Overview<br />

By July 2012 the authors of this paper had identified 1,199<br />

proposed new coal-fired plants, with a total installed<br />

capacity of 1,401,278 MW. These projects are spread<br />

across 59 countries. Table I.1 ranks the countries according<br />

to proposed coal-power capacity. A complete list of<br />

proposed coal-fired plants is included in the appendix.<br />

Global Coal Risk Assessment<br />

Even after years of rapid development, China has a<br />

significant number of coal-fired power projects in the<br />

pipeline. As of July 2012, China had proposed adding<br />

363 coal-fired plants with a combined capacity exceeding<br />

557,938 MW. 2 China’s 12 th Five-Year-Plan approved<br />

16 giant coal-power bases, mainly in the northern and<br />

northwestern provinces of Inner Mongolia, Xinjiang,<br />

Shanxi, and Shaanxi. Most of the proposed projects are<br />

located near coal mining fields and are spurred by local<br />
