DerekasourC.E.O,hisloyalstaffandthededicatedbandofvolunteersbegantheyearundermost<br />

difficultandtryingtimesastheyrespondedtotheneedsofthecommunityduringthedevastating<br />

floodsthatsweptacrossamajorproportionoftheareaservicedby<strong>Lifeline</strong><strong>Darling</strong><strong>Downs</strong>andSouth<br />

WestQueensland.<br />

Itwasgratifyingtoseetheresponsefromthecommunityastheneedsofthoseaffectedbecame<br />

apparent. The donations received is reflective of the regard in which Derek and <strong>Lifeline</strong> <strong>Darling</strong><br />

<strong>Downs</strong>andSouthWestQueenslandisheld.<br />

<br />

The response from the volunteers was overwhelming as they helped with the work load and the<br />

distributionofthegoodsandmoney.<br />

<br />

We followed last year's win in the Toowoomba Excellence awards with a win in the small export<br />

category.Congratulationstoallwhoworkinthearea.<br />

<br />

Duringtheyearmuchworkhasbeendonetobringmanagementandstructureintothetwentyfirst<br />

century.Anewstrategicplanhasbeendevelopedtocovertheperiod1July2011–30June2015.<br />

This includes Business Service Restructure, Corporate Services Restructure and the time table to<br />

implementboth.<br />

<br />

AnewConstitutionhasbeenadaptedandthiswillreflectamoremodernapproachtolanguageand<br />

understandingtomeettheneedsofgoodgovernance.<br />

<br />

During August a historic milestone was reached when titles held in trust by the Uniting Church<br />

Property Trust Q were handed to our company. We will now be able to move forward in<br />

redeveloping our office space to meet the growing needs of our ever expanding staffing<br />

requirements.<br />

<br />

Iwishtoacknowledgestaffmemberswhohaveworkedtirelesslythroughtheimplementationofthis<br />

aswellasBoardmembers, PhillipSorensenandIanRosenberger, fortheirexpertise.<br />

Since writing this report we have been successful in purchasing the National Bank building at 33<br />

RussellStreet.<br />

Thiswillallowustoproceedwithredevelopmentofourofficeandcounsellingspaceallbeitina<br />

slightlydifferentarea.Thiswillconsolidateourspaceandproperty.<br />

The past 12 months once again saw our organisation involved in a massive Community Recovery<br />

ResponsefollowingtheSouthWestQueenslandFloodsthatoccurredinWarwickandDalbyin2010<br />

andfurtherwidespreaddevastatingfloodinginToowoomba,Murphy’sCreekandGranthamonthe<br />

10 th January 2011. This flooding has been called a “One in Four Hundred Year Flood”. Other<br />

communities flooded included Gatton, Laidley, Forest Hill, Helidon, Chinchilla, Condamine plus<br />

various smaller surrounding towns. Sadly these floods claimed 19 lives and the recovery time for<br />

thesecommunitieswegoonforsomeyearstocomeyet.Ourabilitytorespondquicklywasclearly<br />

evidentandIwishtothankallourstaffandvolunteersplusourCommunityRecoveryWorkersfor<br />

theirdedicationtohelpingthosemostinneedfollowingthedisaster.Aspecialthankyoumustgoto<br />

Megan Halliday our Coordinator Community Recovery and Richard Johnson the State Community<br />

Recovery Manager for <strong>Lifeline</strong> Community Care Queensland. I also wish to acknowledge the<br />

excellentsupportofstaffoftheDepartmentofCommunities,QueenslandHealthandCentrelink.<br />

InDecember2010wesadlyannouncedtheclosureofourTelephoneCounsellingServiceafter35<br />

years of operation. This certainly was not an easy decision for the Board of Directors to make<br />

followingrecommendationsfromtheExecutiveManagementTeam.Approximately12probationary<br />

counsellorscontinuedontocompletetheirqualificationsbylateMay2011underthedirectionof<br />

Ian Titmarsh. I wish to sincerely acknowledge the contribution of the Telephone Counselling and<br />

EmergencyReliefUnitstaffandvolunteersoverthepast35yearsofservicetoourlocalcommunity<br />

andinrecentyearsthenationalcallresponse.<br />

<br />

OurBusinessDivisionhasalsohadanotherstrongyearofperformanceinadifficultmarketascanbe<br />

seenfromourendofyearfinancialresults.Thesurplustobudgetinsaleswassignificantinhelping<br />

us to ensure that we achieve a solid overall trading surplus for the organisation.To all Business<br />

DivisionstaffandVolunteerspleaseacceptmysincerethanksandappreciateforallyourhardwork,<br />

supportanddedicationafterthepast12months.<br />

During the past 12 months there were a number of other successful achievements and<br />

TheplannedmajorstructuralchangestoourthreeToowoombapropertieslocatedat5MillStreet,<br />

17LongStreetand192AStephenStreethasstillnotoccurredasat30June2011.TheBoardhas<br />

beenworkingwiththeUnitingChurchQueenslandSynodtoseekthetransferofCertificatesofTitle<br />

onthesethreepropertiestotheCompanyintermsoftheMemorandumsofUnderstandingI&II.<br />

Followingafavourableresponsefrom theUnitingChurchitwouldappearthatthistransfercould<br />

occur over the next three months. This action will also involve changes to our Constitution and<br />

workingrelationshipwith<strong>Lifeline</strong>CommunityCareQueensland.

Child,YouthandFamilyTherapy<br />

The Child Youth and Family Therapy Team in 2010/2011 consisted of four programs; the Family<br />

Therapy Team, funded by Department of Communities to do face to face counselling, with an<br />

emphasis on working systemically with families and relationship issues; Supporting Children after<br />

Separation, funded by FaHCSIA to work with children caught in the tangle of family dissolution;<br />

Family Law Pathways Network, funded by the Attorney General’s Department for the purpose of<br />

promoting conversations between all parties involved in the family law sector to ensure better<br />

outcomes and access to justice for those navigating the system; and Rural Family Counselling,<br />

funded by Dept of Communities for the purpose of giving rural families access to outreach<br />

counsellingservicesinthefarSouthWest.Allprogramsworkfromastrengthsbasethatseespeople<br />

asexpertintheirownlivesandworksystemicallywiththecontextsinwhichtheirlivesoccur.We<br />

aimtoworkrespectfullyandwithwarmth,inawaythatvaluesthestrengthsandpotentialofeach<br />

participantandacceptstheiruniquenessanddiversity.Honestyandtransparencycharacterizeour<br />

practiceasdoesthedesiretoworkcollaborativelywithourparticipantstomakethemostofthe<br />

toensurethatparticipantneedshavebeenmetinatimelyfashion.Ithasbeenhearteningtoseethe<br />

wayinwhichcollaborationacrossthesectorshascharacterizedthistime.Inwaysthathavenotbeen<br />

possiblebeforewehaveworkedcloselywithQHealthandotheragenciesandparticipantoutcomes<br />

Ofnotetooisthefactthatafter3yearsofwaitinganddevelopment,wenowhaveaworkingclient<br />

databasethatgivesusreportsandinformationtotrackourprogressandeffectivenessofcounselling<br />

sessions. We are now using the Client Directed Outcomes Inventory (CDOI) at every session and<br />

thereforereceivereliableandwellresearcheddatathatshowsusandourfundingbodiesthatwe<br />

areprovidingaservicewhichachievesworthwhileandsustainableoutcomesforourparticipants.


