preparing its robot for the robotics competition at the Southwestern

Schulz trying to aid
in detention morass
State Sen. Mike Schulz (R-Altus)
was to meet Thursday afternoon with
Gene Christian, executive director of
the Oklahoma Juvenile Authority, in
the senator’s office.
Presumably the meeting would be
about alleged shenanigans pulled to
make sure an Ada proposal was selected
for a new juvenile detention center,
or – as it turns out – two of them.
OJA and the State Department of
Central Services announced Nov. 23
that the contract would be awarded
to the Ada Youth Academy. Although
a maximum-security facility as called
for in the original request for proposals
was not part of the Ada bid, that city’s
proposal now contains both a 144-bed
facility for non-secure juvenile inmates
to be built in Ada and a 56-bed facility
for maximum-security inmates to be
built in Tecumseh.
The contract is supposed to be signed
Monday, although there have been rumors
the signing could be delayed or
even pulled off the board completely
under pressure from the president pro
tem of the Oklahoma Senate, Republican
Brian Bingman of Sapulpa.
Asked Thursday afternoon if this
area’s state senator (Schulz) had been
contacted, Clinton City Manager Grayson
Bottom replied, “I talked with our
state senator this morning. He has a
meeting at 3:45 this afternoon in his

were more fortunate than

accidents over the years
along that stretch of road.
This time, Lt. Miguel
Gonzales of the Clinton
Police Department reported
that one driver
received treatment at the
scene and was taken home
by her husband. The other
was transported by ambulance
to Integris Clinton
Regional Hospital, but
when Gonzales visited
him later in the morning,
he was talking and aware
of things and did not appear
to have any serious
injuries although he had
not yet been checked by
a doctor.
The drivers were Sherrie
Goeringer, 54, of Bessie,
and Roger Hull, 56,
of Clinton. Gonzales said
Mrs. Goeringer had what
appeared to be minor cuts
on her head, arm and leg
while Hull had head, arm
and possible internal injuries.
Police were called at
6:57 a.m.
Gonzales said Mrs. Goeringer
was northbound on
U.S. 183 in a 2002 Ford F-

office with Mr. Christian. I don’t know
who all’s going to be in that meeting,
but he said not to expect a call during
business hours.
“He said he would try to call me. If
it’s too late tonight, he’ll call me tomorrow
and give me a synopsis of what was
discussed.”
Asked about rumors the contract
might not be signed Monday, Bottom
said he has not heard anything official
but he has heard three “stories”:
(1) It’s going to take place as planned;
(2) it has been cancelled; and (3) it’s
on hold.
He said he’s been told the State Senate
has an oversight committee under
the leadership of the president pro tem
that can hold something akin to a preliminary
hearing in a criminal trial;
that is, it can evaluate the situation
and see if there’s enough evidence for it
to be passed on to another full Senate
committee.
Bottom was asked if Clinton would
be represented at Monday’s contract
signing, if indeed it does take place,
and a debriefing for entities that
submitted proposals which were not
selected.
“We will have somebody there,” he
said. “I don’t know that the mayor or
any of the City Council will be going.
I rather doubt they will, but we will be
represented.”

