Breaking New Grounds in Tobacco Control - Voluntary Health ...

The declaration was done on the basis of
the findings of the Survey conducted by the
Statistics and Evaluation Department of the
District that reflected that 91.1% of the
public places in the district displayed the
signage banning Smoking in Public Places and
a strong enforcement mechanism has been
institutionalized by the district administration
to monitor and sustain compliance.
The declaration of “Smoke Free Budgam”
District was done on 26th January, 2012, by
Shri Ghulab Hassan Mir, Honourable Minister
for Agriculture, J&K. Other important
dignitaries present during the event were
the District Development Commissioner,
Budgam, Senior Super-intendant of Police,
Chief Education Officer and the Chief Medical
Officer. The programme was attended
by number of government officials, law
enforcers and the media.

Himachal Pradesh Voluntary Health
Association (HPVHA) is implementing a
Smoke Free Himachal Pradesh project in
collaboration with the Department of
Health and Family Welfare and District
Administration with the Technical and
Financial Support of The Union South
East Asia under Bloomberg Initiative
to reduce tobacco use. The project
was launched in May, 2011 and has
completed its 9 months period. During
this period, the project has achieved
some milestones and has faced challenges
from the tobacco industries.

500 officials including HODs have
been sensitized and trained on
implementation of COTPA.

8 district headquarters have qualified
for Smoke Free Status as per the
compliance survey conducted in
January, 2012 by Department of Health,
with the compliance of more than 92%
under section 4 of COTPA, 2003.
50 Gram Panchayats have been
identified for Smoke Free status.
5000 copies of IEC material were
developed and disseminated.
Signage and notice boards have been
developed for district administration
and police department has printed
signboards, receipts and challan books
in every district.

In the last quarter, the BVHA team
conducted a media sensitization
workshop at Scada Business Centre to
sensitize media persons on COTPA. In
this programme, most of the important
print and electronic media participated.
The State Health Society, Bihar
coordinated a launch programme to
issue chalaans to enforce COTPA in
Bihar. The Principal Secretary, Health
launched the chalaan in Patna and BVHA
extended support to the programme.
The team visited and met the Principal
Secretary, Health, GOB, the Executive
Director (SHSB) cum Secretary, Health,
GOB, the State Nodal Officer- Tobacco
Control Dr. N. K. Mishra, and the State
Consultant Tobacco Control Mr. Masood.
Letters have been sent to the Principal
Secretary, Health, GOB and the Health
Secretary-cum-Executive Director (SHSB)
for speedy notification of the monitoring/
steering committee members under the
National Tobacco Control Programme.
A meeting was held with the senior
reporter of Rashtriya Sahara, Hindustan,
Times of India and Dainik Jagaran to
discuss media advocacy strategies.