SupportingChildrenafterSeparation(SCASP)<br />

In SCASP too we have noted that the expected grief of children affected by separation has been<br />

colouredbythetraumasofthenaturaldisasters.WiththeretirementofTristanMentorinFebruary<br />

andtheresignationofSusanStevensinlateApril,JeanSmithandNashyeaAbdullah,whocametous<br />

on student placement from USQ, have done a superb job of pulling the programs together and<br />

takingthemforward.Jeanhascontinuedtheworkbegunin2009atRockvilleStateSchoolandthisis<br />

gaining momentum. Jean and<br />

Nashyea have gained great pleasure and notable high quality<br />

outcomeswiththeiruseofexpressivetherapies.Ourpuppetcollectionhasgrownconsiderablyand<br />

itisinterestingtoseewhat"alterego"thechildrenchoosetobetheirvoice.Weareinvestigating<br />

theuseofpuppetsinreflectivepracticewithfamiliesandhopetodomoreofthis inthecoming<br />

year.<br />

FamilyLawPathwaysNetwork(FLPN)<br />

Family Law Pathways Network hosted four seminars at USQ with high quality speakers and<br />

presenters. All were well attended and received. At the behest of Family Magistrate Cassidy we<br />

began setting up an information table during family law sittings at the Courts in Toowoomba for<br />

thosewhoareattendingfamilysittings.WhileFRCandourselvesstaffedthetableattheoutset,we<br />

havebeenunabletosustainthissoDeanneiscontinuingonherown.InMaywehostedanevening<br />

with Family Magistrate Howard at Picnic Point to introduce him and the family lawyers around<br />

Toowoombatothevariousserviceproviderswhoworkwithseparatingfamilies.AsdidFMCassidy,<br />

sonowFMHowardisreferringclientstoourvariousservicesaspartoftheirorders.Someofthe<br />

local lawyers have expressed their interest in coming to see what happens at 5 Mill St, more<br />

especiallyafterJeanenthusiasticallytalkedofherworkwiththechildren.Theyallwantedtocome<br />

andplay.<br />

An important by product of FLPN meetings is that they have now become the new Interagency<br />

ForumforToowoomba.<br />

<br />

DeannehelpedfacilitatetheQldFLPNconferenceinJunewhichhasbeeninvaluableinpromoting<br />

collaborativepracticeacrossQldinthisarea.<br />

<br />

RuralFamilyCounselling<br />

The outstanding achievement of this program in 2011 is the retention of the counsellor in<br />

Charleville. Since Kerry Hill left it has been difficult to recruit to that position and we had the<br />

unfortunateexperienceofhavingsomeoneforonly5weeksinOctober.Henceourgleeatrecruiting<br />

AggieHarphamalocalfromCharlevilletotheposition.Aggies'sbackgroundisnursingandsheisin<br />

theprocessofcompletinghercounsellingstudies.Asapersonwithwideexperienceofthebush,<br />

Aggie has been able to settle into the job and network with the locals very effectively. She has<br />

travelledextensivelythroughoutherareaandnowhasafullparticipantloadwithmorewaiting.We<br />

areexcitedabouttheplansthatareinplaceforeffectivegroupslaterintheyear.<br />

FamilyTherapyTeam<br />

Our biggest challenge remains our waiting list. Most participants now wait up to 4 weeks for an<br />

appointmentandwehaveonlyonefemalecounsellorintheTeamatthistime.Someparticipants<br />

requestafemalebecauseoftheirpasthistoryandattimes,thisisachallenge.Wecontinuetowork<br />

closelywithSCASPandhavemanyfamiliesworkingouttheirseparationchallengesinbothTeams.<br />

Thisisaproductivebutresourceintensiveprocesswhichresultsinmoresustainableoutcomeslong<br />

term. Our ability to do reflective practice has been a unique and wonderful service to the local<br />

community.<br />

KimandRobhavebeenfacilitatingagroupforwomenwhohavecomethroughahistoryofabuse.<br />

“JourneysofCourage"hasbeenawonderfulwaytoenablethesewomentotakecontroloftheir<br />

livesandtheyhavebeeninstrumentalinreachingotherssimilarlyaffectedandgivingthemvoice.It<br />

ishopedinthenearfuturetosetupagroupwhichcatersfortheneedsofmen,especiallythose<br />

feelingdisenfranchisedbyseparation.InparticularwehopetoworkcloselywithMARPsothatwe<br />

makebetteruseofbothofourresources.<br />

<br />

SCASP<br />

ThereputationofSCASPhasgrowntotheextentthatreferralsarecominginatanunsustainable<br />

rate.Inthelasttwoweekperiod11newreferralswerereceived.Whilewehavebeenrefundedfora<br />

further3years,ourfundingwascutby3%andtherewasnoaugmentationofanykindtoallowfor<br />

costoflivingincreases.Sowehavemuchmoretodowithless.Theeventsofthepastfewmonths<br />

haveoftenbeenthestrawthathasbrokenthecamel’sbackforfamiliestryingtostaytogether.As<br />

always,childrenaretheoneswhobearthebruntofseparationdecisions.JeanandGaylearetrialling<br />

groups beginning with an adolescent girls’ group in August, which we hope will help us cater for<br />

participants'emotionalneedswithoutnecessarilyhavingtobeseenindividually.InTerm4wewill<br />

beginaboys’group.<br />

<br />

FLPN<br />

In2011/12thereferencegroupwhichdecideswhateventswillbestcaterfortheneedsofourlocal<br />

community,hasdecidedthatwewillrunanumberofeventsaroundcollaborativelaw,whichisa<br />

relatively new field in Queensland. We will continue to host breakfast meetings to introduce<br />

resources to the family law community and at least one more event is planned with Family<br />

MagistrateHoward.WehavestrengthenedouralliancewithUSQSchoolofLawwhohavebeenvery<br />

helpfulinstagingourseminars.<br />

<br />

RuralFamilyCounselling<br />

AggietooisplanninggroupsacrossherareaofSWQld.Asonepersoncoveringanenormousarea<br />

sheisunabletobeallthingstoallpeople.Neverthelesssheismakingthemostofhernetworksand<br />

is involved in delivering training and educative programs in schools in addition to her counselling<br />

load. She is presently developing resources to help parents and children who have to make the<br />

transitionintoboardingschool.OneofAggies'sbiggestchallengesforthefutureischannellingher<br />

resourcesintoareaswhereshewillachievethebestoutcomes.Herenergyandcreativityisamazing<br />

andwedonotwanthertoburnout.<br />

SinceJuly 25 th 2011 we have become “Cluster 3" which also incorporates Rural Youth Support<br />

