Sternberger is anticipat<strong>in</strong>g<br />
a potential revenue<br />
shortfall of 6 percent for<br />
fiscal 2012.<br />
The adm<strong>in</strong>istrator<br />
told <strong>the</strong> Board of<br />
Education dur<strong>in</strong>g <strong>the</strong>ir<br />
<strong>month</strong>ly meet<strong>in</strong>g Tuesday<br />
even<strong>in</strong>g he doesn’t<br />
want <strong>the</strong> public to th<strong>in</strong>k<br />
<strong>the</strong> district is receiv<strong>in</strong>g<br />
only a 3 percent cut.<br />
Total revenue losses<br />

<strong>Civil</strong> <strong>trial</strong> <strong>in</strong><br />
<strong>two</strong>-<strong>month</strong><br />
cont<strong>in</strong>uation<br />
After hear<strong>in</strong>g <strong>two</strong> days of testimony, jurors <strong>in</strong> a<br />
scheduled three-day civil <strong>trial</strong> at <strong>the</strong> Custer County<br />
Courthouse will have to wait more than <strong>two</strong> <strong>month</strong>s<br />
before return<strong>in</strong>g <strong>the</strong>ir verdict.<br />
Court m<strong>in</strong>utes placed <strong>in</strong> <strong>the</strong> case file say defendants<br />
James Covey and Tony Schimmel have settled and<br />
Liberty Mutual Insurance Co. will be substituted for<br />
<strong>the</strong>m as defendants. District Judge Doug Haught, who<br />
presided over <strong>the</strong> part of <strong>the</strong> <strong>trial</strong> that was held, ordered<br />
Liberty Mutual to be prepared for clos<strong>in</strong>g arguments<br />
May 13 at 9:30 a.m.<br />
Jurors also were directed to return at that time.<br />
The <strong>trial</strong> began March 1. One of <strong>the</strong> court m<strong>in</strong>utes<br />
<strong>in</strong>dicates <strong>the</strong> pla<strong>in</strong>tiffs rested at 4:20 p.m. March 2 and<br />
<strong>the</strong> defense at 5:25 p.m. that day. The first day of <strong>the</strong><br />
<strong>trial</strong> went until 7:05 p.m.<br />
Judge Haught announced March 3 that Covey and<br />
Schimmel had settled and Liberty Mutual would be<br />
substituted for <strong>the</strong>m. He adjourned court at 11:10 a.m.<br />
that day.<br />
Dranam and Tabatha Willoughby are pla<strong>in</strong>tiffs <strong>in</strong><br />
<strong>the</strong> case. Defendants were Tony Paul Schimmel, <strong>the</strong><br />
Ed Covey Trust do<strong>in</strong>g bus<strong>in</strong>ess as Covey Farms, and<br />
Kelli Litsch. However, Ms. Litsch was dismissed as a<br />
defendant <strong>the</strong> day before <strong>the</strong> <strong>trial</strong> started.<br />
The case stems from an accident Aug. 22, 2007, on<br />
State Highway 54 just north of Wea<strong>the</strong>rford <strong>in</strong> which<br />
Dranam Willoughby susta<strong>in</strong>ed <strong>in</strong>juries that allegedly<br />
left him disabled and disfigured for life. He was 33<br />
years old at <strong>the</strong> time and was flagg<strong>in</strong>g traffic as an<br />
employee of Hodges Truck<strong>in</strong>g.<br />
Tabatha Willoughby is his wife, and <strong>the</strong> orig<strong>in</strong>al suit<br />
claims she has and will be deprived of her husband’s<br />
“services, companionship and consortium.”<br />
The orig<strong>in</strong>al suit <strong>in</strong>dicated Dranam Willoughby was<br />
hit and <strong>in</strong>jured when Schimmel, driv<strong>in</strong>g a Covey Farms<br />
vehicle, turned left to avoid hitt<strong>in</strong>g Ms. Litsch’s auto<br />
which had stopped <strong>in</strong> front of him. In an <strong>in</strong>itial response<br />
to <strong>the</strong> suit, Litsch’s attorney contended <strong>the</strong> accident was<br />
unavoidable as far as his client was concerned and was<br />
caused by <strong>the</strong> negligence of a third party over whom<br />
she had no control.<br />

was born June 1, 1930, <strong>in</strong><br />
Sem<strong>in</strong>ole, <strong>the</strong> daughter of<br />
Milton C. and Belma Faye<br />
(Fitch) Wright.<br />
Reared <strong>in</strong> Pampa,<br />
Texas, she graduated from<br />
Pampa High School <strong>in</strong><br />
1948 and married O<strong>the</strong>l<br />
Leon Meason July 18,<br />
1948, <strong>in</strong> Lefors, Texas.<br />
They made <strong>the</strong>ir home<br />
<strong>in</strong> Pampa before mov<strong>in</strong>g<br />
to Dumas, Texas, <strong>in</strong> 1950.<br />
In 1979, <strong>the</strong>y moved to<br />
Custer County and made<br />
<strong>the</strong>ir home <strong>in</strong> Arapaho <strong>in</strong><br />
1981.<br />
She was a member<br />
of <strong>the</strong> Arapaho Baptist<br />
Church and American Legion<br />
Ladies Auxiliary.<br />
Preced<strong>in</strong>g her <strong>in</strong> death<br />
were her parents.<br />
Burial will follow <strong>in</strong> <strong>the</strong><br />
Arapaho Cemetery.<br />
Mrs. Meason is survived<br />
by her husband, Leon, and<br />
a son, Norman Lee Meason,<br />
both of <strong>the</strong> home.<br />