City gearing up
for fourth cent
sales tax push

Planning is expected to begin in earnest Dec. 14 toward
possible renewal of the fourth penny of city sales
tax on April 1, 2011.
No possible plans for use of the fourth penny if it is
renewed have been discussed openly by the City Council;
in fact, there have been no open discussions by the
council about even renewing it. However, by the time it
expires, it will have been in existence for 11 years, so
it’s considered highly likely that city leaders will want
to renew it.
In fact, City Manager Grayson Bottom confirmed as
much Thursday. Asked if the objective of a Dec. 14 meeting
is to begin formulating a 10-year plan for the city
and to decide how fourth-penny sales tax money could be
used to implement it, he answered in the affirmative.
“The idea this time is we would like to every year have
a new 10-year plan so you always have a 10-year plan,”
he said. “We’ve got to know what plans people want, so
that’s why you do these things.”
First approved for five years in 2000, the fourth penny
of sales tax was reapproved by voters for six years in
2005.
At the council’s Nov. 2 meeting Mayor Allen Bryson
announced the names of 16 citizens who had agreed to
serve on what was called then a “community planning
committee.”
The committee held its first meeting Nov. 10, and the
next one is scheduled Dec. 14. Following the holidays, it
will meet biweekly on Jan. 11, Jan. 25 and Feb. 8.
Each of those dates is a Tuesday, with the sessions to
be held at the Frisco Center beginning with a light meal
at 5:30 p.m. followed by what the city calls “visioning
sessions” starting at 6 and concluding by 8:30.
A news release issued Wednesday by Bottom said the
committee’s objective is to complete the “CITY REACH
2020 Strategic Plan.” CITY REACH is an acronym for
Clinton in Ten Years Reaching Economic and Cultural
Harmony.”
“The public is invited and encouraged to attend,” said
the release.
Members of the committee are Alan Aneshansley, Rex
Arnold, David Berrong, City Manager Bottom, Mayor
Allen Bryson, Henry Caldwell, Gerrie Cordes, Matt Jett,
Chris Jones, Wheeler Lowry, Julie Menge, Pat Peters,
Gary Smith, Phyllis Smith, Jason Sternberger and Doris
Washington.
Presently, 50 percent of the fourth penny of sales tax
is going into an Economic Development Fund intended
to help attract new businesses, with another 5 percent
being used to help maintain and operate Acme Brick
Park.
City Treasurer Deborah Blanchard said the remaining
45 percent is being used to pay off bonds issued in
2006 to cover loans taken out to help the Clinton public
schools with replacement of roofs, to construct the
Eastside Academy, to complete Acme Brick Park, and
to make two loan payments totaling $302,000 on the
Frisco Center.
On the 2005 ballot approved by voters, 50 percent of
the fourth penny was to go to economic development, 5
percent to maintenance and operation of Acme Brick
Park, 29 percent to construction of Acme Brick Park,
12 percent to the public schools, and 4 percent for construction
of Eastside Academy, up to a maximum of
$300,000.
The Frisco Center loans were not part of that ballot
issue, but Mrs. Blanchard said Thursday the city is using
not only money from the fourth penny of sales tax

School in 1983. She
continued her education
at Southwestern Oklahoma
State University
in Weatherford and also
Rose State College in
Midwest City.
She later met and
married Scott Dawson
and they were married
June 22, 1990, in Eureka
Springs, Ark.
They moved to Clinton
where he was on the
coaching staff and she
worked at the Clinton
Board of Education for
15 years. They moved to
Shawnee where she was
employed as secretary
for Shawnee High School
Principal Lee Hamilton.
Mrs. Dawson fought
a long battle against
cancer.
Burial will be in Clinton
Cemetery where she
will be laid to rest next
to her son, Ryan Jon
Dawson under direction
of Kiesau-Lee Funeral

ON
HIGHER
GROUND

It may be because I
am getting older that I
am more concerned about
children and youth. Of
course my grandkids are
in that group so that may
be another explanation.
A recent survey of
the millennial generation
(those ranging in
age from 10-30) shows
them to be the least
religiously observant
generation since survey
research began charting
religious behavior. Onein-four
is unaffiliated
with any religion.
A youth director recently
shared that he had
found those coming into
his sixth grade youth department
to be woefully
ignorant of basic biblical
facts. Professors at
Christian colleges have
lamented the fact that
many freshmen have
limited understanding
of biblical truths.
As our society becomes
more pluralistic,
it is frightening to think
many of our young people
will have a poor foundation
from which to build
a worldview that will
stand the test of critical
thinking.
It is easy to blame
the church, and there
may be some reason for
that, but I believe we
must first look in the
mirror and in the words
of the comic strip character,
“Pogo,” “We have
met the enemy and they
are us.”
God instituted the
family unit as the agency
to transmit truth to
the children of the next
generation.
Deuteronomy 5:29
states, “Oh, that their
hearts would be inclined
to fear me and keep all
my commandments always,
so that it might go
well with them and their
children forever.”
The first order of the
day for parents is that
they set the example.
Do they see Mom and
Dad reading the Bible
on a consistent basis?
Do they see a lifestyle
of comfort and convenience
valued over one
that mirrors sacrifice
and compassionate service?
Is the discussion over
the dinner table one of
criticism and cynicism
or a discussion about
ministry opportunities
God led them to that
day?
Deuteronomy 6:5-9
gives a platform for religious
instruction that
we would do well to look
to today.
Methods will change,
but the basic pattern
remains the same. Of
primary importance is
that the parents are to
“love the Lord your God
with all your heart, soul,
and strength.” When

God’s presence in all of
life’s activities should be
recognized.
John Newton’s father
left the family when he
was a small child. But
his mother was a devout
Christian and spent
many hours sharing
Bible verses, songs and
teachings with young
John, who could read
when he was four years
old.
She died while he was
child, and he soon set out
on a life of sin and degradation.
But later, when
he feared for his life, the
teachings of his mother
and verses of scripture
that never left his heart
set him on a path toward
conversion.
Psalm 78:3,4 tells us,
“What we have heard and
known, what our fathers
have told us. We will not
hide them from their children;
we will tell the next
generation the praiseworthy
deeds of the Lord his
power, and the wonders
he has done.”