Coordination,staffedbyAngelaAtkinsoninCharlevilleandservingthesamewideareaasdoesRural<br />

InadditionuntilJanuary31 st wehaveaddedthreeCommunityRecoverycounsellorsfundedbythe<br />

DepartmentofCommunitiesandworkingacrosstheregionfromDalbytoLaidleytoourTeam.Tina<br />

Holt isworking inLockyerValley, KumiyoShimmakiinToowoomba, andChristinaSalomoninthe<br />

Dalbyregion.FaHCSIAhasalsofundedtwoCommunityRecoverycounsellors.JanineHillsisworking<br />

inStanthorpe,WarwickandAlloraandKateWatsonisworkingfromToowoombatothesurrounding<br />

areasTheseladieshavebeenfundeduntilJune30 th 2012.MychallengeasSeniorPractitionerand<br />

formerlyTeamLeader,istomakesurethatallofthewonderfulstaffinthisclusterareadequately<br />

supervisedandresourcedsothattheirboundlessenthusiasmforhighqualitypracticeandcreativity<br />

isnotdiminishedbylackofcarefromwithin.Theyareandwillalwaysbethebestresourceofthis<br />

TheEmergencyReliefServiceoperates9amto5pmMonday's,Wednesday'sandFriday'sfromthe<br />

<strong>Lifeline</strong> <strong>Darling</strong> <strong>Downs</strong> Counselling Centre at 5 Mill Street, Toowoomba. The service provides<br />

assistance to individuals and families from Toowoomba and the <strong>Darling</strong> <strong>Downs</strong> who are<br />

experiencing unexpected short term financial stress, a crisis or unexpected event that has<br />

threatenedthose persons ability to providethebasicneeds forsurvival, food,clothing orshelter.<br />

Practical assistance is given by the way of food/toiletry/baby packages, food vouchers,<br />

furniture/clothingvouchers.Assistanceisalsogivenintheformofbillpaymentswhichmayinclude,<br />

power,phone,gas,rentarrears.Medicinalaidintheformofpharmacyvoucherscanalsobegiven.<br />

<br />

Formore targeted support ,clients can have a support session with a support worker,this is<br />

conductedintheprivacyofaninterviewroomandtheclientisabletogointomoredepthregarding<br />

thecrisisthathasoccurred.ThisgivestheSupportWorkeranopportunitytoreferclientstomore<br />

specialisedareasofneedsuchasfinancialorpersonalcounsellingorevenoutsideagenciesthatdeal<br />

withmorespecialisedareas,e.g.DomesticViolence,CarersQld,ortoissuetheclientwithamore<br />

substantialfoodvouchertoputthemahead.ThevaluesandgoalsthattheERServiceaimstouphold<br />

arerespectforeachclientandtheirsituation,providingrelieftotheimmediateneed,listeningtothe<br />

clientandrecognisingthatmostofourclientsalreadyhavetheskillsanduniquewaysofcopingand<br />

itishopedthatthroughtalkingandlisteningweareabletoworkalongsidetheclienttoimplement<br />

changeoftheirownchoosing.<br />

KeyDevelopments<br />

Inmid2010thestructureofEmergencyReliefandhowitwouldbedeliveredchangeddramatically.<br />

With the increased funding, the interview process with a support worker was born. This<br />

developmenthasbeenextremelywellreceivedandhasbeencrucialtomaintainingthedignityof<br />

clients.ThishasallowedtheERServicetolookattheunderlyingissuesbeneaththeinitialcrisisand<br />

todeveloprelationshipsthatwilleventuallyincludeclientstoparticipateintheirownempowerment<br />

tochange.SincethedevastatingeventsofJanuary10thevenmoregenerousfundingfromFAHCSIA<br />

hasallowedERtoofferbetterandmorepracticalsupporttoclients,wearenowabletohelpwith<br />

bill payments and more realistic amounts allocated for food vouchers. It was almost ludicrous to<br />

expectafamilyoffourorsixtobuygrocerieswith$50$80,soevenbyprovidingaclientwiththe<br />

means to purchase enough food for a week or a fortnight enables them to put that money on<br />

somethingelse,e.g.bills,rent,debts.<br />

<br />

ThechallengefortheservicehasalwaysbeenbreakingtheoldhabitsofclientsusingERasa'prop'<br />

or'topup'forCentrelink.SomeclientshavebeenrelyingontheERserviceforupto20years,but<br />

rememberingthatthisisalsosurvivalinitsownform.Tryingtoengagewithclientsthatarenotused<br />

tobeingheardisalsodifficult.ERhasnowbeenrestructuredtofallin linewiththeprofessional<br />

guidelinesoftheservice,thatitisoneoffassistancenotanongoingwelfaresupportsystem,this<br />

hasbeenadifficulttransitionforsomeclients,asthedemandonERincreasestheserviceisrapidly<br />

becomingitsownentity,andmaybeinthefutureitwillbecomeso<br />

<br />

Thefoodpackageshavebeenareturntoanoldmethodbutwithafresherapproach.Inthepastit<br />

wastheproceduretooffer$20vouchersoverthecounter,thesewouldfrequentlybe'traded'or<br />

simplyaskedforbecausetheywerethere.Nowclientsreceiveafoodhamperthathasmorethan<br />

$20 value of food and covers the basic pantry items such as flour, sugar, milk, pasta and we are<br />

currentlyworkingat includingrecipestogo withthepackages.There are alsotoiletrypacks and<br />

babypacks,onsomeERdayswecanissueupto12foodpackagesand4to5onnonERdays.<br />

TheEmergencyReliefServicewasalsoresponsiblefortheintroductionandaccreditationoftheNILS<br />

Program,awonderfulopportunityforpositiveempowermentandcommunitybuildingforclientsof<br />

allprograms.<br />

Supportsessionshavedroppedfrom8,15minutesessionsperERdayto45,hourlongsessions<br />

per ER day. This is to ease the load on the Support Worker and to allow for a more in depth<br />

discussion.<br />

With the new guidelines it is anticipated that the ER Service will re visit holding support<br />

groups/morningteaswithClients,thethemesbeingbudgets,recipes,Foodcents,handyhintsetc.<br />

Withthehopeofencouragingclientstobeinvolvedandcontributetheirownknowledgeandgifts.<br />

Askingforhelpisnoteasybutitcanbethroughthesimpleactoflisteningthatthepowertochange<br />

canbeginanditisinthisonethingthattheERServicehopesitwillbeabletocontinuetoofferour<br />

