Toowoomba&SouthWestFamily Intervention Programs TheaimofFamilyInterventionServicesistosupportclientsoftheDepartmentofCommunities(Child SafetyServices)ChildSafetyServiceCentreswhereongoinginterventionwithafamilyisrequiredby Child Safety Services. The principal aims of the support service program are to preserve families whereachildremainslivingathomeundertheongoinginterventionandmonitoringbyChildSafety Services, and assist in the reunification of the child with their family from an outof home care placementwhereitisdeterminedtobeinthebestinterestsofthechild. The geographic catchment area of the South West Intervention Program extends to Augathella, Morven(thoughrecentlythishasbeenextendedtoMitchell,inlinewiththeCharlevilleChildSafety ServiceCentre),Quilpie,CunnamullaandThargomindah.ConditionsofThargomindaharethatclients traveltoCunnamullaforservice.Servicesarenormallydeliveredtotheparent/sintheirhome,but parent/scanattendadesignatedofficeifcircumstancesdonotpermithomevisits. South West Intervention Program aims to increase the protective factors for the family and child, improve attachment between the child and parent, and result in the family exiting the child protection system with improved skills and parenting ability; the child feeling and experiencing greater security and stability, including a reduction in safety concerns; South West Intervention Program also aim to prevent families from reentering the child protection system by building strongerattachmentbetweenthechildandparentandstrengtheningthecaringandparentingskills ofthecaregiversandtheirparticipationincommunitylife. KeyDevelopments Since the current South West Family Intervention Program Worker started in Charleville in early October2010,therehasbeenacaseloadoftwoclients,bothbeingrereferrals.Discussionswiththe regionalmanagerofChildSafetyServiceshaverevealedthatcaseloadsatthistimehavedecreased, dueinsomecasestofamiliesmovingoutofthecatchmentarea.Effortstobroadentheguidelines have been made by the South West Family Intervention Program Worker including a basic assessmentofthecatchmentarea'scurrentsupportservicedelivery,andmechanismsinplacefor familieswhoarestrugglingtocope.Optionsarecurrentlybeingexploredtoaccessclientsatinitial entryintothechildprotectionsystemwhereworkcanbedoneonaproactivebasis,togetherwith familieswhohavebeenreferredbyChildSafetyServices.Theseoptionswillbediscussedwiththe seniorpractitionerforCluster1,andassistantmanagerfortheruralarea,whentheysettleintotheir positions.Duetotheabsenceofalinemanagersinceearly2011andthe<strong>Lifeline</strong>restructure,there has been no guidance to ensure that relevant referral and reporting procedures are in place for optionstobeinitiated.AtthecurrenttimetheSouthWestFamilyInterventionWorkercontinues herworkwiththeclientsandalsoregularlyvisitsserviceprovidersinthecatchmentarea. Trends The caseload has been small since the current South West Family Intervention Program Worker startedthispositioninCharlevilleinOctober2010.However,abroaderperspectiveindicatesthat thesizeofacaseloadinthisareaiscyclic:thepreviousworkerwasbusywithafullcaseload,while some previous workers had minimal caseloads. Although the amount of travel involved for client contactinruralareasisanimportantfactorwhenconsideringcaseloadsize,opportunitiesremain forruralworkerstobeinvolvedinrelatedactivitieswhencaseloadsaresmall. 41
