<strong>Schulz</strong> <strong>try<strong>in</strong>g</strong> <strong>to</strong> <strong>aid</strong><br />

<strong>in</strong> <strong>detention</strong> <strong>morass</strong><br />

State Sen. Mike <strong>Schulz</strong> (R-Altus)<br />

was <strong>to</strong> meet Thursday afternoon with<br />

Gene Christian, executive direc<strong>to</strong>r of<br />

<strong>the</strong> Oklahoma Juvenile Authority, <strong>in</strong><br />

<strong>the</strong> sena<strong>to</strong>r’s office.<br />

Presumably <strong>the</strong> meet<strong>in</strong>g would be<br />

about alleged shenanigans pulled <strong>to</strong><br />

make sure an Ada proposal was selected<br />

for a new juvenile <strong>detention</strong> center,<br />

or – as it turns out – two of <strong>the</strong>m.<br />

OJA and <strong>the</strong> State Department of<br />

Central Services announced Nov. 23<br />

that <strong>the</strong> contract would be awarded<br />

<strong>to</strong> <strong>the</strong> Ada Youth Academy. Although<br />

a maximum-security facility as called<br />

for <strong>in</strong> <strong>the</strong> orig<strong>in</strong>al request for proposals<br />

was not part of <strong>the</strong> Ada bid, that city’s<br />

proposal now conta<strong>in</strong>s both a 144-bed<br />

facility for non-secure juvenile <strong>in</strong>mates<br />

<strong>to</strong> be built <strong>in</strong> Ada and a 56-bed facility<br />

for maximum-security <strong>in</strong>mates <strong>to</strong> be<br />

built <strong>in</strong> Tecumseh.<br />

The contract is supposed <strong>to</strong> be signed<br />

Monday, although <strong>the</strong>re have been rumors<br />

<strong>the</strong> sign<strong>in</strong>g could be delayed or<br />

even pulled off <strong>the</strong> board completely<br />

under pressure from <strong>the</strong> president pro<br />

tem of <strong>the</strong> Oklahoma Senate, Republican<br />

Brian B<strong>in</strong>gman of Sapulpa.<br />

Asked Thursday afternoon if this<br />

area’s state sena<strong>to</strong>r (<strong>Schulz</strong>) had been<br />

contacted, Cl<strong>in</strong><strong>to</strong>n City Manager Grayson<br />

Bot<strong>to</strong>m replied, “I talked with our<br />

morn<strong>in</strong>g <strong>in</strong> ano<strong>the</strong>r wreck<br />

on U.S. Highway 183 South<br />

near <strong>the</strong> Dom<strong>in</strong>o Fuel<br />

S<strong>to</strong>p, but <strong>the</strong> occupants<br />

were more fortunate than<br />

several o<strong>the</strong>rs <strong>in</strong> previous<br />

accidents over <strong>the</strong> years<br />

along that stretch of road.<br />

This time, Lt. Miguel<br />

Gonzales of <strong>the</strong> Cl<strong>in</strong><strong>to</strong>n<br />

Police Department reported<br />

that one driver<br />

received treatment at <strong>the</strong><br />

scene and was taken home<br />

by her husband. The o<strong>the</strong>r<br />

was transported by ambulance<br />

<strong>to</strong> Integris Cl<strong>in</strong><strong>to</strong>n<br />

Regional Hospital, but<br />

when Gonzales visited<br />

him later <strong>in</strong> <strong>the</strong> morn<strong>in</strong>g,<br />

he was talk<strong>in</strong>g and aware<br />

of th<strong>in</strong>gs and did not appear<br />

<strong>to</strong> have any serious<br />

not yet been checked by<br />

a doc<strong>to</strong>r.<br />

The drivers were Sherrie<br />

Goer<strong>in</strong>ger, 54, of Bessie,<br />

and Roger Hull, 56,<br />

of Cl<strong>in</strong><strong>to</strong>n. Gonzales s<strong>aid</strong><br />

