Cost sharing mechanisms<br />
Glovers <strong>Reef</strong> <strong>Marine</strong> <strong>Reserve</strong> – <strong>Management</strong> <strong>Plan</strong><br />
In an effort to reduce costs and yet achieve good management, the Manager should explore<br />
possibilities of sharing certain management responsibilities with stakeholder groups through<br />
special co-management agreements (Morris 2002). For example, the maintenance of mooring<br />
buoys could be made the responsibility of the dive or tour operators in the reserve. Costsharing<br />
may also be in terms of fines for damages following bad practices. Recently, for<br />
example, damage to a mooring buoy through mooring of an over-sized live-aboard has resulted<br />
in a call for damages to be paid and the mooring point to be replaced by the live-aboard<br />
(GRAC, 2007). Collaboration with caye and resort owners in monitoring activities, such as<br />
monitoring of sea turtle nesting activity, would also assist in sharing the financial burdon, as<br />
would the involvement of fishermen in enforcement and catch data collection. This type of<br />
sharing of responsibility also fosters a greater sense of ownership by the users of the reserve.<br />
Glover’s <strong>Reef</strong> <strong>Marine</strong> <strong>Reserve</strong> has already developed this type of mechanism through its<br />
partnership with WCS, with much of the necessary research in the reserve being carried out by<br />
this international organization. In addition, WCS provides the reserve with some essential<br />
facilities and services. Resort owners have also contributed towards the salary of an extra<br />
ranger (from February, 2007), to overcome staffing shortages.<br />
This type of sharing could also be expanded to include sharing of specialized equipment and<br />
expertise of reserve staff within the national MPA network.<br />