FamilyInterventionService<br />

The purpose of the Family Intervention Service is to support clients of the Department of<br />

Communities (Child Safety Services) where ongoing intervention with a family is required. The<br />

principalaimsoftheprogramistopreservefamilieswhereachildremainslivingathomeunderthe<br />

ongoing interventionand monitoringbyChildSafetyServicesandassist inthe reunificationof the<br />

childwiththeirfamilyfromanoutofhomecareplacementwhereitisdeterminedtobeinthebest<br />

interestsofthechild.<br />

Overthelastyear,theFamilyInterventionProgramhasexperiencednumerouschanges.Muchof<br />

thischangehasbeenaresultofstaffchangesandthenewrestructureof<strong>Lifeline</strong><strong>Darling</strong>downs.For<br />

themostpart,thewayinwhichtheservicehasbeendeliveredtoclientshasremainedmuchthe<br />

same. In February 2011 the Team Leader of the Family Intervention Program stepped down and<br />

nobodyhasyetfilledthatposition.AseniorPractitioner,underthenewstructure,isexpectedto<br />

jointheteaminSeptember2011.<br />

For the past four months the Family Intervention Team has been working to capacity with some<br />

familiesbeingplacedonawaitinglist.Despitesignificantstaffingchangesourservicedeliveryhas<br />

remained consistent with positive outcomes. These positive outcomes are evident in the<br />

reunification of 6 families, the obtaining of disability service funds and Building Families Capacity<br />

ProjectPlan.<br />

GiventheabsenceofaTeamLeaderduringthisperiod,externalsupervisionwasobtainedgivingus<br />

opportunitytogrowandstrengthenaspractitionerswithintheFamilyInterventionTeam.<br />

Trends<br />

The<strong>Lifeline</strong>FamilyInterventionTeamhassupported32familiesovera12monthperiod.15ofthese<br />

families are still current. Each familyreceives a onehour therapeuticsession and one hour<br />

observationsessioneachweekbasedontheParentsUnderPressureframework.<br />

TheFamilyInterventionTeamlinkswithothercommunityservicesincludingCarbal,<strong>Lifeline</strong>Financial<br />

counselling, <strong>Lifeline</strong> SCASP's program and Family therapy along with the Department of housing,<br />

YoungWomen'splace,GoolburriandtheKathDicksonFamilycentre.Overthelast12months,18<br />

referralpathwayswereutilisedbythesefamilies.<br />

FamilySupportProgram<br />

Toworkwithfamilieswhocareforachild/renwithdisabilitiesandidentify,understandandplanfor<br />

bothimmediateandfutureneeds.Timeisspentwithfamiliesdevelopingasupportplanandgiving<br />

themthenecessaryinformationtoallowthemtomakeinformeddecisionsregardingtheavailable<br />

supportandresourcesfortheiridentifiedneeds.Familiesareassistedtoobtainservicesandsupports<br />

identified in their support plan, including negotiating with service providers, personal support<br />

workers,andothersinordertolinkfamiliestothesupportsandservicestheyrequire.Thesemay<br />

include referrals to both formal and informal services, from Government and NonGovernment<br />

agencies,andalsoinformalsupportsuchasgroupsorothermemberswhoareexperiencingthesame<br />

issues.<br />

Allstaffareguidedbyworkingwiththevaluethatallfamilieshavethepowertochangeandmove<br />

forward, but they may require direction, resources and additional knowledge tosupportthem<br />

through this process.Because of the area this program covers there is a huge amount of travel<br />

involvedgettingtothefamilies,thiscansometimesprovetobedifficultfortheworkerinallocating<br />

sufficient face to face visits with each family. The program has not changed with it's delivery of<br />

service in the last 12 months, and even thought it continues to strengthen the capacity of it's<br />

families,nextyearweareassessingifsomechangescanbemadetobenefittheneedsofeachfamily<br />

dependingontheirindividualcircumstance.TheFamilySupportProgramisexcitedtoseewhatthe<br />

next 12 months will bring as it endeavours to fully support children with disabilities and their<br />

familiesinthisregion.<br />

two (2)families have exited the Family Support Program as both children turned 18. The Family<br />

a clear understanding of the process and procedures involved to meet with guidelines as set out by<br />

support families by purchasing items which will assist them in caring for their child with the<br />

The Toowoomba program is extremely busy and we are unable to meet the demand for<br />

appointments,weconstantlyhavea3weekwaitinglist.Thisyear208clientsweresupportedinthe<br />

program. The impact from the floods in Toowoomba and South West has further increased the<br />

demandforthisservice.Someofthereasonsforthisisthatpeopleintheseareashavesuffered<br />

lossofjobs/income,andlossofhousingandpossessions.<br />

<br />

The Roma program has been given a further 3 years funding. This allows us to establish a strong<br />

network in these three communities and support clients in rural areas with face to face<br />

appointments.TheRomaprogramsupported49clientsthisyear.

ThedemandontheToowoombaprogramclearlystatestheneedforthisprogramandalsoroomfor<br />

additional Financial Counseling programs. The cases are becoming more complex and therefore<br />

clients was 286. This program has always struggled with attracting clientsbecause of the stigma<br />

attached to gambling however these numbers are healthy considering there is only 1 part time<br />

gamblingcounselor.<br />

Thechangeofnewtelephonenumbersfor<strong>Lifeline</strong><strong>Darling</strong><strong>Downs</strong>meantthatallofouradvertising<br />

materialneededtoberedesignedanddistributedtoallCommunityAgenciesandthe134Gambling<br />

Venuesinourregion.Thiswasahugechallenge,howeveritwascompletedbydedicatedstaffinthe<br />

promised 6 months, this included designing and printing two new Gambling Help posters and<br />

physicallyvisitingtheservicesinToowoombaandSouthWestQueensland.


