first payment
would come from a booming
use tax. Kuykendall
estimated $730,000 will
be collected this year from
the use tax by June 30.
Asked by the Clinton Daily
News if it’s those use tax
receipts that will be used
to help pay the judgment,
Kuykendall said yes.
Clinton’s city treasurer,
Debra Blanchard, said
Monday she’s estimated
the city’s use tax collections
by the end of this
fiscal year at $1,580,000.
Southwestern Oklahoma State University students
in the President’s Leadership Class program
at Weatherford recently had a unique opportunity in
Washington, D.C.
Four PLC students – Blaine Boyd and Taylor
Boyd, both of Weatherford; Samantha Carson of Elk
City; and Cord Gothard of Velma – laid a wreath at
the Tomb of the Unknowns at Arlington National
Cemetery.
The four participated in the ceremony on the day
after Memorial Day. They were accompanied by a
Tomb Guard Sentinel. After the wreath was placed,
the delegation then stood in salute as a bugler played
“Taps.”
“It was very emotional to pay tribute to all the
brave men and women of the United States Armed
Forces,” Blaine Boyd said. “We are forever grateful
for their service and sacrifice.”
The Tomb of the Unknowns is a monument dedicated
to American service members who perished
without being identified. The soldiers buried are from
World War I, World War II and the Korean War. The
tomb guards, or Sentinels, are members of the 3rd
U.S. Infantry Regiment and guard the tomb around
the clock.
The PLC students, along with SWOSU President
Randy Beutler, were in Washington, D.C. along with
other members of Class V. The PLC students make the
trip after completing two years in the PLC program.
The students visited many sites during their five days
in Washington, D.C.
FINANCIAL FOCUS
Automatic Investing
Can Pay Off for You
To achieve investment success, you don’t have
to start out with a huge sum or “get lucky” by picking
“hot” stocks. In fact, very few people actually
travel those two routes. But in working toward
your investment goals, you need to be persistent
— and one of the best ways to demonstrate that
persistence is to invest automatically.
How do you become an “automatic” investor?
You simply need to have your bank automatically
move money each month from a checking or savings
account into the investments of your choice.
When you’re first starting out in the working
world, you may not be able to afford much, but any
amount — even if it’s just $50 or $100 a month —
will be valuable. Then, as your career progresses
and your income rises, you can gradually increase
your monthly contributions.
By becoming an automatic investor, you can
gain some key benefits, including these:
• Discipline — Many people think about investing
but decide to wait until they have “a little
extra cash.” Before they realize it, they’ve used
the money for other purposes. When you invest
automatically, you’re essentially taking a spending
decision “out of your hands.” And as you see
your accounts grow over time, your investment
discipline will be self-reinforcing.
• Long-term focus — There’s never any
shortage of events — political crises, economic
downturns, natural disasters — that cause investors
to take a “timeout” from investing. Yet
if you head to the investment sidelines, even for
a short while, you might miss out on some good
opportunities. By investing automatically each
month, you’ll maintain a long-term focus.
• Potential for reduced investment costs — If
you invest the same amount of money each month
into the same investments, you’ll automatically
be a “smart shopper.” When prices drop, your
monthly investment will buy more shares, and
when prices rise, you’ll buy fewer shares — just
as you’d probably buy less of anything when prices
are high. Over time, this type of systematic investment
typically results in lower costs per share.
Furthermore, when you invest systematically,
you’re less likely to constantly buy and sell investments
in an effort to boost your returns. This
type of frequent trading is often ineffective — and
it can raise your overall investment costs with
potential fees, commissions and taxes. (Keep in
mind, though, that systematic investing does not
guarantee a profit or protect against loss. Also,
you’ll need the financial resources available to
keep investing through up and down markets.)
Clearly, automatic investing offers some
major advantages to you as you seek to build
wealth. Of course, if you’re contributing to a
401(k) or other employer-sponsored retirement
plan, you’re already automatically investing
because money is taken out of your paycheck at
regular intervals to go toward the investments
you’ve chosen in your plan. But by employing
automatic investing techniques to other vehicles,
such as an Individual Retirement Account
(IRA), you can continue your progress toward
your long-term goals, including retirement.
So, do what it takes to become an automatic investor.
It’s easy, it’s smart — and it can help you
work toward the type of future you’ve envisioned
Reds handle Shockers in 4-1 win
By SEAN STEPHENS
Clinton’s summer
baseball team proved
methodical Saturday in
the third-place contest of
the Clinton Tournament
at the CHS Ballpark.
The Reds faced the
Southwest Shockers (a
team comprised of players
from Cache and the
surrounding area) and
picked up a 4-1 victory to
finish third in the threeday
tournament.
“That’s more of what
you expect to see,” said
coach Kelly Gaunt. “Our
offense wasn’t quite
what we expected, but
we were able to get on
the bases and be aggressive.
We worked hard to
get some scores and our
pitching and defense
carried the way.”
Kyler Clothier picked
up the win on the mound
for the Reds. He pitched
into the sixth inning
and struck out three
batters and hit another
two. He also issued zero
walks.
“That was the difference,”
Gaunt said. “He
threw strikes. That’s one
of the things we will be
doing this summer. We
Low glycemic diet includes veggies, fruit
DEAR DOCTOR K:
I have Type 2 diabetes.