<strong>the</strong>y made <strong>the</strong>ir home <strong>in</strong><br />
May 2 for a pre-<strong>trial</strong><br />
conference.<br />

of election officials. The retired farmer had worked<br />
60 years <strong>in</strong> Custer County elections.<br />
•District Judge Charles Goodw<strong>in</strong> ordered Sheriff<br />
Larry Williams to give local m<strong>in</strong>isters access to county<br />
jail <strong>in</strong>mates any time <strong>the</strong>y wanted it between 8 a.m.<br />
and 5 p.m. seven days a week. M<strong>in</strong>ister Harvey Smith<br />

Give <strong>the</strong>m an <strong>in</strong>ch, <strong>the</strong>y will take a mile<br />
We grew up hear<strong>in</strong>g <strong>the</strong> old say<strong>in</strong>g, “Don’t cry over spilled milk,”<br />
but now it appears <strong>the</strong> Environmental Protection Agency is do<strong>in</strong>g just<br />
that.<br />
Congress gave <strong>the</strong> EPA <strong>the</strong> power to issue regulations to guard aga<strong>in</strong>st<br />
th<strong>in</strong>gs like major oil spills and toxic waste<br />
sites. But now <strong>the</strong>y are becom<strong>in</strong>g <strong>the</strong> poster<br />
child of ano<strong>the</strong>r old say<strong>in</strong>g, “If you give <strong>the</strong>m<br />
an <strong>in</strong>ch <strong>the</strong>y will take a mile.”<br />
A classic example of this flawed process is<br />
<strong>the</strong> EPA has decided to classify milk as oil<br />
because it conta<strong>in</strong>s a percentage of animal<br />
fat, which is a non-petroleum oil. By classify<strong>in</strong>g<br />
milk as oil, <strong>the</strong>y can force dairy farmers<br />
to comply with new regulations to prepare for<br />
and react to milk spill.<br />
Accord<strong>in</strong>g to an article published <strong>in</strong> <strong>the</strong><br />
Wash<strong>in</strong>gton Exam<strong>in</strong>er, <strong>the</strong> EPA says farmers<br />
must file emergency management plans<br />
to show how <strong>the</strong>y will cope with spilled milk, how farmers will tra<strong>in</strong><br />
first responders and also build conta<strong>in</strong>ment facilities if <strong>the</strong>re is a flood<br />
of spilled milk.<br />
And, s<strong>in</strong>ce noth<strong>in</strong>g happens without a price tag attached, those of us<br />
who dr<strong>in</strong>k milk can expect to pay more so <strong>the</strong> farmer can recoup <strong>the</strong><br />
cost of compliance.<br />
But it may create more jobs – at taxpayers’ expense – s<strong>in</strong>ce <strong>the</strong> EPA<br />
will have to hire people to <strong>in</strong>spect farms, <strong>in</strong>spect farmers’ reports and<br />
prosecute farmers who fail to dot every “i” or cross every “t.”<br />
One can only wonder if <strong>the</strong>y were com<strong>in</strong>g up with this new set of regu-<br />