AmajorityoftheregionsthisprogramcoversexperiencedfloodsinJanuary2011,gamblingrevenue<br />

statisticsshowasignificantincreaseafterthefloodswhichwebelieveisaresultofpeoplesstress<br />

down. This included restructuring the Board Committees, streamlining these down in<br />

AflowonoftheBoardCharterprincipleshasincludedthedevelopmentofadditionalTermsof<br />

Reference documents for <strong>Lifeline</strong> <strong>Darling</strong> <strong>Downs</strong> & South West Queensland Limited's key<br />

meetings at the Executive Management Team and Team Leader (now Management Team)<br />

Other governance related work has included input into the various iterations of the<br />

Memorandum of Understanding with LCCQ, working closely with the CEO as the historic<br />

transferofpropertytitlesfromtheChurchto<strong>Lifeline</strong><strong>Darling</strong>Downhasapproached.<br />

TherehasbeensignificantinputintoPolicy&Proceduredocumentsacrossvariousoperational<br />

areasoftheCompany.AtthetimeofwritingaQualityManagementSystem(QMS)hasbeen<br />

draftedtoapproximately80%completion.WiththeimplementationoftheHumanServices<br />

DivisionrestructureinJuly2011,thereareplanstofinalisethisdocumentandtouseitasa<br />

cornerstoneinQuality,GovernanceandInformationManagementsystems.<br />

AsamemberoftheExecutiveManagementTeam,theManagerOrganisationalDevelopment<br />

hadsomesignificant,ifbehindthescenes,inputintotheHumanServicesDivisionrestructure.<br />

It has been a great opportunity to be part of shaping a best practice service delivery and<br />

PersonalHelpers&Mentors<br />

Personal Helpers and Mentors (known as PHaMs) is a Commonwealth funded mental health<br />

initiative.PHaMsisaprogramthatadoptsaStrengthBasedRecoveryapproach.Thefocusison<br />

workingtogetherwithparticipantsinwaysthatdevelopandenhanceaparticipantsstrengths,skills<br />

andabilities.Ithighlightsthefactthatwhilejourneyingwithamentalhealthissue,livescanberich<br />

andfulfilling.<strong>Lifeline</strong>workersarecontractedtoprovideongoingsupporttoparticipantsthroughout<br />

theSouthern<strong>Downs</strong>.<br />

<br />

TheTeam<br />

TheTeamcomprisesthreesupportworkers,3RecoveryworkersandaSeniorPractitioner.Muchof<br />

theworkisguidedbythosemembersoftheteamwhohavealivedexperienceofMentalillness,<br />

togethertheybringknowledgeandongoingwisdomandunderstandingtotheteam.Peersupport<br />

workersandparticipantstogetherbuildagreaterunderstandingandawarenessofmentalillnessfor<br />

themselves,theteamandthewidercommunity.<br />

This year within the team there have been some staff changes and three of the original PHaMs<br />

workers have taken on different challenges. A special acknowledgement and thanks goes to<br />

Veronica Robertson, Slade Newitt and John Elischer, for their enthusiasm, passion and care for<br />

participants.TheTeamLeaderTrishFeehelyhasalsotakenupanewrolewithintheOrganisationa<br />

specialthankyouforherinnovativeideas,guidanceandunendingdriveenablingtheteamtogrow<br />

and flourish. New workers, Terry Pinney, Anita Bails and Shelly Gapp bring a new interest,<br />

determinationandexcitementtotheserviceandtheylookforwardtobuildingonanddeveloping<br />

furthertheideasofrecovery.<br />

<br />

Achievements<br />

The service continues to grow and flourish. There have been many reports from Services within<br />

thesesmallcommunitiesthatacknowledgeandrecognisetheworthofsuchaprogram.Ourservice<br />

isnotonlygrowinginnumber,butalsowithideasandplans.Someoftheachievementsoverthe<br />

past12monthshavebeen<br />

Two camps conducted at Leslie Dam (Warwick). Both camps offered participants an<br />

opportunitytosharestories,hopesanddreamsandlearnmoreandbuildontheirownskills<br />

andabilities.Therewasplentyofactivitieswhichfoundparticipantstryingnewthingsandof<br />

coursetherewasplentyoffunandlaughter.<br />

AlocalartistwascontractedforaworkshopduringtheMarchcamp,Julietteishighlyskilledat<br />

facilitating self expression through art and in encouraging beautiful art work from even the<br />

most reluctant participants. Involvement from Carbal Indigenous PHaMs produced some<br />

amazingtraditionalartwork.ThefinalsessionsofthecampprogrambecameandArtExhibition<br />

withparticipantstellingtheirstorythroughtheirdrawingandpainting.<br />

Participantsweresoenthusiasticthattheyhavechosentocontinuewithanartsprogram,and<br />

Julietteiscurrentlyfacilitatingthatprocess.ThisyearinJulyalargenumberofparticipants,<br />

families,volunteersandinterestedotherswereveryinvolvedindecoratingatreefortheyearly<br />

JumpersandJazzProgram.<br />

A music program has recently been created with a similar philosophy of self expression<br />

throughtheArts.PangeaMusicisacommunitybasedgroupofmusicianswhowillworkwith<br />

thePHaMscommunityoverthenext12months<br />

MeditationandMindfulnesssessionshavebeenestablishedwithandbyparticipants,thisgroup<br />

continues to flourish and recently the smaller PHaMs group has merged with a bigger local<br />

groupofcommunitymemberswhomeetregulartopracticemeditation.<br />

<br />

FamilyandFriendsgettogethershavebeenaninitiativein2011,inresponsetotheneedsexpressed<br />

bypartners,parents,siblingschildrenandfriendsofparticipants.Thefirstsessionwasastory<br />

sharingsessionwhereparentsofpeersupportworkersspokeoftheirjourney.Attheendofthis<br />

sessionacommitmentwasmadetomeetmoreoftentoprovideongoingsupporttofamiliesand<br />

friends.AsecondgettogetherwasconductedinJune,withequalsuccessandenthusiasm.<br />

<br />

Challenges<br />

In2011wehavedevelopedfurthertheconceptofaPHaMs"RecoveryCommunity"basedonthe<br />

right of people with a lived experience of mental illness to social inclusion.Our learning from<br />

participantstellsusthatrecoveryrarelyhappensaloneintheperson'shome.Wearenowworking<br />

to position ourselves in a way that creates opportunities, enables, encourages, facilitates and<br />

celebrates change and progress in each person's recovery journey. challenging the passive in<br />

ourselvesandothers.<br />

The proportion of travel time spent by all team members and the cost of travel continues to<br />

challengetheteam.AshiftofofficesandstafftoWarwickisanattempttotryandreducesomeof<br />

thisburdenontimeandfinancialcapacity.Weareconstantlyworkingonmoreefficientitineraries<br />

fortravel,andwaystocutcosts.<br />

many ideas stemming from participants themselves of ways in which they can become more<br />

involvedincommunityopportunities.Itisexcitingtowatchconfidencedevelopandchangeemerge<br />

inourparticipants.ideassuchasaPHaMsconcerthasbeenmuted,withagreatdealofenergyand<br />

enthusiasmbehindthis.AswenowhavepremisesatSlade,thereisampleopportunitytoutilisethe<br />

resourcesofferedonthissite.<br />

TherecontinuestobepoliticalfocusontheareaofMentalHealth,evidencepointstothesuccessof<br />

more community based programs as a way of ensuring better mental health outcomes for those<br />

who have a lived experience of mental illness.<strong>Lifeline</strong> is committed to continue to build on its<br />

capacity to provide ongoing assistance to those in the community who live with and or support

TheDalby Rural Family Support Service covers 28 school districts in an area that includesthe<br />

entirety of the previous Dalby Town area, and parts of the previous Wambo, Rosalie, and<br />

