After the excavation had been completed, the bucket areas of the backhoe
arm that came in contact with the contaminated soil were steam cleaned over
a plastic berm. This rinsate was collected in a 55-gallon drum. Air
monitoring was performed prior to and during the excavation operation. The
procedures and results of the air monitoring are provided in Section 4.5.
2.5.3 Loadinq. Transoortation and Disoosal
Excavated soil was loaded directly into waiting dump trucks (as described
in Section 2.5.2) for transportation to the disposal facility. The
equipment and personnel used to perform these tasks were as provided for in
Section 5.0 of the Work Plan and/or listed in the project financial
reports. Transportation of loaded soils was carried out in accordance with
the transportation plan provided in Section 3.0 of the Work Plan.
During the excavation activities, the presence of vinyl chloride was
suspected because of air monitoring results. Increased Health and Safety
precautions, project standby time, and other delays resulted during the
period that the presence or absence of vinyl chloride was being evaluated.
The procedures and results of the air monitoring for vinyl chloride are
presented in Section 4.5.
Laboratory analyses on the soils for determination of vinyl chloride are
provided in Appendix C.
2.5.4 Backfill Placement
Backfill operations were performed as required by Section 02200 of the
technical specifications or as described herein.
Backfilling began in the vacant lot, where the deep PCB pit was first
brought up to the same grade as the excavation in the residential lot.
