A grid system was established along the curbs and the building, and the
surface of the yard was surveyed periodically to control elevation
requirements. Surveying was performed after excavation, subgrade
preparation, and backfilling. Excess material over that required to grade
the site was stockpiled on the surface of the drum yard. This stockpiled
material was loaded into trucks during removal of residential soils and in
accordance with the procedures presented in Section 2.5 of the Work Plan.
Drums containing drill cuttings, which had been transferred from the drum
yard to the building, were brought back out to the stockpile, opened and
dumped into the pile. The emptied drums were then carried back into the
building. The emptied contents were disposed with the residential soils.
2.2.4.2 Drainaqe Ditch Excavation
Excavation of the drainage ditch areas conformed to Section 2200, and to
the As-built Construction Drawings in Appendix A of this implementation
report. The position of the ditch along Thomas Street was altered slightly
to accommodate two monitoring wells. This excavation was performed with
the backhoe and dozer. Grade was checked and controlled by periodic
surveying.
All materials excavated in the drainage ditch area were stockpiled for
disposal along with the residential soils. Use of hand tools and labor was
required to protect utilities during construction.
2.2.4.3 Eouipment Decontamination
Equipment used during Phase I work was decontaminated when this equipment
was required to cross between contaminated areas and noncontaminated areas,
and when site grading operations were completed.
The decontamination was performed by placing plastic in an area between the
contaminated area and the noncontaminated area. The equipment was then
driven slowly onto the plastic, steam cleaned, and then driven slowly onto
the noncontaminated area. The steam cleaning water was allowed to drain
