country <strong>and</strong> to forfeit the position already gained; <strong>and</strong> an<br />
inspection <strong>of</strong> the Dean's report will show that with proper<br />
facilities provided there need be no fear that the Department<br />
would not creditably maintain itself from its current receipts.<br />
The reports <strong>of</strong> the Veterinary School <strong>and</strong> Hospital exhibit<br />
a steady improvement in buildings, grounds, equipment <strong>and</strong><br />
administration, with an equally gratifying increase in the number<br />
<strong>of</strong> the students. Both represent a pr<strong>of</strong>ession which has yet to<br />
make its way to a full appreciation on the part <strong>of</strong> the public.<br />
The high st<strong>and</strong>ard <strong>of</strong> the school <strong>and</strong> the rigorous requirements<br />
<strong>of</strong> its curriculum exclude all but capable <strong>and</strong> diligent students<br />
from the course, limit the number from whom fees might be<br />
derived, <strong>and</strong> ensure graduates fully competent to serve the community<br />
in a most important interest. Their thorough training<br />
would be impossible without the clinical advantages <strong>of</strong> an<br />
extensive hospital. The' Hospital, primarily for this purpose,<br />
becomes a great charity, in which last year more than 1500<br />
dumb animals were treated without charge to their owners. The<br />
maintenance <strong>of</strong> this educational <strong>and</strong> charitable work would be<br />
impossible without generous assistance. The children <strong>of</strong> the<br />
late J. B. Lippincott, Esq., have continued their liberal gifts to the<br />
school which so largely owes its existence to his warm <strong>and</strong> hearty<br />
interest, <strong>and</strong> Mr. J. E. Gillingham, who was associated with him<br />
in the inception <strong>of</strong> this movement, <strong>and</strong> continues to occupy the<br />
position <strong>of</strong> President <strong>of</strong> the Board <strong>of</strong> Managers <strong>of</strong> the Veterinary<br />
Hospital, still manifest a warm <strong>and</strong> liberal interest in the development<br />
<strong>of</strong> this Department. The Legislature is now considering a<br />
bill to extend to the hospital the moiety <strong>of</strong> an appropriation made in<br />
1889, <strong>of</strong> which only one-half was then available through lack <strong>of</strong><br />
public funds. The State receives a full return for this appropriation<br />
in the scholarships placed at its disposal, <strong>and</strong> it is earnestly<br />
hoped that the moderate endowments suggested by the Dean, in<br />
his report, may be obtained, <strong>and</strong> the permanent prosperity <strong>of</strong> the<br />
Department thus assured.<br />
The Law Department presents a most gratifying report. A<br />