lations while <strong>the</strong> beaches along <strong>the</strong> Gulf Cost were be<strong>in</strong>g contam<strong>in</strong>ated<br />
from <strong>the</strong> BP oil spill. Or how slow th<strong>in</strong>gs must have been at <strong>the</strong> EPA<br />
for this to become a priority.<br />
It would be <strong>in</strong>terest<strong>in</strong>g to have listened to <strong>the</strong> dialogue that ended<br />
<strong>in</strong> such a rul<strong>in</strong>g. Could it be <strong>the</strong> discussion<br />
was led by someone that was anti-farmer or<br />
anti-cow?<br />
We can’t fathom how <strong>the</strong>y connected <strong>the</strong><br />
dots that put spilt milk <strong>in</strong> <strong>the</strong> same category<br />
as <strong>the</strong> Exxon Valdez oil spill. Or maybe it<br />
was a concern that entire cities might have<br />
to be evacuated as a flood of milk come pour<strong>in</strong>g<br />
down <strong>the</strong> highway.<br />
And if spilt milk is bad at <strong>the</strong> big dairy<br />
farm, we can only ask how long before it applies<br />
to <strong>the</strong> guy with only one cow? At what<br />
po<strong>in</strong>t will <strong>the</strong> hazardous materials team<br />
show up at an <strong>in</strong>dividual’s home because<br />
little Johnny dumped his bowl of cereal and milk on <strong>the</strong> floor? Before<br />
you laugh and say that will never happen, remember that what started<br />
as a way to prevent and regulate oil spills and toxic waste sites has<br />
been expanded to <strong>in</strong>clude spilt milk. Bet you thought that would never<br />
happen ei<strong>the</strong>r.<br />
With logic like this com<strong>in</strong>g from <strong>the</strong> EPA, who knows what part of<br />
our lives <strong>the</strong>y will <strong>in</strong>vade next.<br />
Before it s<strong>in</strong>ks any lower, Congress should take <strong>the</strong> lawmak<strong>in</strong>g bus<strong>in</strong>ess<br />
away from <strong>the</strong> government bureaucracies and put it back <strong>in</strong> <strong>the</strong>ir<br />
hands, just like <strong>the</strong> Constitution says it is supposed to be.<br />
Government PR is more about damage control than news<br />
Increas<strong>in</strong>gly, <strong>the</strong> job of our friendly bureaucrats <strong>in</strong> both Oklahoma City<br />
and Wash<strong>in</strong>gton, D.C. <strong>in</strong>volves publicity. And I mean that seems to be a<br />
ma<strong>in</strong> job, not just a sidelight. In fact, I’m of <strong>the</strong> impression it’s how <strong>the</strong>y’re<br />
gett<strong>in</strong>g bus<strong>in</strong>ess done <strong>in</strong> many cases.<br />
One of our bureaucratic types, <strong>in</strong> fact, has taken to email<strong>in</strong>g <strong>the</strong> l<strong>in</strong>k to her<br />
TV/radio address to us harried scribes out here <strong>in</strong> <strong>the</strong> h<strong>in</strong>terlands, as if we were<br />
go<strong>in</strong>g to sit and take down notes from her video feed. I hate to tell her this, but<br />
our newsroom is not <strong>in</strong> <strong>the</strong> bus<strong>in</strong>ess of sitt<strong>in</strong>g around listen<strong>in</strong>g<br />
to such th<strong>in</strong>gs, o<strong>the</strong>r than from local sources.<br />
What all do <strong>the</strong> bureaucrats hope to achieve with <strong>the</strong>ir<br />
almost hourly ventures <strong>in</strong>to cyberspace? Well, <strong>the</strong>re’s damage<br />
control. One state academic <strong>in</strong>stitution put out a press<br />
release about a large research grant it had received, obviously<br />
<strong>in</strong> hopes of sidetrack<strong>in</strong>g any questions about how <strong>the</strong><br />
money was spent. Budget hawks just love to criticize such th<strong>in</strong>gs.<br />
Justification seems to be <strong>the</strong> biggest game everyone plays <strong>in</strong> this publicity<br />
festival. I get <strong>the</strong> impression <strong>in</strong>security runs rampant at all political levels.<br />
We’re not <strong>in</strong> <strong>the</strong> bus<strong>in</strong>ess here of validat<strong>in</strong>g political causes — particularly<br />
extreme ones — ei<strong>the</strong>r.<br />
But all of that is almost beside <strong>the</strong> po<strong>in</strong>t. A remarkable number of agencies<br />
<strong>the</strong>se days have turned constituents’ home computer/smart devices of<br />
choice <strong>in</strong>to <strong>the</strong>ir virtual office. And to that end, agencies work to get out<br />
<strong>the</strong> word about where and how to f<strong>in</strong>d that nebulous l<strong>in</strong>k <strong>in</strong> cyberspace to<br />
perform all k<strong>in</strong>ds of bureaucratic activities.<br />
Legislation is really beg<strong>in</strong>n<strong>in</strong>g to move<br />
now with lawmakers focused on pass<strong>in</strong>g<br />
legislation that has already been vetted by<br />
<strong>the</strong> numerous committees and appropriations<br />
subcommittees.<br />
Governor Mary Fall<strong>in</strong>’s proposal to<br />
modernize <strong>the</strong> state’s vendor payment<br />
system is mov<strong>in</strong>g through <strong>the</strong> legislative<br />

<strong>in</strong>dicated <strong>the</strong> state may<br />

Electronic payments cost <strong>the</strong> state<br />
approximately 5 cents per transfer. Currently,<br />

conveyances. When House Bill 1086 is<br />
approved, it will require nearly all vendor<br />
payments to be made by electronic payment<br />
with an estimated sav<strong>in</strong>gs of $3.6<br />

governor’s proposal for a shared state<br />
payroll system, which is also estimated<br />
to save at least $2 million each year, <strong>the</strong><br />

House Bill 1211 is <strong>in</strong>spired<br />
by a young man who died at <strong>the</strong> age<br />
of 16 from an alcohol and drug overdose <strong>in</strong><br />
an alleged social host situation.<br />
The legislation would make a first<br />
violation of Oklahoma’s social host laws<br />
result <strong>in</strong> a misdemeanor and a f<strong>in</strong>e of up<br />
to $500.<br />
A second violation would result <strong>in</strong> a<br />
f<strong>in</strong>e of up to $1,000. Fur<strong>the</strong>r violations<br />
could result <strong>in</strong> a f<strong>in</strong>e of up to $2,500<br />
or <strong>in</strong>carceration for up to five years.<br />
F<strong>in</strong>ally, if bodily <strong>in</strong>jury or death occurred,<br />
<strong>the</strong> social host could face a<br />
f<strong>in</strong>e of between $2,500 and $5,000<br />
and five years <strong>in</strong>carceration. This bill<br />
also passed unanimously.<br />
So many agencies are <strong>in</strong>volved <strong>in</strong> different facets of <strong>the</strong> same function until it<br />
becomes a challenge just to sort it all out. Take <strong>the</strong> burn ban, for <strong>in</strong>stance. There<br />
are local officials <strong>in</strong>volved, and state officials l<strong>in</strong>ked to <strong>in</strong>surance, emergency<br />
preparedness, wea<strong>the</strong>r and fire fight<strong>in</strong>g, all with <strong>the</strong>ir little sp<strong>in</strong>s to hand out.<br />
That’s not to say much of it’s not good <strong>in</strong>formation, but it’s too bad one can’t take<br />
<strong>the</strong> time to digest it all down <strong>in</strong>to a cohesive piece of news ra<strong>the</strong>r than many<br />
different slices of <strong>the</strong> same pie. Add <strong>in</strong> federal and various national entities with<br />
<strong>the</strong>ir say, and it becomes even more convoluted. Unfortunately,<br />
<strong>the</strong> burn ban is just one small news priority for us.<br />