Mrs. Goer<strong>in</strong>ger had what<br />

appeared <strong>to</strong> be m<strong>in</strong>or cuts<br />

Police were called at<br />

“He s<strong>aid</strong> he would try <strong>to</strong> call me. If<br />

it’s <strong>to</strong>o late <strong>to</strong>night, he’ll call me <strong>to</strong>morrow<br />

and give me a synopsis of what was<br />

discussed.”<br />

Asked about rumors <strong>the</strong> contract<br />

might not be signed Monday, Bot<strong>to</strong>m<br />

s<strong>aid</strong> he has not heard anyth<strong>in</strong>g official<br />

but he has heard three “s<strong>to</strong>ries”:<br />

(1) It’s go<strong>in</strong>g <strong>to</strong> take place as planned;<br />

(2) it has been cancelled; and (3) it’s<br />

on hold.<br />

He s<strong>aid</strong> he’s been <strong>to</strong>ld <strong>the</strong> State Senate<br />

Bot<strong>to</strong>m was asked if Cl<strong>in</strong><strong>to</strong>n would<br />

and a debrief<strong>in</strong>g for entities that<br />

submitted proposals which were not<br />

“We will have somebody <strong>the</strong>re,” he<br />

City gear<strong>in</strong>g up<br />

for fourth cent<br />

sales tax push<br />

By GERALD GREEN<br />

Plann<strong>in</strong>g is expected <strong>to</strong> beg<strong>in</strong> <strong>in</strong> earnest Dec. 14 <strong>to</strong>ward<br />

possible renewal of <strong>the</strong> fourth penny of city sales<br />

tax on April 1, 2011.<br />

No possible plans for use of <strong>the</strong> fourth penny if it is<br />

renewed have been discussed openly by <strong>the</strong> City Council;<br />

<strong>in</strong> fact, <strong>the</strong>re have been no open discussions by <strong>the</strong><br />

council about even renew<strong>in</strong>g it. However, by <strong>the</strong> time it<br />

expires, it will have been <strong>in</strong> existence for 11 years, so<br />

it’s considered highly likely that city leaders will want<br />

<strong>to</strong> renew it.<br />

In fact, City Manager Grayson Bot<strong>to</strong>m confirmed as<br />

much Thursday. Asked if <strong>the</strong> objective of a Dec. 14 meet<strong>in</strong>g<br />

is <strong>to</strong> beg<strong>in</strong> formulat<strong>in</strong>g a 10-year plan for <strong>the</strong> city<br />

and <strong>to</strong> decide how fourth-penny sales tax money could be<br />

used <strong>to</strong> implement it, he answered <strong>in</strong> <strong>the</strong> affirmative.<br />

“The idea this time is we would like <strong>to</strong> every year have<br />

a new 10-year plan so you always have a 10-year plan,”<br />

he s<strong>aid</strong>. “We’ve got <strong>to</strong> know what plans people want, so<br />

that’s why you do <strong>the</strong>se th<strong>in</strong>gs.”<br />

First approved for five years <strong>in</strong> 2000, <strong>the</strong> fourth penny<br />

of sales tax was reapproved by voters for six years <strong>in</strong><br />

2005.<br />

At <strong>the</strong> council’s Nov. 2 meet<strong>in</strong>g Mayor Allen Bryson<br />

announced <strong>the</strong> names of 16 citizens who had agreed <strong>to</strong><br />

serve on what was called <strong>the</strong>n a “community plann<strong>in</strong>g<br />

committee.”<br />

The committee held its first meet<strong>in</strong>g Nov. 10, and <strong>the</strong><br />

next one is scheduled Dec. 14. Follow<strong>in</strong>g <strong>the</strong> holidays, it<br />

will meet biweekly on Jan. 11, Jan. 25 and Feb. 8.<br />

Each of those dates is a Tuesday, with <strong>the</strong> sessions <strong>to</strong><br />

be held at <strong>the</strong> Frisco Center beg<strong>in</strong>n<strong>in</strong>g with a light meal<br />

at 5:30 p.m. followed by what <strong>the</strong> city calls “vision<strong>in</strong>g<br />

sessions” start<strong>in</strong>g at 6 and conclud<strong>in</strong>g by 8:30.<br />

A news release issued Wednesday by Bot<strong>to</strong>m s<strong>aid</strong> <strong>the</strong><br />

committee’s objective is <strong>to</strong> complete <strong>the</strong> “CITY REACH<br />

2020 Strategic Plan.” CITY REACH is an acronym for<br />

Cl<strong>in</strong><strong>to</strong>n <strong>in</strong> Ten Years Reach<strong>in</strong>g Economic and Cultural<br />