Toowoombashires.Thisserviceoffersanopportunityforfamilies,withchildrenunder18years,at<br />

riskofengagementwiththeDepartmentofChildSafetytotakeupinformation,skillsenhancement<br />

andsupporttoimproveanddevelopparentingstrengths.<br />

<br />

WedonottakereferralsfromtheDepartmentofChildSafetyforFamilieswhoareunderanyorders<br />

fromthatdepartmenteithervoluntaryorenforced.Thefundingagreementforthisprogramstates<br />

thatamaximumof16casesaretobemanagedatanytime.Withtheexpectationthatclientswillbe<br />

exitedfromtheprogramwithin6mths.<br />

Wehopetoimprovethestrengthswithinfamiliestoensurepositiveoutcomesforthechildrenand<br />

theirparents.Weofferastrengthsbasedapproachedthatamongothertoolsusesthestrategiesas<br />

definedbytheParentsUnderPressureProgram.<br />

This program and service has been able to successfully support the clients who meet the core<br />

requirementsandhaveengagedduringthe2010/2011year.<br />

Therehasbeenanincreaseinthenumberoffamilieswhohaverequestedemergencyrelieffrom<br />

thisservice,thesefamilieswerereferredontoFinancialFirstAidandERinToowoomba.Therehas<br />

beenanincreaseinthenumberofmaleswhohaverequestcounselling,againtheywerereferredon<br />

to Toowoomba LLDD&SW Qld. There has been an increase in the number of contactswith the<br />

membersoftheAboriginalcommunitiesacrossthearea.Alotoffamilieshaverequestedsupportin<br />

relationtotheeducationsystem.Networkingopportunitiesacrossthenongovernmentsectorhave<br />

increased,thisallowsformutualbeneficialreferralsacrosstheregion.<br />

Thisprogramensuresthatyoungpeopleaged1225yearsareprovidedwithuptodateandrelevant<br />

providers,youth&BalonneShireYouthCouncilmembers.ThisistargetingStGeorge&Dirranbandi.<br />

Theaimofthisprogramistodevelopanddelivereffectiveresponsestotheneedsofyoungpeople<br />

aged1225yearsinparticularthosewhoareexperiencinglimitedopportunitiesforparticipationin<br />

thesocialculturaloreconomiclifewithintheStGeorgecommunity.Identifyandaddressorreduce<br />

Background<br />

<br />

In200809,theQueenslandGovernmentestablishedaPreventionandEarlyInterventionIncentives<br />

Pool,whichwillfundinnovative,neworuntestedpilotprojectsinthehumanservicesandjustice<br />

areas.<br />

<br />

UnderthePreventionandEarlyInterventionIncentivesPool,theQueenslandGovernmentthrough<br />

the Department of Communitiesmade available funds to pilot an Indigenous Family and Youth<br />

CoachingandMentoringServiceinSouthWestQueensland.<br />

<br />

Regional towns in western Queensland such as Cunnamulla, St George and Charleville were<br />

identified as having high Indigenous populations, high rates of dual child protection and juvenile<br />

justice orders and relatively low levels of human service provision. South West Queensland was<br />

therefore an ideal location for testing this innovative new approach to addressing these long<br />

standingandchallengingissues.Thisapproachcombinespreventionandearlyinterventionservices<br />

for families with mentoring, linkages to education, training and employment and bail support<br />

servicesforyoungpeoplewherethisisrequired.Thisbroadrangeofservicesareprovidedwithina<br />

casemanagementframework.<br />

This program aims to bring aboriginal elders and young people from the St George community<br />

One of the main challenges that the Elders program has encountered this year would be lack of<br />

funding.Ithasbeenverydifficulttoplanandorganiseforthegroupwithlimitedresources.Fromthe<br />

beginning2011theEldershavehadlengthydiscussionsaboutbecominganincorporatedbody,with<br />

aviewofbeingmoreattractivewithregardtofunding.Extensiveconsultationhastakenplacefrom<br />

February2011throughtoJune2011,withtheEldersallagreeingthatincorporationisnotanoption<br />

atthistime,astheworkloadwouldbeconsiderable.<br />

The Elders will continue their hard work in this community over the next 12 months. Sourcing<br />

Programs<br />

TheaimofFamilyInterventionServicesistosupportclientsoftheDepartmentofCommunities(Child<br />

SafetyServices)ChildSafetyServiceCentreswhereongoinginterventionwithafamilyisrequiredby<br />

Child Safety Services. The principal aims of the support service program are to preserve families<br />

whereachildremainslivingathomeundertheongoinginterventionandmonitoringbyChildSafety<br />

Services, and assist in the reunification of the child with their family from an outof home care<br />

placementwhereitisdeterminedtobeinthebestinterestsofthechild.<br />

<br />

The geographic catchment area of the South West Intervention Program extends to Augathella,<br />

Morven(thoughrecentlythishasbeenextendedtoMitchell,inlinewiththeCharlevilleChildSafety<br />

ServiceCentre),Quilpie,CunnamullaandThargomindah.ConditionsofThargomindaharethatclients<br />

traveltoCunnamullaforservice.Servicesarenormallydeliveredtotheparent/sintheirhome,but<br />

parent/scanattendadesignatedofficeifcircumstancesdonotpermithomevisits.<br />

<br />

South West Intervention Program aims to increase the protective factors for the family and child,<br />

improve attachment between the child and parent, and result in the family exiting the child<br />

protection system with improved skills and parenting ability; the child feeling and experiencing<br />

greater security and stability, including a reduction in safety concerns; South West Intervention<br />

Program also aim to prevent families from reentering the child protection system by building<br />

strongerattachmentbetweenthechildandparentandstrengtheningthecaringandparentingskills<br />

ofthecaregiversandtheirparticipationincommunitylife.<br />

KeyDevelopments<br />

Since the current South West Family Intervention Program Worker started in Charleville in early<br />

October2010,therehasbeenacaseloadoftwoclients,bothbeingrereferrals.Discussionswiththe<br />

regionalmanagerofChildSafetyServiceshaverevealedthatcaseloadsatthistimehavedecreased,<br />

dueinsomecasestofamiliesmovingoutofthecatchmentarea.Effortstobroadentheguidelines<br />

have been made by the South West Family Intervention Program Worker including a basic<br />

assessmentofthecatchmentarea'scurrentsupportservicedelivery,andmechanismsinplacefor<br />

familieswhoarestrugglingtocope.Optionsarecurrentlybeingexploredtoaccessclientsatinitial<br />

entryintothechildprotectionsystemwhereworkcanbedoneonaproactivebasis,togetherwith<br />

familieswhohavebeenreferredbyChildSafetyServices.Theseoptionswillbediscussedwiththe<br />

seniorpractitionerforCluster1,andassistantmanagerfortheruralarea,whentheysettleintotheir<br />

positions.Duetotheabsenceofalinemanagersinceearly2011andthe<strong>Lifeline</strong>restructure,there<br />

has been no guidance to ensure that relevant referral and reporting procedures are in place for<br />

optionstobeinitiated.AtthecurrenttimetheSouthWestFamilyInterventionWorkercontinues<br />

herworkwiththeclientsandalsoregularlyvisitsserviceprovidersinthecatchmentarea.<br />