he could pick up on a national columnist we used to publish on<br />
a regular basis. I’ve s<strong>in</strong>ce started putt<strong>in</strong>g <strong>the</strong> column back <strong>in</strong>.<br />
It’s good to know what people are <strong>in</strong>terested <strong>in</strong>.<br />
Sometimes, it seems like <strong>the</strong> news generators <strong>in</strong> <strong>the</strong> seats of<br />
power are <strong>in</strong> a race to see just who can get out <strong>the</strong>ir view first. It’s a wonder us<br />
news purveyors don’t have large salt shakers parked prom<strong>in</strong>ently on our desks,<br />
so we could take all of this heated hyperbole with <strong>the</strong> proverbial gra<strong>in</strong> of salt<br />
it often deserves.<br />
For years, we <strong>in</strong>nocently put <strong>in</strong> what was spoon fed to us by what were known<br />
<strong>in</strong> those days as <strong>the</strong> “news wires.” It was digested down by someone who<br />
had one small piece of news to cover. Now, we do our own coverage with as<br />
local a slant as possible. It’s often surpris<strong>in</strong>g to me how much of what we<br />
receive relates directly to us out here. We f<strong>in</strong>d local angles <strong>in</strong> just about<br />
every worthwhile story somewhere, somehow.<br />
Pension issue is big concern<br />
The Oklahoma Senate this week<br />
approved legislation designed to<br />
ensure more Oklahoma high school<br />
students earn <strong>the</strong>ir diplomas.<br />
I don’t believe we can count on improved<br />
results from Oklahoma students<br />
if we don’t raise expectations. Senate Bill<br />
2 would establish a<br />
target of 20 percent<br />
improvement<br />
<strong>in</strong> graduation rates<br />
over a <strong>two</strong>-year<br />
period. Schools<br />
fall<strong>in</strong>g short of <strong>the</strong><br />
target would be required to work with<br />
<strong>the</strong> Department of Education on a plan<br />
to improve graduation rates.<br />
Like a number of education proposals<br />
advanced this session, this measure<br />
draws from legislation that has worked<br />
with great success <strong>in</strong> o<strong>the</strong>r states.<br />
Keep<strong>in</strong>g more students on track<br />
to graduate is a critical component<br />
for economic success. It also gives<br />
more of our students <strong>the</strong> best possible<br />
chance at a successful life.<br />
Whenever we consider education reform,<br />
we cannot forget that our focus must<br />
be on help<strong>in</strong>g children build better lives.<br />
We’ve begun work on a plan to elimi-<br />

all of <strong>the</strong> benefits <strong>the</strong>y were promised<br />
when <strong>the</strong>y entered <strong>the</strong> system.<br />
We’ll be consider<strong>in</strong>g legislation that<br />
would protect that<br />
commitment while<br />
f<strong>in</strong>d<strong>in</strong>g methods<br />
for gradually reduc<strong>in</strong>g<br />
our liability,<br />
protect<strong>in</strong>g <strong>the</strong><br />
state’s bond rat<strong>in</strong>g<br />
and avoid<strong>in</strong>g <strong>the</strong> threat of major tax hikes<br />
<strong>in</strong> <strong>the</strong> future.<br />
This issue may be more important<br />
than any o<strong>the</strong>r to <strong>the</strong> state’s longterm<br />
fiscal security.<br />
The current unfunded liability<br />
represents more than $4,200 for every<br />
Oklahoman.<br />
Accord<strong>in</strong>g to a recent study released<br />
by <strong>the</strong> Pew Center for <strong>the</strong> States, Oklahoma<br />
ranks among <strong>the</strong> five worst states<br />
nationally <strong>in</strong> <strong>the</strong> actuarial soundness of<br />
our pension system.<br />
The system needs reform, and we <strong>in</strong>tend<br />
to approach <strong>the</strong> issue with a focus<br />
on fairness for every state worker.

about EPA decisions<br />
In response to <strong>the</strong> start of federal actions that<br />
could drastically <strong>in</strong>crease utility bills, <strong>the</strong> Oklahoma<br />
Corporation Commission (OCC) will provide<br />
a forum for o<strong>the</strong>r state agencies, electric utilities,<br />
consumer groups and all stakeholders to meet on<br />
<strong>the</strong> Environmental Protection Agency’s (EPA)<br />
newly-released, costly plan to reduce regional<br />
haze <strong>in</strong> scenic areas.<br />
The meet<strong>in</strong>g will be held at 10 a.m. March 23<br />
at <strong>the</strong> OCC and is designed to <strong>in</strong>clude discussion<br />
about <strong>the</strong> numerous, expensive actions federal<br />
agencies are plann<strong>in</strong>g to try to impose on Oklahomans.<br />
“We issued a warn<strong>in</strong>g about <strong>the</strong> possibility of<br />
this EPA plan <strong>month</strong>s ago,” Commission Chair<br />
Dana Murphy said. “I am very disappo<strong>in</strong>ted <strong>the</strong><br />
EPA failed to work with Oklahoma and disregarded<br />
<strong>the</strong> devastat<strong>in</strong>g impact <strong>the</strong> EPA’s plan<br />
would have on Oklahoma electricity customers.<br />
Now that EPA has released its proposed mandate,<br />
we need to move quickly to protect Oklahomans’<br />
pocketbooks.”<br />
Murphy warned that nationwide, utility commissions<br />
are fac<strong>in</strong>g a grim battle to hold <strong>the</strong> l<strong>in</strong>e<br />
aga<strong>in</strong>st substantial rate <strong>in</strong>creases <strong>in</strong> <strong>the</strong> face of<br />
unreasonable federal mandates.<br />
OCC’s Public Utility Division Staff currently<br />
estimates that <strong>the</strong> EPA regional haze plan will<br />
<strong>in</strong>crease utility bills a m<strong>in</strong>imum of 15 percent and<br />
o<strong>the</strong>r government mandates <strong>in</strong> <strong>the</strong> pipel<strong>in</strong>e could<br />
cause bills to <strong>in</strong>crease 40 percent or more.<br />
Vice Chairman Jeff Cloud said <strong>the</strong> EPA proposal<br />
is a “call to action.”<br />
“Oklahoma had a plan <strong>in</strong> place that would have<br />
met <strong>the</strong> federal mandates without sudden price<br />
shock,” Cloud said. “As <strong>the</strong> entity charged with<br />
ensur<strong>in</strong>g affordable and reliable utility service<br />
to Oklahoma, <strong>the</strong> Commission will work with all<br />
<strong>the</strong> stakeholders and o<strong>the</strong>rs <strong>in</strong> government aga<strong>in</strong>st<br />
such misguided federal requirements.”<br />
Commissioner Bob Anthony noted no one is immune<br />
from such mandates.<br />
“To protect utility ratepayers from wasteful<br />
multi-million dollar expenditures and unnecessary<br />
costs, <strong>the</strong> Corporation Commission should help<br />
Oklahoma follow <strong>the</strong> federal process that allows<br />
us to make public comment oppos<strong>in</strong>g <strong>the</strong> recently<br />
proposed EPA electric generation mandates,” Anthony<br />
said. “Our constitutional agency can and will<br />
provide an accurate and credible analysis that <strong>the</strong><br />
EPA should use <strong>in</strong> reconsider<strong>in</strong>g its <strong>in</strong>appropriate<br />
way of deal<strong>in</strong>g with laws about regional haze.”<br />