Lately I’ve been hearing
about low “glycemic index”
and “glycemic load”
foods being good for diabetics.
What do these terms
mean?
DEAR READER: Carbohydrates
(“carbs,” for
short) are the major component
of bread, pasta,
cereals, fruit, milk, vegetables
and beans. In your
stomach and intestine,
carbs are chopped up into
sugars. Those sugars then
are absorbed; they travel
from the gut into the blood.
As a result, the carbs
you eat — and the KIND
of carbs you eat — have
a strong impact on blood
sugar levels. This is important
for anyone with
diabetes, or at risk for getting
diabetes.
Different carbs impact
your blood sugar differ-
Girl gave up virginity, feels used by the jerk
DEAR ABBY: I am a
17-year-old girl and have
just gotten out of a sevenmonth
relationship. I was
a virgin until this relationship.
Well, the time came
that I felt I did love and
trust him, so I went ahead
and had sex with him.
After one month, Gavin
decided he was sick of me!
I feel so hurt and used, I’m
now starting to view sex
negatively.
I know I’m young and
have years of relationships
in front of me. But are all
men just out there for sex?
If they are, it just doesn’t
seem worth it.
HURT AND
CONFUSED
DEAR HURT AND
CONFUSED: You have
my sympathy. It appears
that Gavin was more in-
ently. Carbohydrates are
long strings of certain molecules.
Think of them like
a string of pearls. When
they hit the gut, digestive
enzymes start to chop
them up. It is the one-pearl
and two-pearl strings that
are the sugars.
Different carbs are digested
more or less easily
than others. When carbs
are easily chopped up into
sugars, blood sugar levels
rapidly rise to higher levels.
When carbs are chopped
up slowly, and only with
difficulty, blood sugar levels
rise slowly to relatively
lower levels. This impact
is measured in terms of
glycemic index and glycemic
load.
The glycemic INDEX
indicates how easily a particular
kind of carbohydrate
is chopped up. Carbs
that are easily digested and
absorbed, and raise blood
terested in the challenge
you presented than in a
lasting relationship. Not
all men are that way, but
most in your age group are
because they are not yet
emotionally or financially
ready for a marriage commitment.
Remember that,
and you may avoid future
heartache.
DEAR ABBY: I am 23,
happily married and have
two children. My question
involves my 4 l/2-year-old,
“Shelly,” who is the result
of a previous relationship.
Her biological father left
me after he found out I
was pregnant. When I was
almost ready to deliver,
he called and asked me to
come back to him, which
I did, only to get dumped
again one week before
Shelly’s birth.
Since then, I have mar-
sugar levels rapidly, have a
high glycemic index.
Of course, we don’t eat
pure carbs (except for table
sugar). We eat foods that
contain carbs, and some
foods contain more carbs
than others. The glycemic
LOAD is based on the
amount of carbohydrate in
the food as well as its glycemic
index value. So it gives
a more accurate picture of
a food’s real-life impact on
blood sugar.
For example, the glycemic
index of a carrot is 131.
In comparison, a serving
of mashed potatoes has
a glycemic index of only
104. However, a half-cup
serving of carrots has only
about 4 grams of carbohydrate.
The same quantity of
mashed potatoes has more
than 18 grams of carbohydrate.
That’s why the glycemic
load for a serving of
carrots is 11, while that of
ried a wonderful man I
met days before Shelly was
born. He has adopted her,
and he is the only daddy
she has ever known.
My question is: When
would be the best age for
me to tell her about this?
CLUELESS
DEAR CLUELESS:
Your daughter should be
told as soon as she’s old
enough to understand the
difference between “biological”
father and “adoptive”
father. And when you do,
tell her that her daddy fell
in love with you both at the
same time.
DEAR ABBY: My
husband and I have been
married for one week. We
have been together for
three years. His last girlfriend
was married three
years ago, but will not
a serving of potatoes is 20.
Even though it has not
yet been proven by a scientific
study, what we know
about the human body convinces
me that it is prudent
to generally eat foods with
a low glycemic load. I think
there are likely to be health
benefits, and there’s surely
no harm.
On my website (Ask-
DoctorK.com) there is a table
that gives the glycemic
index and glycemic load of
common foods. (Also on the
site is a Special Health Report,
“Healthy Eating for
Type 2 Diabetes,” that you
can order online or by calling
877-649-9457 toll-free.)
In general, to follow a
low glycemic diet, choose
less-processed whole grains
over refined grains; eat a
lot of non-starchy vegetables,
beans and fruits; and
eliminate sugar-sweetened
drinks.
leave him alone.
It never fails that when
we are out, and she and
her husband are at the
same place, she confronts
my husband about how
sorry she is for the past
and wants him to take her
back. He tells her it is over.
Her husband knows that
she does not love him but
loves my husband.
I am so tired of this,
Abby. What do I need to do
the next time this happens?
Do I call her and tell her to
leave him alone?
STEAMING
DEAR STEAMING:
Do not call her. The next
time it happens, your HUS-
BAND should tell her he
is not interested, that he is
happily married now, and
that she is making herself
and her husband look ridiculous.
