6. Appropriate Assessment 7. Population<br />

The purpose of Appropriate Assessment (AA) of land use<br />

plans is to ensure that the protection of the integrity of<br />

European sites is a part of the planning process at a regional<br />

and local level. The requirement for AA of plans or projects is<br />

outlined in Article 6(3) and (4) of the European Communit<strong>ie</strong>s<br />

(1992) Council Directive 92/43/EEC on the conservation of<br />

natural habitats and of wild fauna and flora (“Habitats<br />

Directive”).<br />

<strong>Local</strong> <strong>Area</strong> <strong>Plan</strong>s are screened for any potential impact on<br />

areas designated as Natura 2000 sites. In any case where,<br />

following screening, it is found that the plan may have an<br />

impact, a full ‘appropriate assessment’ must be carr<strong>ie</strong>d out.<br />

The <strong>Celbridge</strong> <strong>Local</strong> <strong>Area</strong> <strong>Plan</strong> <strong>2010</strong> was screened for AA.<br />

This screening found that effects on the integrity of the Rye<br />

Water Valley / Carton Special <strong>Area</strong> of Conservation, (Site Code<br />

002162), arising from the <strong>Local</strong> <strong>Area</strong> <strong>Plan</strong> were not likely, and<br />

therefore full Appropriate Assessment was not warranted.<br />

However the recommendations of that screening document<br />

have been incorporated into the <strong>Plan</strong>. (The Appropriate<br />

Assessment Screening document has been prepared as<br />

a separate standalone document.<br />

7.1 Background<br />

According to the 2006 census County <strong>Kildare</strong> has a population<br />

of 186,335 persons. <strong>Celbridge</strong> accounted for 17,262 or 9.26%<br />

of the County’s total population.<br />

The <strong>Kildare</strong> County Development <strong>Plan</strong> 2005-2011 (CDP) indicates<br />

a housing construction target of 1,450 units for<br />

<strong>Celbridge</strong> between 2002-2011. Given that the latter date only<br />

projects to mid way through this <strong>Local</strong> <strong>Area</strong> <strong>Plan</strong> period and<br />

given that the most recent census was carr<strong>ie</strong>d out post the<br />

adoption of the current CDP, it is considered more<br />

appropriate to have regard to the CSO data and the revised<br />

Regional <strong>Plan</strong>ning Guideline (RPG) figures in order to<br />

determine the projected increase in population over the <strong>Local</strong><br />

<strong>Area</strong> <strong>Plan</strong> period.<br />

The recently revised Regional <strong>Plan</strong>ning Guideline (RPG) figures<br />

for the Greater Dublin <strong>Area</strong> (GDA) projected an additional<br />

99,429 population for <strong>Kildare</strong> between 2003 and 2016 (total<br />

number of household units i.e. 39,456 multipl<strong>ie</strong>d by 2.52, this<br />

being the average household size following consultation with<br />

the Regional Authority).<br />

Given that the 2006 population figure for <strong>Celbridge</strong> has been<br />

established and considering that the RPG figures project to<br />

2016, it was considered reasonable to project from the same<br />

base year i.e. 2006, for the purposes of projecting for an<br />

assumed population growth over the <strong>Plan</strong> period.<br />

Having regard to the proportion of the County’s population<br />

resident in <strong>Celbridge</strong> from the 2006 Census, it is assumed that<br />

<strong>Celbridge</strong> will continue to account for 9.26% (as above) of the<br />

revised RPG figures, which would equate to a total additional<br />

population figure of 6,930 between 2006 and 2016 (Total<br />

population at 2016 minus total population at 2006 as per<br />

Table 2.<br />

Table 2 shows that a ‘year on year’ figure of 693 would assume<br />

a total population for <strong>Celbridge</strong> of 24,192 in 2016 (the end of<br />

the six year life of this <strong>Local</strong> <strong>Area</strong> <strong>Plan</strong>).<br />