Grad rates bill proposed<br />
The state Senate Monday approved legislation anticipated to ensure more Oklahoma<br />
high school students earn <strong>the</strong>ir diplomas.<br />
“If we’re serious about grow<strong>in</strong>g our economy, we have to f<strong>in</strong>d a way to keep more of our<br />
students <strong>in</strong> school and on track for graduation,” said Sen. John Ford, R-Bartlesville.<br />
“I don’t believe we can expect improved results without rais<strong>in</strong>g expectations. This<br />
is a vital part of our effort to streng<strong>the</strong>n our schools and give our students a better<br />
chance for success.”<br />
Senate Bill 2, authored by Ford, would create a formula for schools to set new<br />
graduation targets. The measure establishes a target of 20 percent improvement <strong>in</strong><br />
graduation rates over a <strong>two</strong>-year period.<br />
Schools meet<strong>in</strong>g <strong>the</strong> target would be recognized as “notable” schools, while schools<br />
fall<strong>in</strong>g short of <strong>the</strong> target would be required to work with <strong>the</strong> Department of Education<br />
on a plan to improve graduation rates.<br />
Accord<strong>in</strong>g to <strong>the</strong> Alliance for Excellent Education, nearly 14,400 Oklahoma high<br />
school students failed to graduate <strong>in</strong> 2010.<br />
The same organization estimates <strong>the</strong> lost lifetime earn<strong>in</strong>gs <strong>in</strong> Oklahoma for that<br />
group to be more than $3.7 billion.

SW students help elementary<br />
Southwestern Oklahoma State University Department<br />
of Education students recently traveled to Oklahoma City<br />
to participate <strong>in</strong> a Student Oklahoma Educator’s Association<br />
annual service project by help<strong>in</strong>g an Oklahoma City<br />
elementary school.<br />
“Outreach to Teach” is <strong>in</strong> its seventh year <strong>in</strong> <strong>the</strong> state of<br />
Oklahoma. Each year an underprivileged school is adopted<br />
by an organization and college students from around<br />
<strong>the</strong> state jo<strong>in</strong> forces to renovate <strong>the</strong> chosen school.<br />
This year SOEA visited John Adams Elementary<br />
school <strong>in</strong> Oklahoma City. Projects completed <strong>in</strong>cluded<br />
playground beautification and murals throughout <strong>the</strong><br />
school’s hallways, bathrooms and classrooms.<br />
Deven Brandt, a junior at SWOSU major<strong>in</strong>g <strong>in</strong> elementary<br />
education, said how mean<strong>in</strong>gful it was to see that<br />
<strong>the</strong> kids were so excited to have <strong>the</strong>ir school pa<strong>in</strong>ted.<br />
“It was a wonderful feel<strong>in</strong>g to see and hear that we<br />
were mak<strong>in</strong>g a difference <strong>in</strong> <strong>the</strong>ir lives,” Brandt said.<br />
Hea<strong>the</strong>r-Jo Kelly, a senior elementary education<br />
student, said <strong>the</strong> experience at Outreach to Teach has<br />
enriched her education.<br />
“It was a wonderful opportunity to work hands-on <strong>in</strong><br />
a school and see <strong>the</strong> joy on students’ faces,” Kelly said.<br />
On <strong>the</strong> follow<strong>in</strong>g day, students also attended a professional<br />
development conference. Dur<strong>in</strong>g one session of <strong>the</strong><br />
conference, letters were read which had been written by<br />
<strong>the</strong> sixth grade students at Adams Elementary.<br />
“The wonderful, heartfelt letters of gratitude those students<br />
wrote were an excellent rem<strong>in</strong>der of why I want to<br />
become a teacher <strong>in</strong> <strong>the</strong> first place,” said Toni Humphrey,<br />
a SWOSU graduate student of education. “Opportunities<br />
like this rem<strong>in</strong>d us of how lucky we are to get to work with<br />
<strong>the</strong> brilliant and <strong>in</strong>spir<strong>in</strong>g leaders of tomorrow.”<br />