Beutler inauguration next week
Area residents are invited to the inaugural ceremony
for Southwestern Oklahoma State University
President Randy Beutler Wednesday afternoon on the
Weatherford campus.
The ceremony will take place at 3 p.m. in the Fine
Arts Center on the SWOSU campus. A reception will
follow. Admission is free, the university said.
Later that evening, a dinner will be held on the
Weatherford campus to raise money for a SWOSU
Museum and Archive Center in downtown Weatherford.
Oklahoma Gov. Brad Henry will be guest speaker.
Brian Adler, chair of the inauguration committee, said
the dinner event is sold out, but a waiting list has been
established in case of last-minute cancellations.
A dinner in Sayre will be held at 6 p.m. Tuesday

Pancake Breakfast from 10 p.m. to 11:30 p.m. Tuesday,

President Randy Beutler and the administrative

as a kick-off to finals week.
It is also the eve of President Beutler’s inauguration

according to coach Jeff King.

“The guys have all come in fired up and we’ve had
a couple of good weeks of practice,” he said. “I think
we will be better than last year and we’re going to
try some new things this year.”
There’s a natural transition with the influx of
football players joining the kids from the offseason
program. It takes time to gel and for the football guys
to switch gears.
“I know they were disappointed with how the football
season ended and we wish they were still playing
too,” King said. “We welcome the extra time we’ve
been able to work in because we will need it.
“We’ve got some guys who have worked pretty hard
in the offseason and they pretty much have their basketball
legs underneath them, but it’s going to take a
little while for the football guys because it’s a different
sport and a different kind of conditioning.”
Conditioning will be a big factor for the Red Tornadoes
to consider in the initial stages of the season
due to the style of play King wants to implement.
Fresh legs on the court will be important.
“We’re going with a little more upbeat pace in order
to get more baskets than last year,” King said. “We
have the athletic ability to do it and I think it will
pay off for us.
“We’ve been going up and down the floor quite a
bit in practice and I’m anxious to see how we do in a
game situation.
“We want to get it up the floor and I told them I
don’t care if we run an offense before the Christmas
break. I want us to go out and run on people and then
we’ll work in some plays to go with our ability.”
The Red Tornadoes, who were close to securing a
playoff victory last season, return quite a bit of experience
this season. Chiefly among the members will
be the senior class consisting of Lane Kinney, Devin
Bennett, Colby Moore and Logan Oliver.
“We have a pretty decent group of seniors,” King
said. “There aren’t a lot of them, but they have been
around the system and they know what to expect. It’ll
be important for them to show the younger players
the way and I have a lot of confidence in them to do
that. They’re all going to have to play and carry some
of the load for us.
“Some will be giving us big minutes as spot guys
and we’re going to have to have them step up and
have some others serve as role players for us this
season.”
Last year King was able to play quite a few different
players in an effort to build depth and to prepare
for the future.
“We were able to play a lot of sophomores last year
and that was good because they were able to get some
of those jitters out of the way,” he said. “Now that
experience is going to pay off for them. This year we
are still going to play a lot of guys because of the style
we want to play. We’re going to find those nine or 10
guys who will play hard.”
Last season one of the biggest knocks on the Red
Tornadoes was the inability to string together four
solid quarters of play. The CHS boys would produce
either a great start or a great finish, but it was tough
to achieve both.
“The key is if we can get maximum effort from all
five guys for all four quarters,” King said. “That’s what
we are working hard on right now. I think we have a
number of guys who are willing to do that. We have
to be able to put four quarters together.”
The basketball season is much like a crescendo,
meaning as it progresses the games get bigger and
the expectations get higher.

“I expect big things from us this year,” he said. “He
have some potential, the biggest thing is I want us to
get better every night. As long as we are improving
and working hard I know we will get better down
the road.
“Our unofficial motto is ‘Are we better today than
we were yesterday?’ That’s what we will focus on.
“I’m ready for us to get on the floor and play against
some competition. You can only tell so much from what
you see in practice. I’m ready to see us go compete
and to see what we can do.
“We do play in a tough conference, but playing good
people will make you better as long as you don’t get
beat down as the season winds down. I feel good about
our team this year.”

