6. Provide advisory in Community Citizen Security, Culture, and Convivencia Committee proposals of the first contract with CISALVA. - Started the second contract of CISALVA to support crime observatories in specific municipalities in Huila, Cauca and Nariño. - Included in the website the statistical data on theft, homicide and other crimes in 44 ADAM municipalities. - Prepared materials booklet. - Prepared and approved proposal and organized the logistics for the training sessions to be held in Medellín and Popayán. 6. Other activities - Held a workshop (brown bag lunch) on “Municipal Policies on Culture, Convivencia and Security: Local community surveillance experiences in ADAM Program.” observatories. - The third summit of National Observatories will be held on September 13, 2007. - Continue inputting and displaying on the website statistical data regarding ADAM’s municipalities - Carry out two national level training workshops. The first workshop will be held in Popayán from July 9-14; and the second in Medellin from the July 23-27. - Monitoring visits will be performed to oversee the implementation of community surveillance strategies. - Give a dissertation on “Rural policies of Culture, Convivencia, and Citizen Security” that will be presented to the UN on September 4-6, 2007. National Citizens’ Radios Program (Phase II) Committee Objectives: - Guide and supervise the implementation of the Community Radios Program – a program to promote convivencia and citizen participation in local decision making though their involvement in the production of radio programs. - Review the Community Radios Program annual strategic plans and budgets. - Carry out periodic progress evaluations to identify achievements, difficulties, and lessons learned, and make suggestions to the national office on how to improve. The National Community Radios Committee was established in June of 2006. The program targets 12 Departments and 40 Municipalities (see below) Participants: The President’s Office through Acción Social, the Ministry of Culture, National Parks, UNDP, Fundación Oleoductos de Colombia, USAID, IOM/PADF consortium for IDP2, and ADAM. Results to date: In 40 ADAM municipalities, over 1300 radio programs were broadcasted during the quarter, with an average length of 30 minutes. Common topics across departments included the National Education Plan, the National Development Plan, and the upcoming regional and municipal elections in October 2006. In addition, each implementer organized two regional committee meetings to reach consensus on program contents and evaluate an impact assessment of radio programs.