Fourteen strokes was all that kept <strong>the</strong> Cl<strong>in</strong>ton High School boys’ golf team<br />
from captur<strong>in</strong>g a tournament title its first time out.<br />
Wednesday <strong>the</strong> Red Tornadoes shot 337 at <strong>in</strong> <strong>the</strong> Putnam City Tournament at<br />
<strong>the</strong> south course of <strong>the</strong> Lake Hefner Golf Club <strong>in</strong> Oklahoma City. Cl<strong>in</strong>ton f<strong>in</strong>ished<br />
fifth as a team, but Choctaw won <strong>the</strong> event with a 323. Mustang, Piedmont and<br />
Putnam City followed.<br />
“We probably should have won because we had a couple of guys not play as well<br />
as <strong>the</strong>y are capable of play<strong>in</strong>g,” said coach Mike Lee. “It was <strong>the</strong> first tournament<br />
and we struggled a little bit, especially with <strong>the</strong> short game.<br />
“It was cold and w<strong>in</strong>dy and was really not a fun day to play golf or watch golf.<br />
The w<strong>in</strong>d was blow<strong>in</strong>g out of <strong>the</strong> north at about 25 miles per hour, but we were<br />
able to get one <strong>in</strong>.”<br />
Garrett Brown<strong>in</strong>g was <strong>the</strong> low man for <strong>the</strong> Red Tornadoes with a 77 good<br />
enough for fourth place <strong>in</strong> <strong>the</strong> <strong>in</strong>dividual stand<strong>in</strong>gs.<br />
“Garrett played well and I th<strong>in</strong>k he could have done even better,” Lee said.<br />
Garrison Mendoza was next with an 84.<br />

traveled to Altus to start<br />
<strong>the</strong> spr<strong>in</strong>g season by<br />
compet<strong>in</strong>g <strong>in</strong> <strong>the</strong> Altus<br />
Bi-State Tournament.<br />
The Lady Reds placed<br />
sixth as a team and <strong>the</strong><br />
Red Tornadoes f<strong>in</strong>ished<br />
fifth.<br />
“It was not bad,” said<br />
coach Phil Veazey of <strong>the</strong><br />
<strong>in</strong>itial out<strong>in</strong>g. “We have<br />
so many new faces with<br />
<strong>the</strong> girls side with four<br />
out of <strong>the</strong> six new. We<br />
have a little experience<br />
back with <strong>the</strong> boys, but<br />
not a lot.<br />
“It was good for us<br />
to get a tournament <strong>in</strong><br />
before spr<strong>in</strong>g break and<br />
I was really pleased with<br />
<strong>the</strong> way we competed.<br />
They are work<strong>in</strong>g hard<br />
and giv<strong>in</strong>g good effort<br />
and that’s a good th<strong>in</strong>g<br />
because this is such a<br />
quick season.”<br />
Carley Ro<strong>the</strong>r competed<br />
at No. 1 s<strong>in</strong>gles<br />
and f<strong>in</strong>ished seventh.<br />
“It was a tough bracket<br />
and this was her first time<br />
play<strong>in</strong>g varsity,” Veazey<br />
said. “I like <strong>the</strong> way she<br />
fought and she just needs<br />
more experience.”<br />

of several hugs as she helped guide <strong>the</strong> Irv<strong>in</strong>g<br />
MacArthur High School girls’ basketball team to<br />
<strong>the</strong> Class 5A State Championship last weekend <strong>in</strong><br />
Texas.<br />
Nance, <strong>the</strong> daughter of Kenneth and Wanda Nance<br />
of Cl<strong>in</strong>ton and a 1979 CHS graduate, is <strong>the</strong> assistant<br />
coach for <strong>the</strong> MacArthur Lady Card<strong>in</strong>als and<br />
<strong>the</strong>y defeated Georgetown, 74-51, to lay claim to <strong>the</strong><br />
championship trophy.<br />
“I’m so proud of her,” said her mo<strong>the</strong>r, Wanda. “She<br />
was <strong>the</strong> first girl to graduate with a scholarship to go<br />
play basketball (at Western Oklahoma State College<br />
<strong>in</strong> Altus) and I’m just really happy for her.<br />
“She said she wants to go to Aust<strong>in</strong> every year and<br />
she lives, eats and brea<strong>the</strong>s it. What I also tell people<br />
is while she loves sports,<br />
she’s also very active <strong>in</strong><br />
church and plays bells <strong>in</strong><br />
<strong>the</strong> choir.”<br />
Kim Nance has been<br />
coach<strong>in</strong>g at MacArthur<br />
for 15 years accord<strong>in</strong>g to<br />
<strong>the</strong> team’s Web site. Prior<br />
to coach<strong>in</strong>g at MacArthur<br />
she taught and coached<br />
basketball, volleyball<br />
and track at Tuloso-Midway<br />
for six years and was<br />
<strong>the</strong> head coach of basketball,<br />
volleyball and golf<br />
at Refugio for six years.<br />
Dur<strong>in</strong>g that time her basketball<br />
teams compiled a<br />
record of 123-24.<br />
In addition to assist<strong>in</strong>g<br />
<strong>the</strong> MacArthur basketball<br />
program Nance<br />
is <strong>the</strong> head coach for <strong>the</strong><br />
girls’ track team.<br />
The Lady Card<strong>in</strong>als<br />
capped <strong>the</strong> year with a<br />
record of 37-2 and could<br />
well be one of <strong>the</strong> favorites<br />
next year. Accord<strong>in</strong>g<br />
to <strong>the</strong> Dallas Morn<strong>in</strong>g<br />