The Board of County Commissioners met in regular session at the
Courthouse in Arapaho, Oklahoma. Upon roll call the following were
present: James E. Covey, Member; Steve Tompkins, Member; Darrell
Dupree, Chairman; Karen Fry, County Clerk; Ronald Wright, County
Extension Agent; Michael Galloway, Emergency Management Director;
Sheriff Bruce Peoples; Ryan Felder; Gerald Green; and Rick Webb.
The following officer’s reports were examined and approved by the Board: Board
of Prisoners Report; County Clerk Report; Election Board Report; Court Clerk
Report; Assessor Report; Health Department Report and Rural Convenience
Report.
The allocation of alcoholic beverage tax for October, 2010 was approved
for distribution by the Board of County Commissioners as certified by the
County Treasurer: CUSTER - $177.44; THOMAS - $558.95; WEATHERFORD
- $4451.33; CLINTON - $3988.08; BUTLER - $155.77; and ARAPAHO - $337.72.
The Board approved T Highway Cash Fund Appropriations for the month of
November, 2010 as follows: Personal Services - $153000.00; Travel - $1000.00;
Maintenance and Operation - $175295.30; Capital Outlay - $0.00; County
Bridge and Road Improvement Fund - $405106.98; and Lease - $21115.87.
Motion was made by Darrell Dupree and seconded by Steve Tompkins to approve
minutes for the County Commissioner meetings for the previous month. Vote:
James E. Covey, Aye; Steve Tompkins, Aye; and Darrell Dupree, Aye.
Motion was made by Darrell Dupree and seconded by Steve Tompkins to
recess this portion of the Commissioner meeting for a special meeting of the
Custer County Law Enforcement Center Trust. Vote: James E. Covey, Aye; Steve
Tompkins, Aye and Darrell Dupree, Aye. Minutes for that meeting are on file and
may be viewed in the Custer County Commissioners Office. Motion was made by
Darrell Dupree and seconded by Steve Tompkins to reconvene into the regular
Commissioners meeting. Vote: James E. Covey, Aye; Steve Tompkins, Aye; and
Darrell Dupree, Aye.
No action was taken on agenda item to declare a burn ban.
Motion was made by Steve Tompkins and seconded by James E. Covey to
table bids for repairs to the Courthouse until November 8, 2010. Vote: James E.
Covey, Aye; Steve Tompkins, Aye; and Darrell Dupree, Aye.
No action taken on agenda item regarding Personnel Policy and Procedure.
The Board of County Commissioners gave the County Clerk permission to
solicit bids for six month bids to be opened December 6, 2010 at 10:00 a.m..
The Board of County Commissioners gave the County Clerk permission to
solicit bids for concrete labor for bridge construction projects in District #3 to be
opened November 22, 2010 at 9:30 a.m.

November 4, 2010 Arapaho, Oklahoma
The Board of County Commissioners met in special session pursuant to
the November 1, 2010 meeting at the Courthouse in Arapaho, Oklahoma.
Upon roll call the following were present: James E. Covey, Member; Steve
Tompkins, Member; Darrell Dupree, Chairman; and Karen Fry, County Clerk.
No action was taken concerning bids for repairs to the Custer County
Courthouse.
There being no further business the Board Recessed.
November 8, 2010 Arapaho, Oklahoma
The Board of County Commissioners met pursuant to the November
4, 2010 meeting at the Courthouse in Arapaho, Oklahoma. Upon
roll call the following were present: James E. Covey, Member; Steve
Tompkins, Member; Darrell Dupree, Chairman; Karen Fry, County Clerk;
Sheriff Bruce Peoples; Mike Smith; Ryan Felder; Gerald Green; Tony
Littleton; Mart Tisdale; Denver Meacham; and Craig Woods, with OSU.
The Board approved and authorized issuance of miscellaneous and blanket
purchase orders.
Motion was made by Darrell Dupree and seconded by Steve Tompkins to
recess this portion of the Commissioner meeting for a special meeting of the
Custer County Law Enforcement Center Trust. Vote: James E. Covey, Aye; Steve
Tompkins, Aye; and Darrell Dupree, Aye. Minutes for that meeting are on file and