Harmony.”<br />

“The public is <strong>in</strong>vited and encouraged <strong>to</strong> attend,” s<strong>aid</strong><br />

<strong>the</strong> release.<br />

Members of <strong>the</strong> committee are Alan Aneshansley, Rex<br />

Arnold, David Berrong, City Manager Bot<strong>to</strong>m, Mayor<br />

Allen Bryson, Henry Caldwell, Gerrie Cordes, Matt Jett,<br />

Chris Jones, Wheeler Lowry, Julie Menge, Pat Peters,<br />

Gary Smith, Phyllis Smith, Jason Sternberger and Doris<br />

Wash<strong>in</strong>g<strong>to</strong>n.<br />

Presently, 50 percent of <strong>the</strong> fourth penny of sales tax<br />

is go<strong>in</strong>g <strong>in</strong><strong>to</strong> an Economic Development Fund <strong>in</strong>tended<br />

<strong>to</strong> help attract new bus<strong>in</strong>esses, with ano<strong>the</strong>r 5 percent<br />

be<strong>in</strong>g used <strong>to</strong> help ma<strong>in</strong>ta<strong>in</strong> and operate Acme Brick<br />

Park.<br />

City Treasurer Deborah Blanchard s<strong>aid</strong> <strong>the</strong> rema<strong>in</strong><strong>in</strong>g<br />

45 percent is be<strong>in</strong>g used <strong>to</strong> pay off bonds issued <strong>in</strong><br />

2006 <strong>to</strong> cover loans taken out <strong>to</strong> help <strong>the</strong> Cl<strong>in</strong><strong>to</strong>n public<br />

schools with replacement of roofs, <strong>to</strong> construct <strong>the</strong><br />

Eastside Academy, <strong>to</strong> complete Acme Brick Park, and<br />

<strong>to</strong> make two loan payments <strong>to</strong>tal<strong>in</strong>g $302,000 on <strong>the</strong><br />

Frisco Center.<br />

On <strong>the</strong> 2005 ballot approved by voters, 50 percent of<br />

<strong>the</strong> fourth penny was <strong>to</strong> go <strong>to</strong> economic development, 5<br />

percent <strong>to</strong> ma<strong>in</strong>tenance and operation of Acme Brick<br />

Park, 29 percent <strong>to</strong> construction of Acme Brick Park,<br />

12 percent <strong>to</strong> <strong>the</strong> public schools, and 4 percent for construction<br />

of Eastside Academy, up <strong>to</strong> a maximum of<br />

$300,000.<br />

The Frisco Center loans were not part of that ballot<br />

issue, but Mrs. Blanchard s<strong>aid</strong> Thursday <strong>the</strong> city is us<strong>in</strong>g<br />

not only money from <strong>the</strong> fourth penny of sales tax<br />

apparently escaped serious <strong>in</strong>jury. (CDN pho<strong>to</strong> by Robert S. Bryan)<br />

ARIES (March 21-April<br />

you will be able <strong>to</strong> overcome<br />

this mood is <strong>to</strong> be <strong>in</strong>dustrious.<br />

LEO (July 23-Aug. 22)<br />

— Chances are you won’t<br />

ON<br />

HIGHER<br />

GROUND<br />

By Jim Morrison<br />

It may be because I<br />

am gett<strong>in</strong>g older that I<br />

am more concerned about<br />

children and youth. Of<br />

course my grandkids are<br />

<strong>in</strong> that group so that may<br />

be ano<strong>the</strong>r explanation.<br />

A recent survey of<br />

<strong>the</strong> millennial generation<br />

(those rang<strong>in</strong>g <strong>in</strong><br />

age from 10-30) shows<br />

<strong>the</strong>m <strong>to</strong> be <strong>the</strong> least<br />

religiously observant<br />

generation s<strong>in</strong>ce survey<br />

research began chart<strong>in</strong>g<br />

religious behavior. One<strong>in</strong>-four<br />

is unaffiliated<br />

with any religion.<br />

A youth direc<strong>to</strong>r recently<br />

shared that he had<br />

found those com<strong>in</strong>g <strong>in</strong><strong>to</strong><br />

his sixth grade youth department<br />

<strong>to</strong> be woefully<br />

ignorant of basic biblical<br />

facts. Professors at<br />

Christian colleges have<br />

lamented <strong>the</strong> fact that<br />

many freshmen have<br />

limited understand<strong>in</strong>g<br />

of biblical truths.<br />

As our society becomes<br />

more pluralistic,<br />

it is frighten<strong>in</strong>g <strong>to</strong> th<strong>in</strong>k<br />

