IDC attracts 23 firms, 270 jobs<br />

GAYLORD — Since its creation in 1975,<br />

the Gaylord Industrial Development Corp.<br />

(IDC) has helped to attract 23 businesses<br />

and 270 jobs to Otsego County.<br />

The IDCs primary mission has been the<br />

creation and development <strong>of</strong> the Gaylord<br />

Air Industrial Park located next to the<br />

Otsego County Airport.<br />

The IDC has sold 81 <strong>of</strong> the original 160 lots<br />

in the industrial park, according to Ed<br />

Calkins, IDC president.<br />

The industrial park was started in 1975<br />

with the help <strong>of</strong> a $1 million grant from the<br />

US Economic Development Agency.<br />

Today the investment in land, buildings<br />

and equipment is estimated to be in excess<br />

<strong>of</strong> $15 million, and the annual payroll <strong>of</strong><br />

those employed by businesses there is<br />

estimated at over $4 million.<br />

"General industrial development has<br />

been our main job," Calkins said.<br />

"And by comparison with other parts <strong>of</strong><br />

the state the IDC has been very successful,"<br />

he said.<br />

Unlike the Economic Development Corp.<br />

(see other story), which is a financing<br />

mechanism, the IDC cannot sanction low interest<br />

loans.<br />

GAYLORD — Economic development and<br />

promotion in Gaylord and Otsego County<br />

are the jobs <strong>of</strong> the EDC (Otsego County<br />

Economic Development Authority), the IDC<br />

Industrial Development Corp.) and the<br />

Gaylord DDA (Downtown Development<br />

Authority).<br />

The IDC was created in 1975 to foster industrial<br />

development in the county, while<br />

the EDC was created in 1981 to promote<br />

economic development <strong>of</strong> all sorts.<br />

The city <strong>of</strong> Gaylord is now considering the<br />

creation <strong>of</strong> a DDA to promote downtown<br />

development and redevelopment.<br />

EDC promotes development<br />

GAYLORD — The main business <strong>of</strong> the<br />

Otsego County Economic Development<br />

Corp. (EDC) is to promote economic<br />

development. •<br />

' The EDC does this by providing a way for<br />

companies to obtain low interest financing,<br />

according to Gus Franzcek, EDC chairman.<br />

The EDC is a non-pr<strong>of</strong>it corporation run<br />

by a 9-member board whose members are<br />

appointed by the county commission.<br />

Construction or expansion projects that<br />

qualify can be financed by low interest<br />

loans.<br />

State and federal law allows EDCs to approve<br />

tax exempt status for projects that<br />

mil create economic growth and employment.<br />

The tax exempt status means the investors<br />

in the project do not have to pay income<br />

tax on their investment, Franczek<br />

said.<br />

This means the money can be loaned to<br />

the project at a lower interest rate than<br />

availble through conventional means.<br />

The company proposing the project must<br />

arrange for the financing once the EDC approves<br />

the project's tax exempt status.<br />

Rather the IDC has developed an Industrial<br />

park, which now can provide a setting<br />

for industrial growth.<br />

Calkins said the IDC will sell lots for cash<br />

or on a land contract with 11 percent down<br />

and a five year balloon.<br />

In addition to Calkins, others IDC <strong>of</strong>ficers<br />

are Conrad Schaffer, vice president; Joe<br />

Okrei, treasurer; and Nancy Morgridge,<br />

secretary.<br />

The types <strong>of</strong> businesses already located in<br />

the industrial park are: Automotive service<br />

and body repair; automated and precision<br />

machine tooling; boring and manufactur-<br />

DDA to promote<br />

economic center<br />

GAYLORD — The Gaylord City Council<br />

has passed a resolution to establish a<br />

downtown development authority (DDA)<br />

and is expected to adopt an ordinance<br />

creating a DDA.<br />

The DDA is seen as a tool to help finance<br />

downtown development and redevelopment,<br />

according to Harold Elgas, a DDA promoter.<br />

Formal authorization to create the DDA<br />

will come in the form <strong>of</strong> a DDA ordinance.<br />

Council is now considering approval <strong>of</strong> that<br />

ordinance.<br />

Once approved, a 13-member board will<br />

be appointed by council. The board will set<br />

goals for the DDA and consider project proposals.<br />

A downtown development district will also<br />

be created by ordinance.<br />

on the west. Elm Avenue on the east, Mitchell<br />

Street on the north and Second Street<br />

heating and cooling; commercial, domestic<br />

and industrial interiors and applicances;<br />

precision molding <strong>of</strong> units and parts; oil<br />

well production services; surface and air<br />

package distribution; and truck and trailer<br />

sales and services.<br />

The DDA will be empowered to levy<br />

millage in order to finance Improvements<br />

such as added parking to the central<br />

business district.<br />

The DDA will also be eligible for state and<br />

federal grants for downtown development<br />

projects.<br />