Motion was made by Darrell Dupree and seconded by Steve Tompkins to
approve request for purchase of additional materials for bridge project # CB-
3(10)1. Vote: James E. Covey, Aye; Steve Tompkins, Aye; and Darrell Dupree, Aye.
Motion was made by Steve Tompkins and seconded by James E. Covey to
accept the bid for repairs to the Courthouse from Sawatzky Construction originally
opened November 1, 2010 in the amount of $229800.00 as lowest and best bid.
Vote: James E. Covey, Aye; Steve Tompkins, Aye; and Darrell Dupree, Aye.
Motion was made by Steve Tompkins and seconded by Darrell Dupree to
approve the Programming Resolution for 2012 Federal Surface Transportation
Program (STP) for Custer County District #2 to grade, drain and surface Major
Collector 20-74C beginning at the intersection with County Road EW-101 and
Airport road, extending East on County Road EW-101 approximately 0.5 mile
and then North approximately 1.0 mile to the intersection with County Road EW-
100. Vote: James E. Covey, Aye; Steve Tompkins, Aye; and Darrell Dupree, Aye.
Motion was made by Steve Tompkins and seconded by Darrell Dupree to
approve an Interlocal Cooperation Act Agreement dated as of October 26, 2010,
by, among and between CED #7 Energy District Authority, a public trust, and
the Oklahoma counties comprising Circuit Engineering District #7 as follows:
Roger Mills County, Beckham County, Harmon County, Dewey County, Custer
County, Washita County, Kiowa County, Tillman County, Greer County, Blaine
County and Jackson County, by and through their respective Boards of County
Commissioners, pursuant to the Oklahoma Interlocal Cooperation Act, Title
74 Oklahoma Statutes, Section 1004 et seq., for the purpose of adopting and
enforcing uniform policies with regard to wind power projects of every nature and
description located or planned to be located within any of the Oklahoma Counties
which are parties to this Agreement. Vote: James E. Covey, Aye; Steve Tompkins,
Aye; and Darrell Dupree, Aye.
Motion was made by Darrell Dupree and seconded by Steve Tompkins to
enter into Executive Session at 10:00 a.m. for the purpose of confidential
communications with the Commissioners’ attorneys concerning Board of County
Commissioners vs Association of County Commissioners of Oklahoma Self
Insurance Group, Garfield County Case No. CIV-2010-45 (formerly Custer County
Case No. CV-2010-30) provided that Commissioners, upon the advice of their
attorneys, determine that disclosure will seriously impair their ability to process
their claim and conduct the pending litigation. Authority: 25 O.S §307(B)(4). Vote:
James E. Covey, Aye; Steve Tompkins, Aye; and Darrell Dupree, Aye.
Motion was made by Steve Tompkins and seconded by Darrell Dupree to
adjourn Executive Session at 10:50 a.m. Vote: James E. Covey, Aye; Steve
Tompkins, Aye; and Darrell Dupree, Aye.
Motion was made by James E. Covey and seconded by Steve Tompkins as
follows - Based upon the advise of counsel, I move to dismiss, without prejudice,
the case now pending in the District Court for Garfield County against ACCO-SIG,
it appearing that based upon the information available at this time, the possibility
of recovery is outweighed by the risk of an adverse judgment and the financial
expense of going forward. Vote: James E. Covey, Aye; Steve Tompkins, Aye; and
Darrell Dupree, Aye.

The Board approved meeting dates for the Custer County Law Enforcement Trust

Representatives from Great Plains Resource Conservation and Development
updated the Board on projects and services and presented their annual report.
Following discussion from representatives from Blackboard Connect
concerning a public alert system no decisions were made by the Board.

to approve Resolution concerning Bridge Inspection Responsibility by Local
Government for Compliance with National Bridge Inspection Standards for April

Motion was made by James E. Covey and seconded by Steve Tompkins to
approve Certificate of Election appointing Lyle K. Miller to serve as Trustee for the
Southwestern Oklahoma Development Authority (SWODA) for the term ending
on December 31, 2012. Vote: James E. Covey, Aye; Steve Tompkins, Aye; and
Darrell Dupree, Aye.
Motion was made by James E. Covey and seconded by Steve Tompkins to
approve Resolution for a one time stipend to be paid from T Highway Cash
Fund to employees from District #1 and District #2 to be paid concurrent with the

The Board gave the County Clerk permission to solicit bids for lease
purchase of a used pneumatic tire roller to be opened December 13, 2010

The Board of County Commissioners met pursuant to the November
15, 2010 meeting at the Courthouse in Arapaho, Oklahoma. Upon roll call

purchase orders.

recess this portion of the Commissioner meeting for a special meeting of the

The Board of County Commissioners gave permission to the County Clerk to
solicit bids for used trucks to be opened December 20, 2010 at 9:30 a.m.
At 10:00 a.m. the Board participated in a retirement
celebration for Commissioner Darrel Dupree of District #3.
Mr. Dupree’s retirement will be effective December 31, 2010.