way we could see what we<br />
need to work on over <strong>the</strong><br />

his people <strong>in</strong> a bid to stay<br />
<strong>in</strong> power and <strong>the</strong> Obama<br />
adm<strong>in</strong>istration di<strong>the</strong>rs<br />
about a response, <strong>the</strong> question<br />
arises: Haven’t we seen<br />
this movie before?<br />
We have — several<br />
times, and <strong>the</strong> plots have<br />
not been pretty.<br />
In 1956, when Hungarians<br />
rebelled aga<strong>in</strong>st <strong>the</strong>ir<br />
Communist rulers, Radio<br />
Free Europe cheered <strong>the</strong>m<br />
on and led <strong>the</strong>m to th<strong>in</strong>k<br />
America would come to<br />
<strong>the</strong>ir aid. Of course, we<br />
didn’t and Soviet troops<br />
crushed <strong>the</strong> revolt.<br />
In 1991, after U.S.-led<br />
forces ousted Saddam<br />
Husse<strong>in</strong> from Kuwait and<br />
all but destroyed his army,<br />
President George H.W.<br />
Bush urged Iraqis to oust<br />
Saddam from power, <strong>the</strong>n<br />
stood idle as his Republican<br />
Guards killed tens of thousands<br />
of Shiite and Kurdish<br />
rebels.<br />
In <strong>the</strong> early 1990s, too,<br />

down from power and<br />
leave.”<br />
But, as to action that<br />
would force that result,<br />
<strong>the</strong> adm<strong>in</strong>istration seems<br />
decidedly <strong>in</strong>decisive, with<br />
Secretary of State Hillary<br />
Rodham Cl<strong>in</strong>ton referr<strong>in</strong>g<br />
to <strong>the</strong> possibility of a “nofly<br />
zone” to prevent Libyan<br />
planes from bombard<strong>in</strong>g<br />
rebels, and Defense Secretary<br />
Robert Gates all but<br />
flatly rul<strong>in</strong>g it out.<br />
The adm<strong>in</strong>istration is<br />
provid<strong>in</strong>g humanitarian<br />
aid and is consult<strong>in</strong>g with<br />
allies but apparently will<br />
not take decisive action<br />
without U.N. approval.<br />
Obama also may be<br />
conflicted because popular<br />
rebellions are under way<br />
<strong>in</strong> countries friendly to<br />
<strong>the</strong> United States — notably<br />

<strong>in</strong> U.S. government funds<br />
dollars Alexander said that<br />
private foundations and<br />
donors should raise tens of<br />
billions to go ma<strong>in</strong>ly to nongovernment<br />
<strong>in</strong>stitutions.<br />
The similarity to <strong>the</strong><br />
orig<strong>in</strong>al Marshall Plan,<br />
accord<strong>in</strong>g to Alexander, is<br />

of beat<strong>in</strong>g back rebels.<br />

tanks, loyalist troops and<br />
mercenaries imported<br />
from sub-Saharan Africa.<br />
To counter <strong>the</strong>m militarily,<br />
<strong>the</strong> United States would<br />
have to engage <strong>in</strong> ground<br />
combat, which is not an option<br />
for a military already<br />
fight<strong>in</strong>g <strong>two</strong> wars.<br />
Better ideas have been<br />
pressed on Obama by Republicans<br />
such as Sens.<br />
John McCa<strong>in</strong> (Ariz.) and<br />
Mitch McConnell (Ky.),<br />
<strong>in</strong>clud<strong>in</strong>g weapons, ammunition,<br />
<strong>in</strong>telligence and<br />
tra<strong>in</strong><strong>in</strong>g for anti-Gadhafi<br />
rebels.<br />
With <strong>the</strong> right k<strong>in</strong>d of<br />
arms — such as shoulderfired<br />
missiles and anti-tank<br />
weapons — <strong>the</strong> rebels might<br />
be able to defeat Gadhafi’s<br />
forces.<br />

Hadley has recommended<br />

to be seen as responsible,<br />

But <strong>the</strong> fact is he has already<br />
taken <strong>the</strong> fateful step<br />

If he does not take steps<br />

United States will come out<br />
look<strong>in</strong>g like a paper tiger,<br />

Ada’s supposed lock on a new detention facility for <strong>the</strong> Office of Juvenile Affairs<br />
was officially undone and thrown <strong>in</strong> <strong>the</strong> trash Friday.<br />
By a 3-1 count, <strong>the</strong> OJA Board of Directors voted <strong>in</strong> regular session to withdraw<br />
<strong>the</strong> current Request for Proposals for a new juvenile facil-<br />
ity. An Ada group had been picked as <strong>the</strong> w<strong>in</strong>n<strong>in</strong>g bidder<br />
dur<strong>in</strong>g a controversial and lengthy selection process.<br />
“The RFP will not move forward,” said Cl<strong>in</strong>ton Mayor<br />
Allen Bryson after speak<strong>in</strong>g with Norman attorney Brent<br />
Clark, who represented <strong>the</strong> city at Friday’s meet<strong>in</strong>g. “It<br />
has been trashed. It’s DOA at this po<strong>in</strong>t.”<br />
“That’s a major development,” Clark told <strong>the</strong> Cl<strong>in</strong>ton<br />
<strong>Daily</strong> <strong>News</strong>. “My view on this is it’s a net positive for <strong>the</strong> City of Cl<strong>in</strong>ton if Cl<strong>in</strong>ton<br />
wishes to pursue a partnership with OJA <strong>in</strong> <strong>the</strong> future for development of a detention<br />
center. Cl<strong>in</strong>ton’s only chance to compete was if <strong>the</strong> old RFP was withdrawn,<br />