many of our young people<br />

will have a poor foundation<br />

from which <strong>to</strong> build<br />

a worldview that will<br />

stand <strong>the</strong> test of critical<br />

th<strong>in</strong>k<strong>in</strong>g.<br />

It is easy <strong>to</strong> blame<br />

<strong>the</strong> church, and <strong>the</strong>re<br />

may be some reason for<br />

that, but I believe we<br />

must first look <strong>in</strong> <strong>the</strong><br />

mirror and <strong>in</strong> <strong>the</strong> words<br />

of <strong>the</strong> comic strip character,<br />

“Pogo,” “We have<br />

met <strong>the</strong> enemy and <strong>the</strong>y<br />

are us.”<br />

God <strong>in</strong>stituted <strong>the</strong><br />

family unit as <strong>the</strong> agency<br />

<strong>to</strong> transmit truth <strong>to</strong><br />

<strong>the</strong> children of <strong>the</strong> next<br />

generation.<br />

Deuteronomy 5:29<br />

states, “Oh, that <strong>the</strong>ir<br />

hearts would be <strong>in</strong>cl<strong>in</strong>ed<br />

<strong>to</strong> fear me and keep all<br />

my commandments always,<br />

so that it might go<br />

well with <strong>the</strong>m and <strong>the</strong>ir<br />

children forever.”<br />

The first order of <strong>the</strong><br />

day for parents is that<br />

<strong>the</strong>y set <strong>the</strong> example.<br />

Do <strong>the</strong>y see Mom and<br />

Dad read<strong>in</strong>g <strong>the</strong> Bible<br />

on a consistent basis?<br />

Do <strong>the</strong>y see a lifestyle<br />

of comfort and convenience<br />

valued over one<br />

that mirrors sacrifice<br />

and compassionate service?<br />

Is <strong>the</strong> discussion over<br />

<strong>the</strong> d<strong>in</strong>ner table one of<br />

criticism and cynicism<br />

or a discussion about<br />

m<strong>in</strong>istry opportunities<br />

God led <strong>the</strong>m <strong>to</strong> that<br />

day?<br />

Deuteronomy 6:5-9<br />

gives a platform for religious<br />

<strong>in</strong>struction that<br />

we would do well <strong>to</strong> look<br />

<strong>to</strong> <strong>to</strong>day.<br />

Methods will change,<br />

but <strong>the</strong> basic pattern<br />

rema<strong>in</strong>s <strong>the</strong> same. Of<br />

primary importance is<br />

that <strong>the</strong> parents are <strong>to</strong><br />

“love <strong>the</strong> Lord your God<br />

with all your heart, soul,<br />

and strength.” When<br />

Lucky Star<br />

<strong>to</strong>y drive<br />

has begun<br />

Lucky Star Cas<strong>in</strong>o <strong>in</strong><br />

Cl<strong>in</strong><strong>to</strong>n has started a <strong>to</strong>y<br />

