I I- p' I : :■ Wintery wonderland by Arlcnc Surprcnant A developer seeking to build a home on Longvicw Road in Wilmington was advised by members of the Conservation Commission last week to either downsize the house or redesign the septic system for the original four bedroom plan. Commissioners learned from Health Director Greg Erickson that it might be advisable for Nick Romano of Romano Construction Company to reduce his plan to a three bedroom house and restrict any additions to the home in the future. Erickson fell this would mean a shortened septic system and no impact to nearby wetlands, said Environmental Specialist Ann Gagnon. She added Erickson was concerned the drainage plan wouldn't work with a lour bedroom home. The developer, according to engineer Mike Cunco, plans to put a trench along the properly line for drainage as well as other mitigation so neighbors won't suffer from an increase in runoff or flooding problems. Gagnon favored the suggestion to eliminate a bedroom saying it would be "a better project" and less costly since there would be no need to replicate wetlands. "I just want to get it over with," said Romano, who has already faced delay by going through the board of appeals to re-position the proposed home. Commissioners pointed out he will probably face more delay because, no matter what he decides, he will have to redesign his plan. Though some commissioners preferred the house not be built on the lot at all, they said they had no grounds to deny the project. Commission denies Tighe request by Arlcnc Surprcnant Members of the Wilmington Conservation Commission denied a local developer's request for a certificate of compliance Wednes- day because all work on his two lots was not complete. Jay Tighe told commissioners he needed the certificate for the lots in his Wedgcwood Avenue Extension subdivision off Moore Street. He explained the homes on the lots were under purchase and sales agreements and ready to be sold. The Commission's Environmental Specialist Ann Gagnon recom- mended the board not grant the certificate. She said final grading was not done and erosion controls on site have not been properly maintained. Commissioners Bill MacKinnon, who lives in the area, added he had seen gaps in the erosion control fence and fill which was pushed up to ihc lop of the fence. Bill Gately told Tighe, "I get frustrated every time you come in here. Nothing is ever straight forward." He added, if Tighe had an "exemplary record" with the commission, he might be tempted to issue the certificate. Tighe argued that he couldn't do any grading work until the warmer weather arrives. Members voted against issuing the certificate until ihc work was done. Aquifer protection by Arlenc Surprcnant The Water and Sewer Commission will meet jointly with the Wilmington Planning Board toward the end of February lo update the town's Aquifer Protection Bylaw. Paul Niman, superintendent of the Water and Sewer Department, told commissioners Thursday the bylaw had to be updated to conform to current Department of Environ- mental Protection (DEP) regula- tions. The regs changed six months after voters at the April 1990 town meeting approved the bylaw. Amendments will be made in the area of pcrmiltcd and prohibited uses and not in the controversial section called "Site Plan Review," said Niman. PETERSON Director Water bill leads to new meter by Arlcne Surprcnant An abatement request from a homeowner on Linda Road in Wilmington led to some uncomfortable moments for members of the Water and Sewer Commission lasl week. In the end, however, commissioners were able to partially satisfy the applicant, Mrs. Mucci. Mrs. Mucci paid a visit to the board Thursday 10 protest her $144.51 water bill for last June through September. She said the amount was much higher than usual, especially considering she was away the month of August and her water was shul off during lhal period of time. "I don't use that much water. I'm all by myself. I don't understand it at all," she said. Water Department Supl. Paul Niman explained he found nothing wrong with the mcier and no leaks had been discovered.
