E. CROSS-CUTTING ACTIVITIES
Municipal Council Members Committee
Objectives:
- Assess and characterize municipal councils in 58 ADAM municipalities
- Strengthen the Viernes del Concejal program
- Strengthen the National Federation of Council Members (FENACON)
The Municipal Council Members Committee was established in April of 2006.
Targeted Areas:
Located in 100 ADAM municipalities and 334 other municipalities in Colombia
Participants:
The President’s office through Acción Social and the Office of Municipalities and Regions, the
Ministry of Interior and Justice, the Escuela Superior de Administración Pública (ESAP),
FENACON, USAID, and ADAM (including Georgetown University).

On April 27, May 25, and July
29 ADAM held 3 VdC training
sessions in which 1,500
municipal council members
from 50 municipalities
participated.
The second stage of the
activities was rescheduled
due to the fact that the
political control software
(Developed in 2006) has not
been submitted and is not
related to the organization.
- In June, the committee
published the 14th edition of
the magazine (16,000 issues)
on gender equality.
- The Editing Committee
revised the articles for the
15th edition.
- Drafted 14 action plans
- Started the implementation
of Action Plans for Municipal
Councils.
6. Other activities. - On May 18, the
Committee held the
“Strengthening
Representative
Democracy in Rural
Areas: Municipal Councils
of ADAM Municipalities”
- Drafted terms of reference to
The information collected in the
IGAs will be used in the
implementation action plans for
start-up capital activities in 14
municipalities
The last regular VdC training
session will be held on July 27.
However, a training session is
scheduled for August.
Submit and implement proposal
of strengthening strategies for

Publish the 16,000 issues of the
15th and 16th edition in July and
August.
Continue implementation of
action plans.