Trends<br />

The caseload has been small since the current South West Family Intervention Program Worker<br />

startedthispositioninCharlevilleinOctober2010.However,abroaderperspectiveindicatesthat<br />

thesizeofacaseloadinthisareaiscyclic:thepreviousworkerwasbusywithafullcaseload,while<br />

some previous workers had minimal caseloads. Although the amount of travel involved for client<br />

contactinruralareasisanimportantfactorwhenconsideringcaseloadsize,opportunitiesremain<br />

forruralworkerstobeinvolvedinrelatedactivitieswhencaseloadsaresmall.<br />

TheMen'sBehaviourChangeProgram<br />

The Men's Behaviour Change Program commenced in April 2010 in Roma.The purpose of this<br />

program is to provide Domestic & Family Violence counselling, group facilitation and programme<br />

development for men who are or have been engaged in violence within their relationships.This<br />

programisprovidedtothecommunityinpartnershipwithCentacareDomesticViolenceService.The<br />

aim of this program is to work effectively with other relevant service providers, including Roma<br />

Domestic & Family Violence Service, to ensure an integrated response to family and domestic<br />

violence that is demonstrated by clear and consistent referral pathways, protocols and joint local<br />

initiatives.<br />

KeyDevelopments<br />

The"Repair"Programhasbeendevelopedandisaimedatidentifyingandchanginginappropriate<br />

behaviourinpersonalrelationshipsandfocusesonissuessuchas:identifyingabuse,accountability,<br />

making changes, managing emotions and improving communication.The program length is 12<br />

weeks and consists of weekly 2 hour sessions.Group meetings intend to provide support and<br />

encouragement whilst challenging the individual to improve their situation and ultimately help<br />

othersdothesame.<br />

Trends<br />

Considerable negotiations have been carried out with the Indigenous Elders and committee<br />

memberstoascertainwhatserviceswouldbeacceptabletotheirparticularcommunity.<br />

<br />

NetworkingwithQueenslandCorrectiveServiceshasalsobeenundertaken.Theoutcomeisthatthe<br />

Men'sBehaviourChangeProgramwillbereferredhighleveloffenderswhoaredomesticviolence<br />

specific.Wehopethatthiswilldeliverthebestpossibleoutcomesfortheclient.<br />

Men's behaviour change groups have been held in Roma, Mitchell, St George, Charleville and<br />

Cunnamulla.<br />

YouthSupportCoordinatorInitiative<br />

The Youth Support Coordinator Initiative (YSCI) is a joint collaboration between Department of<br />

CommunitiesandDepartmentofEducation.Itisastatewideprogramaimedatsupportingyoung<br />

people, aged 14 to 17 years who are at risk of disengaging, or have recently disengaged from<br />

education,tomoveintoandthroughtheSeniorPhaseofLearning.<br />

Youth Support Coordinators (YSCs) work with some of Queensland's most vulnerable and troubled<br />

young people to address their risks and needs, and support them to stay engaged in<br />

education/trainingandtransitiontofurthereducation,trainingoremployment.<br />

TheYSCIwillcontributetoQueensland'scommitmenttoimproveoutcomesforallyoungpeoplein<br />

educationalsettingsincluding:<br />

increasingyoungpeople'sparticipationineducationandtraining<br />

supportingtheattainmentofYear12oranequivalentqualification<br />

improvingsuccessfultransitionsfromschooltofurthereducation,trainingoremployment<br />

vastdifferencesineachcommunityonewillservice.<br />

Many aspects of this program will look different in the future compared to the past 18 months<br />

consideringtheinclusionoftheCunnamullacommunitysoitishardtoanticipatehowtheservice<br />

willevolvenow.However,itisarequirementthatmoreindividualcontactwillbecompletedanda<br />

lesserfocusongroupandcommunityactivities.<br />

Theinitiativeisapositiveoptionforyoungpeopleandwhilstapreventativeframeworkiscontinued<br />

manyyoungpeoplecanbesupportedandhaveskillsdevelopedtohelptopreventdisengagement<br />

MadonnacontinuestobethecofacilitatoroftheCharlevilleWomen'sFocusGroupandthisyearwe<br />

were lucky enough to receive funding from the Department of Communities for NAIDOC and we<br />

heldamorningonHealingThroughArtwhichtheladiesfoundveryfulfilling.Wecontinuetohave<br />

regularcraftdaysandtheyhavebeenmakingAboriginalprinthandbagsandsellingthemandare<br />

lookingforwardingtohavingastallatthesunsetmarketsinOctobersothemoneycangotowardsa<br />

trip to Toowoomba in December.Other activities include guest speakers, pamper days, visiting<br />

HealthyAgeingandlotofgroupdiscussionshappenaroundgriefandloss,financesandfamily.<br />

<br />

Othercommunityactivitiesthatwehaveparticipatedinandhada<strong>Lifeline</strong>displayatwereNAIDOC<br />

FamilyFishingandFunDay,DVNoTouchUpTouchCarnival,InternationalWomen'sDayandatthe<br />

We are still represented on the WORK Committee and Madonna is the secretary at present.<br />

Madonna also represents <strong>Lifeline</strong> at the local and district Community Recovery level and will be<br />

attendingtraininginOctobertobeapartoftheresponseteam.<br />

Our community involvement is an important part of a rural community and we continue to<br />

participateintheseactivitiesasawaytoremindthecommunityaboutthegreatwork<strong>Lifeline</strong>can<br />

anddoesdeliver.<br />

The Business Division has again enjoyed a successful 2010/2011 financial year. The hard work<br />

startedduringthepreviousfinancialyearhascontinuedtopaidgreatdividendsandthiscanbeseen<br />

intheendoffinancialyeartradingresults.<br />

The2010/2011financialyearhasseenaslightincreaseinretailsalesandgivennationallythatretail<br />

salesareattheverybestzeroto1%wehaveachievedagoodresultforthepastfinancialyear.<br />

<br />

DistributionCentrestaffcontinuedtomeetonamonthlybasiswiththeCEOandCOOCorporate<br />

Servicesoverthepast12months.Thesemeetingshavehelpedtoaddressanumberofemerging<br />

operationalissueswithpositiveresults.<br />

<br />

The Distribution Centre cannot function effectively and efficiently on a daily basis without<br />

leadership and coordination of activities. In relation to this fact I wish to acknowledge the<br />

contribution of the Distribution Centre Coordinator Stephen Pennells, who has also been<br />

instrumental in assisting the financial success and enhanced internal operational capacity of the<br />

