One of several equally important SEEM success sto- ries, the child care program in North Reading is 10 years old and growing. "We always took children ages 15 months to school age but we have expanded to accommo- date area employers including Lotus," says Lyons. "We now take children age three months and up. And from a weekly pop- ulation of about 65 children, we now accommodate 85 children of parents who live or work in the area, about 14 or 15 of whom are the children of Lotus employees. At about the same time, NYNEX Corporation awarded SEEM a grant of about $10,000 to support a new all-day kinder- garten which began about a year and a half ago, and serves local children and those of NYNEX employees. The all-day kindergarten attracted eight children and their families last year; this year, 18. "It is very nice, frankly, in this building, to hear the gurgles and sounds of little infants," says Lyons, fresh from deep dis- cussions and chance encounters with several of his "Little" pals throughout the building. "Anyone who takes a leisurely walk through this "building will have a crash course in developmental psy- chology and humaA develop- ment. "We send people to the best schools available and they can find a confirmation here of all they're taught - they will hear little three-month-old infants and they will see babies crawl- ing over to the mirror on the floor to see themselves. "T^ey will see children from thre': months through kinder- garten - of all varieties and all levels of development - in this building. "They will also see many, many parents come and go every day," he continues. "I've often thought if all schools could operate the way the day care does - namely, that the father or mo' ner comes to school every day, which allows for those brief mpments of conversation among staff - a considerable number of issues that we mutually address would be resolved rather rou- tinely." SEEM's day care program runs from 7 a.m. until 6 p.m., and the infant program has already doubled. "We started with a group of seven children, the maximum we can take," says Lyons. "By October, we had to expand to a second room to accommodate the requests. "It's nice for the older chil- dren to see the younger chil- dren," he continues. "In terms of special needs children, they have all of their peers in the building so there is a wide vari- ety of integrated activity throughout the day, structured and semi-structured. "We, indeed, are increasingly a reflection of the population, which is very healthy." Collaboration, in concert with a mutual match of needs, is very healthy also, according to Lyons. "The topic of collaboration seems to be in again, whether on a state, national, regional or school level," he says. "And with all of the educational reform movement discussion on the effectiveness of education, a common prescription - among other? that is offered - is collab- oration. "SEEM is the oldest collabo- rative in Massachusetts and it's been a very cost-efficient way to provide programs. Collaboration requires an enormous degree of commitment on the part of the participants, shared values and understandings, and a lot of patience and staying power." Having done a Lyons' share of facilitating that collaboration throughout the years, he says, "I've always thought it was a WHO!** Mon-Fri 9:30-6 Sat 10-2 marvelous invention of the par- ticipating school systems, the school committees and the superintendents to go in this direction - which in 1968 was fairly uncharted." Reflecting the feelings of SEEM's many participants and . the superintendents who make up its board of directors, Lynnfield Director of Special Education and Reading Denise Christian says, "The SEEM Collaborative is a strong educa- tional organization, dedicated to providing for the needs of handi- capped students. The Town of Lynnfield congratulates the entire staff of the Collaborative under the capable direction of Mr. Robert Lyons on this anniversary for being a respon- sive agency that has assisted us in establishing quality place- ments for our children. "The newest SEEM program, the Learning and Cognitive Development Center, is a remarkable example of a public - private partnership. Lynnfield is grateful to have been a part of this endeavor. "SEEM is to be congratulated for providing excellent in-ser- vice workshops for all teachers within its member communities. Workshops have been of benefit not only to special education teachers, but to regular educa- tion teachers and administrators as well. "In summary, Lynnfield thanks SEEM for all it does for our children - and their par- ents." "Somewhere in the difficult discussions of the financial restraints we are all under," adds Lyons, "we probably forget what it was really like 25 years ago when there was nothing available. "We have, indeed, come a very long way - and 25 years from now, there will be other impressive advances that we can only fantasize about." About the Towns FromS-3 rant article which would put into place a provision to hold a recall election to oust local elected officials - there is currently no provision in the town's bylaws for a recall election, and an attempt several years ago to pass such a bylaw failed. The committee will submit a progress report to Town Meeting in May.