drive.<br />

Donated <strong>to</strong>ys will be<br />

presented <strong>to</strong> neighborhood<br />

charities for Christmas.<br />

The drive will cont<strong>in</strong>ue<br />

through Thursday,<br />

Dec. 23.<br />

Those br<strong>in</strong>g<strong>in</strong>g <strong>to</strong>ys<br />

are asked <strong>to</strong> leave <strong>the</strong>m<br />

unwrapped. It’s asked<br />

that <strong>the</strong> m<strong>in</strong>imum value<br />

of <strong>the</strong> <strong>to</strong>ys be $5.<br />

<strong>the</strong> children see this as<br />

a priority dur<strong>in</strong>g those<br />

formative years, it will<br />

plant seeds that will<br />

rema<strong>in</strong>.<br />

Then, parents are <strong>to</strong><br />

impress <strong>the</strong> teach<strong>in</strong>gs<br />

of God on <strong>the</strong> hearts<br />

of <strong>the</strong> children. They<br />

are <strong>to</strong> “talk about <strong>the</strong>m<br />

when <strong>the</strong>y sit at home,<br />

when <strong>the</strong>y walk (or<br />

drive) along <strong>the</strong> road,<br />

when <strong>the</strong>y lie down and<br />

when <strong>the</strong>y get up.” In<br />

o<strong>the</strong>r words, <strong>the</strong> aura of<br />

God’s presence <strong>in</strong> all of<br />

life’s activities should be<br />

recognized.<br />

John New<strong>to</strong>n’s fa<strong>the</strong>r<br />

left <strong>the</strong> family when he<br />

was a small child. But<br />

his mo<strong>the</strong>r was a devout<br />

Christian and spent<br />

many hours shar<strong>in</strong>g<br />

Bible verses, songs and<br />

teach<strong>in</strong>gs with young<br />

John, who could read<br />

when he was four years<br />

old.<br />

She died while he was<br />

child, and he soon set out<br />

on a life of s<strong>in</strong> and degradation.<br />

But later, when<br />

he feared for his life, <strong>the</strong><br />

teach<strong>in</strong>gs of his mo<strong>the</strong>r<br />

and verses of scripture<br />

that never left his heart<br />

set him on a path <strong>to</strong>ward<br />

conversion.<br />

Psalm 78:3,4 tells us,<br />

“What we have heard and<br />

known, what our fa<strong>the</strong>rs<br />

have <strong>to</strong>ld us. We will not<br />

hide <strong>the</strong>m from <strong>the</strong>ir children;<br />

we will tell <strong>the</strong> next<br />

generation <strong>the</strong> praiseworthy<br />

deeds of <strong>the</strong> Lord his<br />

power, and <strong>the</strong> wonders<br />

he has done.”<br />

“The guys have all come <strong>in</strong> fired up and we’ve had<br />

a couple of good weeks of practice,” he s<strong>aid</strong>. “I th<strong>in</strong>k<br />

we will be better than last year and we’re go<strong>in</strong>g <strong>to</strong><br />

try some new th<strong>in</strong>gs this year.”<br />

There’s a natural transition with <strong>the</strong> <strong>in</strong>flux of<br />

football players jo<strong>in</strong><strong>in</strong>g <strong>the</strong> kids from <strong>the</strong> offseason<br />

program. It takes time <strong>to</strong> gel and for <strong>the</strong> football guys<br />

<strong>to</strong> switch gears.<br />

“I know <strong>the</strong>y were disappo<strong>in</strong>ted with how <strong>the</strong> football<br />

season ended and we wish <strong>the</strong>y were still play<strong>in</strong>g<br />

<strong>to</strong>o,” K<strong>in</strong>g s<strong>aid</strong>. “We welcome <strong>the</strong> extra time we’ve<br />

been able <strong>to</strong> work <strong>in</strong> because we will need it.<br />

“We’ve got some guys who have worked pretty hard<br />

<strong>in</strong> <strong>the</strong> offseason and <strong>the</strong>y pretty much have <strong>the</strong>ir basketball<br />

legs underneath <strong>the</strong>m, but it’s go<strong>in</strong>g <strong>to</strong> take a<br />

little while for <strong>the</strong> football guys because it’s a different<br />

sport and a different k<strong>in</strong>d of condition<strong>in</strong>g.”<br />

Condition<strong>in</strong>g will be a big fac<strong>to</strong>r for <strong>the</strong> Red Tornadoes<br />

<strong>to</strong> consider <strong>in</strong> <strong>the</strong> <strong>in</strong>itial stages of <strong>the</strong> season<br />

due <strong>to</strong> <strong>the</strong> style of play K<strong>in</strong>g wants <strong>to</strong> implement.<br />

Fresh legs on <strong>the</strong> court will be important.<br />

“We’re go<strong>in</strong>g with a little more upbeat pace <strong>in</strong> order<br />

