Scope <strong>of</strong> <strong>Study</strong><br />

Goode Intelligence was commissioned by Ofcom to prepare an independent expert report<br />

<strong>into</strong> emerging risks to users <strong>of</strong> <strong>Smartphone</strong>s and to fur<strong>the</strong>r Ofcom’s understanding <strong>of</strong> how<br />

<strong>the</strong>se risks are addressed in this highly dynamic and nascent environment.<br />

Ofcom has a statutory duty to fur<strong>the</strong>r <strong>the</strong> interests <strong>of</strong> citizens in relation to communications<br />

matters. Ofcom is also guided by a regulatory principle to research markets constantly and<br />

aims to remain at <strong>the</strong> forefront <strong>of</strong> technological developments and it is on this basis that this<br />

report was commissioned.<br />

This study investigates ten key areas <strong>of</strong> <strong>Smartphone</strong> OS security which are:<br />

1. An investigation <strong>into</strong> <strong>the</strong> emerging <strong>Smartphone</strong> security threats to consumers<br />

2. How UK mobile network operators (MNO) are supporting <strong>Smartphone</strong> operating<br />

system updates<br />

3. An examination <strong>into</strong> <strong>the</strong> challenges <strong>of</strong> supporting multiple versions <strong>of</strong> <strong>Smartphone</strong><br />

operating systems<br />

4. An investigation <strong>of</strong> <strong>Smartphone</strong> security vulnerabilities and how <strong>the</strong>y are being<br />

managed<br />

5. An examination <strong>of</strong> current consumer <strong>Smartphone</strong> protection practices in <strong>the</strong> UK and<br />

how <strong>the</strong>y are working<br />

6. An investigation and analysis on how o<strong>the</strong>r regions are dealing with <strong>Smartphone</strong><br />

security<br />

7. An overview and analysis on UK regulatory and institutional responsibilities for<br />

<strong>Smartphone</strong> security<br />

8. A look at <strong>the</strong> impact <strong>of</strong> emerging mobile technologies to <strong>Smartphone</strong> security<br />

9. An investigation and security analysis <strong>into</strong> mobile app store (market) security<br />

10. An investigation and security analysis <strong>into</strong> ‘sideloading’ mobile apps<br />

This study investigates <strong>the</strong> four main leading <strong>Smartphone</strong> operating systems that are<br />

currently being used in <strong>the</strong> UK, namely Apple iOS, BlackBerry OS, Google Android and<br />

Windows Phone.<br />

The <strong>Smartphone</strong> market is currently dominated by two mobile operating systems, Google<br />

Android and Apple iOS.<br />

By <strong>the</strong> end <strong>of</strong> 2012 Android had 54.4 percent and iOS had 32.4 percent <strong>of</strong> UK <strong>Smartphone</strong><br />

sales – combined that equates to just under 87 percent <strong>of</strong> <strong>the</strong> UK’s <strong>Smartphone</strong> market<br />

share. The mobile operating systems in third and fourth spots are Blackberry OS (6.4<br />

percent) followed by Windows Phone (5.9 percent) .<br />
