4.1 Introduction
4.0 SITE AND COMMUNITY HEALTH AND SAFETY
The work performed in implementing the Health and Safety Plan was designed
as a practical approach to accomplishing the ERA activities considering the
occupational and public health hazards anticipated at the site. The Health
and Safety procedures applied to all site activities carried out under the
Expedited Response Action (ERA) at the BAD site.
All on-si te personnel, enforcement agency personnel, and visitors were
required to familiarize themselves with and comply with provisions of the
Health and Safety Plan. Canonie provided health and safety equipment for
Canonie employees and subcontractors. All other personnel provided equal
or greater levels of protection for themselves.
4.2 Revisions to the Health and Safety Plan
Because conditions varied, the original plan presented in Section 4.0 of
the work plan was upgraded and downgraded, as appropriate, depending on
site conditions. All changes to the Health and Safety Plan were determined
or approved by the site Health and Safety Officer and discussed with the
Project Officer.
4.3 Kev Personnel and Their Res~onsi bil ities
The following list names the key personnel who were assigned to the project
for implementation of the ERA. Details of their experience and technical
levels were provided in Appendix C of the work plan. Additional personnel
required to implement the ERA were determined after approval of the work
plan and pricing proposal and before performance of the work required by
such personnel.
