Nasser's experiment in achieving 'pan-Arab union" by uniting Egypt with Syria to form the United Arab Republic in 1956 collapsed when Syria seceded in 1961. Under his leadership, Egypt suffered a disastrous setback in the 1967 war with Israel. 16. Eisenhower,- Dwight David (1890-1969) — Commander of the Allied troops in Europe for the last two years of World War II and commander of NATO in 1950. He became US president 1953-61, the first Republican to hold office for 20 years. During his presidency the McCarthy witchhunt reached its high point. One of Eisenhower's first acts as president was to refuse to commute the sentence on Julius and Ethel Rosenberg, who were executed June 18, 1953 after being framed on espionage charges. In 1957, Eisenhower dispatched federal troops to Little Rock, Arkansas to enforce an antisegregation court order. His terms as president saw some of highest peacetime military budgets ever proposed. When he retired at the age of 70, he warned of the potential for "misplaced power" entailed in the "military-industrial complex." 17. Kenyatta, Jomo (1891-1978) — A Kenyan bourgeois nationalist. He was imprisoned by the British in 1953 and accused of leading the Mau Mau rebellion, which he denied. Released in 1961, he became the first president of Kenya from 19(Ato 1978. He was one of the most influential of the African nationalist leaders, but proved as incapable as the others of finding any lasting solution to the problems faced by the African masses. 18. Haile Selassie, Ethiopian emperor (1892-1975) — Under the name of Ras Tafari, he reigned from 1930 to 1974. He was driven out by the Italian invasion in 1936 and restored to the throne by British imperialism in 1941. He was overthrown in a military coup in 1974. 19. Mengistu Haile Murium, Lt. Col. (1937- ) — Led the military coup against Haile Selassie in 1974. He became head of state in 1977. With the backing of the Soviet Union, he embarked on an economic program known as Ethiopia First, which included nationalization. As relations with the Soviet Union began to weaken following the Soviet pullout from Afghanistan and Angola, Mengistu attempted to improve relations with the US. In March 1990, Mengistu's pretension to "Ethiopian socialism" came to an end and
he began the process of privatization, espousing free market principles. On May 21,1991, with his army facing defeat by secessionists in Eritrea and insurrectionists in Tigre province, Mengistu fled the country, eventually being granted political asylum in Zimbabwe. 2 0. Gorbachev, Mikhail Sergeyevich (1931- ) — General secretary of the Stalinist Communist Party of the USSR from March 1985 following the death of Konstantin Chernenko. He presided over the turn by the Stalinist bureaucracy to the policies of capitalist restoration. A member of the Central Committee from 1971 and of the Politburo from 1980, Gorbachev in 1990 and 1991 supported the imperialist assault on Iraq, which had been a longstanding ally of the Soviet Union. Gorbachev resigned as the leader of the Communist Party August 24, 1991 following an unsuccessful coup attempt against his government. He resigned as Soviet president December 2 5,1991, after the dissolution of the Soviet Union and the announcement of the formation of the Commonwealth of Independent States, a collection of bourgeois states. 67