<strong>to</strong> get more baskets than last year,” K<strong>in</strong>g s<strong>aid</strong>. “We<br />

have <strong>the</strong> athletic ability <strong>to</strong> do it and I th<strong>in</strong>k it will<br />

pay off for us.<br />

“We’ve been go<strong>in</strong>g up and down <strong>the</strong> floor quite a<br />

bit <strong>in</strong> practice and I’m anxious <strong>to</strong> see how we do <strong>in</strong> a<br />

game situation.<br />

“We want <strong>to</strong> get it up <strong>the</strong> floor and I <strong>to</strong>ld <strong>the</strong>m I<br />

don’t care if we run an offense before <strong>the</strong> Christmas<br />

break. I want us <strong>to</strong> go out and run on people and <strong>the</strong>n<br />

we’ll work <strong>in</strong> some plays <strong>to</strong> go with our ability.”<br />

The Red Tornadoes, who were close <strong>to</strong> secur<strong>in</strong>g a<br />

playoff vic<strong>to</strong>ry last season, return quite a bit of experience<br />

this season. Chiefly among <strong>the</strong> members will<br />

be <strong>the</strong> senior class consist<strong>in</strong>g of Lane K<strong>in</strong>ney, Dev<strong>in</strong><br />

Bennett, Colby Moore and Logan Oliver.<br />

“We have a pretty decent group of seniors,” K<strong>in</strong>g<br />

s<strong>aid</strong>. “There aren’t a lot of <strong>the</strong>m, but <strong>the</strong>y have been<br />

around <strong>the</strong> system and <strong>the</strong>y know what <strong>to</strong> expect. It’ll<br />

be important for <strong>the</strong>m <strong>to</strong> show <strong>the</strong> younger players<br />

<strong>the</strong> way and I have a lot of confidence <strong>in</strong> <strong>the</strong>m <strong>to</strong> do<br />

that. They’re all go<strong>in</strong>g <strong>to</strong> have <strong>to</strong> play and carry some<br />

of <strong>the</strong> load for us.<br />

“Some will be giv<strong>in</strong>g us big m<strong>in</strong>utes as spot guys<br />

and we’re go<strong>in</strong>g <strong>to</strong> have <strong>to</strong> have <strong>the</strong>m step up and<br />

have some o<strong>the</strong>rs serve as role players for us this<br />

season.”<br />

Last year K<strong>in</strong>g was able <strong>to</strong> play quite a few different<br />

players <strong>in</strong> an effort <strong>to</strong> build depth and <strong>to</strong> prepare<br />

for <strong>the</strong> future.<br />

“We were able <strong>to</strong> play a lot of sophomores last year<br />

and that was good because <strong>the</strong>y were able <strong>to</strong> get some<br />

of those jitters out of <strong>the</strong> way,” he s<strong>aid</strong>. “Now that<br />

experience is go<strong>in</strong>g <strong>to</strong> pay off for <strong>the</strong>m. This year we<br />

are still go<strong>in</strong>g <strong>to</strong> play a lot of guys because of <strong>the</strong> style<br />

we want <strong>to</strong> play. We’re go<strong>in</strong>g <strong>to</strong> f<strong>in</strong>d those n<strong>in</strong>e or 10<br />

guys who will play hard.”<br />

Last season one of <strong>the</strong> biggest knocks on <strong>the</strong> Red<br />

Tornadoes was <strong>the</strong> <strong>in</strong>ability <strong>to</strong> str<strong>in</strong>g <strong>to</strong>ge<strong>the</strong>r four<br />

solid quarters of play. The CHS boys would produce<br />

ei<strong>the</strong>r a great start or a great f<strong>in</strong>ish, but it was <strong>to</strong>ugh<br />

<strong>to</strong> achieve both.<br />

“The key is if we can get maximum effort from all<br />

five guys for all four quarters,” K<strong>in</strong>g s<strong>aid</strong>. “That’s what<br />

we are work<strong>in</strong>g hard on right now. I th<strong>in</strong>k we have a<br />

number of guys who are will<strong>in</strong>g <strong>to</strong> do that. We have<br />

<strong>to</strong> be able <strong>to</strong> put four quarters <strong>to</strong>ge<strong>the</strong>r.”<br />

The basketball season is much like a crescendo,<br />

mean<strong>in</strong>g as it progresses <strong>the</strong> games get bigger and<br />

<strong>the</strong> expectations get higher.<br />

A week from <strong>to</strong>day <strong>the</strong> CHS teams travel <strong>to</strong> Elg<strong>in</strong><br />

for <strong>the</strong> season opener and K<strong>in</strong>g is ready <strong>to</strong> see his<br />
