From 2006-2008, both bilateral and multi-lateral trade agreements with countries o<strong>the</strong>r<br />

than Ch<strong>in</strong>a have been an impetus <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g production orders for o<strong>the</strong>r develop<strong>in</strong>g<br />

nations, while niche concentrations <strong>in</strong> <strong>the</strong> <strong>apparel</strong> <strong>in</strong>dustry by o<strong>the</strong>r countries have been<br />

used as a comparative advantage aga<strong>in</strong>st Ch<strong>in</strong>a. For <strong>in</strong>stance, Cambodia has attempted to<br />

compete with Ch<strong>in</strong>a by hav<strong>in</strong>g <strong>the</strong>ir government commit to ensur<strong>in</strong>g socially responsible<br />

production (Rivoli, 2005). S<strong>in</strong>ce <strong>the</strong> complete phase-out <strong>of</strong> quotas, develop<strong>in</strong>g countries<br />

as well as developed countries have seen huge uncerta<strong>in</strong>ty <strong>in</strong> <strong>the</strong> future <strong>of</strong> <strong>the</strong> <strong>apparel</strong><br />

<strong>supply</strong> cha<strong>in</strong> (Sajhau, 2005). Many develop<strong>in</strong>g nations rely on <strong>the</strong> <strong>apparel</strong> manufactur<strong>in</strong>g<br />

<strong>in</strong>dustry to provide economic development and jobs to <strong>the</strong>ir citizens. Bangladesh, <strong>of</strong>ten<br />

noted as one <strong>of</strong> <strong>the</strong> losers aga<strong>in</strong>st <strong>the</strong> competition from Ch<strong>in</strong>a without quota restrictions,<br />

has required proactive measures on <strong>the</strong> part <strong>of</strong> <strong>the</strong>ir government and trade agreements to<br />

ma<strong>in</strong>ta<strong>in</strong> substantial volume and exports to <strong>the</strong> United States (Sajhau, 2005). “There is<br />

<strong>of</strong>ten a failure to <strong>the</strong>orize how economic performance and governance processes cause<br />

different governance mechanisms to develop, on <strong>the</strong> one hand, and how <strong>the</strong> relative<br />

<strong>in</strong>fluence <strong>of</strong> different governance mechanisms is determ<strong>in</strong>ed historically, on <strong>the</strong> o<strong>the</strong>r<br />

hand” (Campbell, Holl<strong>in</strong>gsworth, & L<strong>in</strong>dberg 1991, p. 8). Consistent studies note that <strong>in</strong><br />

times <strong>of</strong> economic difficulty, government has favored regulations on behalf <strong>of</strong> <strong>the</strong><br />

laborers, suppliers, customers and <strong>the</strong> public. Campbell, Holl<strong>in</strong>gsworth and L<strong>in</strong>dberg<br />

(1991) hypo<strong>the</strong>sized that producers were likely to be <strong>the</strong> sector that <strong>in</strong>itiated changes <strong>in</strong><br />

governance, but <strong>the</strong> important <strong>role</strong> played by <strong>sourc<strong>in</strong>g</strong> <strong>agents</strong> as one <strong>of</strong> <strong>the</strong> mechanisms<br />

<strong>of</strong> governance <strong>in</strong> <strong>global</strong> economic acceleration was not explicit <strong>in</strong> <strong>the</strong> hypo<strong>the</strong>sis.<br />

Producers <strong>in</strong> various nations have impacted mechanisms <strong>of</strong> governance through political<br />