DistributionCentre.<br />

<br />

FloodResponse–CommunityRecovery:DuringearlyJanuarywedecidedtoopenthedoorstothe<br />

DistributionCentretoreceivedonationsfromthegeneralpublicinsupportoffloodeffectedfamilies<br />

andindividuals.WeaskedforsupportfromtheRotaryclubsofToowoombaandtheApexclubof<br />

Toowoombainassistingustohandlethevolumeofdonations.Tooursurprise,overthisweekend<br />

ofthe15thand16thJanuarywereceivedinexcessof75tonnesofdonationsandoverthefollowing<br />

two months a total of more than 272 tonnes.The donations included clothing, furniture and<br />

electrical items.We needed to rent an additional five storage sheds to handle the volume of<br />

donations.Wealsoreceivedinexcessof$125,000.00incashdonationstosupportfloodaffected<br />

families and individuals.I wish to acknowledge the additional pressure that this placed on the<br />

DistributionCentrestaffandvolunteersandacknowledgetheircontributiontothefloodrecovery<br />

effortsofthisorganisation.<br />

<br />

Financial Services: I also wish to again acknowledge the contribution of our Manager Corporate<br />

Services Jenny Hohn (who is also a member of the Executive Management Team) and her<br />

administrationsupportstaff.Thisteamofhardworkingindividualsareresponsibleforensuringall<br />

accounts are paid on time, accurate staff records are kept of entitlements salary and wages are<br />

processedcorrectly,financialreturnsaresubmittedandworkcloselywithourexternalauditors.This<br />

year we farewelled two long serving staff Daphne Kuhn after more than 26 years of service and<br />

Letitia Kuhn. Both these valuable ladies have contributed to the effective operation of the DC<br />

Accountsandwewishthemeverysuccessintheirfutureendeavours.Eachyearbringswithitnew<br />

challengesandJennyandherstaffcontinuetorisetothesechallenges.Pleaseacceptmypersonal<br />

Assets Management: Our Assets, Facilities and Finance Manager Leanne Bausch continues to<br />

performanoutstandingroleinthemanagementofourassetswithinourlargeorganisation.Leanne<br />

has undergone a title change over the past 12 months as her role has changed to provide more<br />

assistancetoManagerCorporateServicesJennyHohnaspartofoursuccessionplanningstrategy.<br />

TheWorkplace HealthandSafetyroleformally completed byLeanne haspasseda new parttime<br />

Workplace Health & Safety Officer within our organisation. Please accept my personal thanks for<br />

yourhardworkoverthepast12months.


GreenArmy,KeepingQueenslandMoving&ParooShireAssistance:Duringthepast12monthswe<br />

have successfullycompletedtwocoursesofGreen ArmywithGraduationCeremoniesheldat the<br />

DistributionCentre.LocalmemberKerryShineattendedandspokeatbothgraduationceremonies.<br />

GreenArmyhasprovedtobeverysuccessfulintrainingparticipantsinrecyclingandwarehousing<br />

skills. Keeping Queensland Moving has also been successful but will cease after 12 months of<br />

operation.FollowingtheMarchSouthWestQueenslandFloodswewereapproachedtobethehost<br />

employerforstafftoassisttheParooShirewithfloodrecoveryworkover20weeks.Fundingforall<br />

three projects was provided by Queensland Government Department of Employment, Economic<br />

DevelopmentandInnovation.<br />

SpecialEvents:ThisyearsawanothersuccessfulChronicle/<strong>Lifeline</strong>BookfestinMarchthatgrossed<br />

justover$53,500.00.KellyByrnecoordinatedthe2011BookfestandtogetherwithvolunteersNorm<br />

&SylviaDevine,LeighFord,LielaFord,Michael&RhondaNicholashaveensuredthatthetradition<br />

ofannual<strong>Lifeline</strong>BookfestsinToowoombaremainsaliveandactiveeachyear.Forthefirthyearwe<br />

also held the “<strong>Lifeline</strong> Bargain Bazaar” at Easterfest in Queens Park. This year we raised<br />

approximately$8,000.00inthreedaysbutthisyearontheSaturdaynightweexperienceda“Freak<br />

Storm”thatfloodedEasterfestandbroughtthiseventtoasuddenclose andunexpectedclosure.<br />

Thank you to everyone who worked over the Easter long weekend. The Toowoomba Christmas<br />

WonderlandofLightswasagainabigsuccessinDecember2010forthe3rdyearinQueensPark.An<br />

estimated38,000peopleattendedthelightsdisplayover16nights.Unfortunatelyfivenightswere<br />

washedoutduetoconstantheavyrain.Thiseventwassupportedinavoluntarycapacitybystaff<br />

andvolunteersfromourorganisationaswellasawidevarietyofstaffandvolunteersfromother<br />

notforprofit organisations. The profits were shared between three organisations, Toowoomba<br />

Hospital Foundation, Toowoomba Hospice and our organisation. We received $5,000.00 from the<br />

netproceedsraisedin2010.<br />

<br />

Business Operational Planning: The continuation of the monthly meetings of the Business<br />

PerformanceReviewTeamhasproventobeavaluableassetinhelpingtoguideandmonitorthe<br />

performanceofourBusinessDivision. Thisyearanumberofmeetingsweredisruptedduetothe<br />

floods.I wish to thank current Board member Jim Black for his input and commitment to this<br />

reviewteam.TheinclusionoftheBusinessandCommunityWorkplaceProjectCoordinator,Angela<br />

Klein,and staffmember NicoleSmithMackenzie,hasproven tobe a sound stepand help givena<br />

greatervoicefortheBusinessDivisionstaff.<br />

Our Country Sales Team continues to be led by the most capable and long serving volunteer<br />

MichaelNicholas.Theservicethismobileclothingsaleprovidestotheresidentsofcommunitieslike,<br />

Our shops have continued to experience an amazing transition in performance which as stated<br />

previously has helped to ease some financial pressures on the organisation. In assisting our shop<br />

managers,staffandvolunteerstoachievethisIwishtoalsopersonallyacknowledgethewonderful<br />

efforts of our Business and Community Workplace Project Coordinator Angela Klein and her<br />

AssistantBarbaraFrizzell.AngelaandBarbaracontinuetoworkverycloselywithourshopmanagers<br />

tohelpaddressanyissuesofconcern,holdsregularshopmanagersmeetingsandprovidestraining<br />

sessions for the staff and volunteers. I also wish to acknowledge the contribution of our shop<br />

managers, staff and volunteers for your daily efforts in helping to meet not only our customers<br />

needsbutbyraisingvaluabledollarstoensureourservicedeliverycanmaintaintheirkeysrolesin<br />

assistancethecommunityandthoseinourcommunitywhoaremostmarginalised.TheSmartTip<br />
