decentralized entities (Provinces, Cities and Districts),<br />

o Coordination of interventions and mobilisation of the necessary resources relating to good<br />

governance, community development and social welfare<br />

On MINLOC’s website, it states “Mission of <strong>MINALOC</strong>: The main mission of the Ministry of Local<br />

Administration, Good Governance, Community Development and Social Affairs is: Promoting the<br />

welfare of the population by good governance, community development and social affairs.”<br />

Its name has allowed it to integrate cross-cutting missions which go beyond those of one single ministry.<br />

Agents of the units of <strong>MINALOC</strong> consider that the mission of the ministry is to direct and evaluate the<br />

functions of the deconcentrated and decentralised entities and to build their capacity.<br />

Currently, <strong>MINALOC</strong> is called Ministry of Local Administration, Good Governance, Community<br />

Development and Social Affairs. This Ministry has the following mandates:<br />

o Local administration<br />

o Community development<br />

o Good governance and<br />

o Social affairs<br />

One of the options would be to suggest that <strong>MINALOC</strong> limits its role to those aspects which are related<br />

to its principal mandate, which is local administration.<br />

However, <strong>MINALOC</strong> is to be congratulated for its rapid development of decentralisation, the policies and<br />

legal and regulatory framework of the decentralisation. The legal and regulatory framework is subject to<br />

some criticism directed towards <strong>MINALOC</strong> as an institution. The legal and regulatory framework relating<br />

to Local Government is almost perfect 18. <strong>MINALOC</strong> has done everything to ensure the full application<br />

of these laws and regulations. Everybody is agreed that the completion of this will make Rwanda a centre<br />

of excellence as a model for administrative and financial decentralisation in Africa. 19.<br />

as far as specifying the time of the meetings during councils and the number of participants.<br />

19 In supporting the vision of the President of the Republic, the leadership of the Ministry and Secretary General of<br />

<strong>MINALOC</strong> is evident in an excellent series of policy and legal documents to which the Government of Rwanda,<br />

parliament, inter-ministerial collaboration and cooperation of donors have all contributed to guide the<br />

implementation of decentralisation and the improvement of the welfare of the population. It should be remembered<br />

that social affairs are part of the mandate of <strong>MINALOC</strong>.<br />
