United States Nuclear Regulatory Commission and <strong>the</strong> Nuclear and Industrial Safety Agency (NISA) <strong>of</strong><br />

Japan <strong>for</strong> Cooperation in <strong>the</strong> Field <strong>of</strong> Nuclear Regulatory Matters and Nuclear Safety Research and<br />

Development.<br />

Prior to <strong>the</strong> establishment <strong>of</strong> <strong>JNES</strong>, <strong>the</strong> Nuclear Power Engineering Corporation (NUPEC) <strong>of</strong> Japan<br />

per<strong>for</strong>med <strong>the</strong> Ultimate Strength <strong>Piping</strong> Test Program discussed in this report. All <strong>of</strong> <strong>the</strong> test results and<br />

in<strong>for</strong>mation about <strong>the</strong> test models included in this report were provided by <strong>JNES</strong>/NUPEC and are greatly<br />

appreciated. The authors especially thank Dr. Kenichi Suzuki <strong>of</strong> <strong>JNES</strong>/NUPEC <strong>for</strong> his support and<br />

technical guidance throughout this collaborative study. The authors also wish to acknowledge <strong>the</strong><br />

helpfulness and cooperation provided by Mr. Hiroshi Abe, Mr. Yuichi Uchiyama, and Mr. Masakatsu<br />

Giuliano DeGrassi, who led <strong>the</strong> work <strong>for</strong> BNL on <strong>the</strong> ultimate strength piping project, died on July 30,<br />

2008 as final editing <strong>for</strong> <strong>the</strong> publication <strong>of</strong> this report was nearing completion. Giuliano is well known<br />

and respected by <strong>NRC</strong> and <strong>JNES</strong>/NUPEC staff, as well as o<strong>the</strong>r international collaborators, <strong>for</strong> his<br />

expertise in mechanical engineering, particularly <strong>the</strong> analysis and design <strong>of</strong> nuclear power plant piping<br />

systems and components. His tireless ef<strong>for</strong>ts and contributions to <strong>the</strong> many projects per<strong>for</strong>med as part <strong>of</strong><br />

<strong>the</strong> U.S. and Japan collaboration on seismic issues, as well as many o<strong>the</strong>r BNL and <strong>NRC</strong> projects, will be<br />

remembered. He was a wonderful colleague and extraordinary friend to many at BNL. Above all, his<br />

kind and caring personality will be missed by everyone who knew him.<br />
