The Role of Commercial banks in Coal Finance<br />
The world’s largest commercial banks continue to invest<br />
significantly in the coal industry, from coal mining to coalfired<br />
plants. A study by Profundo, an energy research firm,<br />
concludes that “while banks are employing a lot of climate<br />
speak, this is more or less a smoke screen to continue their<br />
financing of the coal industry. None of the adopted policies<br />
focus on what counts: the calculation and publication<br />
of banks’ ‘financed emissions’ and the implementation of<br />
emissions reduction targets.” 80<br />

Figure IV.3 illustrates the financing provided for coal-fired<br />
plants and coal mining globally by the top 20 commercial<br />
banks, from 2005 to 2011.<br />
In the past three years, the Rainforest Action Network,<br />
the Sierra Club, and BankTrack have published annual<br />
report cards that grade U.S. banks according to their<br />
financial investments and policies on mountaintop<br />
removal and coal-fired plants. The findings suggest that<br />
the largest U.S. banks are highly engaged in the coal<br />
industry. 81 Banks often do not have policies regard-<br />