Cl<strong>in</strong>ton grew by 200 people <strong>in</strong> <strong>the</strong> first decade of <strong>the</strong><br />
21st Century, figures from <strong>the</strong> 2010 census show.<br />
The city’s population officially tops <strong>the</strong> 9,000 mark<br />
now, stand<strong>in</strong>g at 9,033. That’s a ga<strong>in</strong> of 2.3 percent<br />
from <strong>the</strong> 2000 census.<br />
With <strong>the</strong> right to <strong>in</strong>clude Southwestern Oklahoma<br />
State University students who registered here ra<strong>the</strong>r<br />
than <strong>in</strong> <strong>the</strong>ir home towns, Wea<strong>the</strong>rford showed a ga<strong>in</strong><br />
of 9.9 percent. Its official population is now 10,833.<br />
Brian Adler, public relations director for SWOSU,<br />
said <strong>the</strong> university’s fall enrollment at <strong>the</strong> time <strong>the</strong><br />
census was conducted was 4,845 students. He had no<br />
idea how many of <strong>the</strong>m did <strong>the</strong>ir census registration<br />
<strong>in</strong> Wea<strong>the</strong>rford, but he said census workers did make<br />
a larger effort to contact students than <strong>in</strong> <strong>the</strong> past,<br />
especially those liv<strong>in</strong>g <strong>in</strong> <strong>the</strong> residence halls.<br />

Whoop<strong>in</strong>g cough<br />
vacc<strong>in</strong>e to be pushed<br />
A new immunization requirement will be <strong>in</strong> effect<br />
this fall to help fight <strong>the</strong> spread of whoop<strong>in</strong>g cough <strong>in</strong><br />
Oklahoma schools and communities.<br />
All students enter<strong>in</strong>g seventh grade will be required<br />
to have one dose of Tdap (tetanus, diph<strong>the</strong>ria, and acelluar<br />
pertussis vacc<strong>in</strong>e) before <strong>the</strong> start of <strong>the</strong> 2011-2012<br />
school year.<br />
The Oklahoma State Department of Health (OSDH)<br />
believes <strong>the</strong> new requirement will help Oklahoma avoid<br />
outbreaks of <strong>the</strong> disease that o<strong>the</strong>r parts of <strong>the</strong> country<br />
are experienc<strong>in</strong>g. Thousands of cases of whoop<strong>in</strong>g cough<br />
have been noted <strong>in</strong> California and Texas.<br />
“While Oklahoma has been fortunate thus far <strong>in</strong> avoid<strong>in</strong>g<br />
an outbreak of whoop<strong>in</strong>g cough, we did see an <strong>in</strong>crease<br />
<strong>in</strong> <strong>the</strong> number of cases reported <strong>in</strong> <strong>the</strong> state last year,”<br />
said State Health Commissioner Dr. Terry Cl<strong>in</strong>e. “One<br />
hundred seventy cases were reported <strong>in</strong> 2010 compared<br />
to 100 cases <strong>in</strong> 2009. We are hopeful that this new vacc<strong>in</strong>e<br />
requirement will help assure our students, families<br />
and communities are protected aga<strong>in</strong>st this dangerous<br />
disease.”<br />
“Pertussis is a potentially deadly <strong>in</strong>fection that can<br />
strike persons of any age, but is particularly dangerous<br />
for babies,” said Don Blose, chief, OSDH Immunization<br />
Service. “Most persons <strong>in</strong>fected with pertussis experience<br />
severe cough<strong>in</strong>g fits that may last over a period of<br />
<strong>month</strong>s.”<br />
The sound of pertussis is like no o<strong>the</strong>r, often marked by<br />
a “whoop” made when gasp<strong>in</strong>g for breath. Vomit<strong>in</strong>g after<br />
cough<strong>in</strong>g fits may also be an <strong>in</strong>dicator of pertussis.<br />
Tdap vacc<strong>in</strong>e is a comb<strong>in</strong>ation vacc<strong>in</strong>e that provides<br />
a booster dose of pertussis (whoop<strong>in</strong>g cough) along with<br />
<strong>the</strong> tetanus and diph<strong>the</strong>ria booster (Td). Tdap vacc<strong>in</strong>e<br />
is rout<strong>in</strong>ely recommended for all children at 11-12 years<br />
of age.<br />
OSDH officials urge parents of sixth graders to seek<br />
vacc<strong>in</strong>ation for <strong>the</strong>ir children now, ra<strong>the</strong>r than wait<strong>in</strong>g<br />
for <strong>the</strong> July and August back-to-school rush. Children of<br />
this age should also receive men<strong>in</strong>gitis and HPV (human<br />
papillomavirus) vacc<strong>in</strong>es, although <strong>the</strong>se vacc<strong>in</strong>es are not<br />
currently required for school entry.<br />
There is no grace period allowed for students to comply<br />
with this requirement with <strong>the</strong> exception of military children<br />
transferr<strong>in</strong>g from ano<strong>the</strong>r state. Military children<br />
may be allowed up to 30 days from <strong>the</strong> date of enrollment<br />
to obta<strong>in</strong> state required immunizations. All o<strong>the</strong>r students<br />
must receive <strong>the</strong> vacc<strong>in</strong>e and present an immunization<br />
record before enter<strong>in</strong>g <strong>the</strong> seventh grade.<br />
Tdap vacc<strong>in</strong>e is available from doctors, cl<strong>in</strong>ics, and<br />
county health departments statewide.<br />
