Chapter 4 – F<strong>in</strong>d<strong>in</strong>gs<br />

The research for this study consists <strong>of</strong> both quantitative data from OTEXA as well<br />

as qualitative data ga<strong>the</strong>red from <strong>in</strong>terviews with <strong>sourc<strong>in</strong>g</strong> <strong>agents</strong> and domestic<br />

operations managers from American <strong>apparel</strong> firms. This section presents <strong>the</strong> results from<br />

OTEXA first and <strong>the</strong>n discusses <strong>the</strong> results <strong>of</strong> <strong>the</strong> <strong>in</strong>terviews. The OTEXA data will<br />

provide <strong>in</strong>formation about import patterns for <strong>the</strong> United States from o<strong>the</strong>r regions <strong>of</strong> <strong>the</strong><br />

world. Then, this <strong>in</strong>formation can be used to support <strong>the</strong> objective <strong>of</strong> exam<strong>in</strong><strong>in</strong>g shift<strong>in</strong>g<br />

production patterns as well as build data for <strong>the</strong> <strong>in</strong>terviews with <strong>in</strong>dustry pr<strong>of</strong>essionals.<br />

Then, <strong>the</strong> <strong>in</strong>terviews will exam<strong>in</strong>e how <strong>in</strong>dustry pr<strong>of</strong>essionals view <strong>the</strong> <strong>role</strong> <strong>of</strong> <strong>sourc<strong>in</strong>g</strong><br />

<strong>agents</strong> <strong>in</strong> <strong>the</strong> <strong>global</strong> <strong>apparel</strong> <strong>supply</strong> cha<strong>in</strong>s. The <strong>in</strong>terviews will also exam<strong>in</strong>e why <strong>apparel</strong><br />

<strong>in</strong>dustry operations managers <strong>in</strong> <strong>the</strong> United States choose to use <strong>sourc<strong>in</strong>g</strong> <strong>agents</strong>.<br />

OTEXA Quantitative Data<br />

The purpose <strong>of</strong> analyz<strong>in</strong>g quantitative data orig<strong>in</strong>ally reported by OTEXA is to<br />

explore whe<strong>the</strong>r shifts <strong>in</strong> import volume have occurred over time. Quantitative data was<br />

retrieved from <strong>the</strong> Office <strong>of</strong> Textiles and Apparel, an <strong>of</strong>fice with<strong>in</strong> <strong>the</strong> International Trade<br />

Adm<strong>in</strong>istration, a division <strong>of</strong> <strong>the</strong> U.S. Department <strong>of</strong> Commerce. The data was analyzed<br />

to determ<strong>in</strong>e if shift<strong>in</strong>g production patterns exist by country over <strong>the</strong> last 10 years and if<br />

<strong>apparel</strong> production transitions over time to new dest<strong>in</strong>ations by product category.<br />

In order to compare <strong>the</strong> distribution <strong>of</strong> imports over four <strong>apparel</strong> product<br />

categories, <strong>the</strong> research method used <strong>in</strong> this study <strong>in</strong>cluded quantitative evaluation <strong>of</strong> raw<br />

data from <strong>the</strong> United States Department <strong>of</strong> Commerce, labeled by HTS code. HTS or<br />

harmonized tariff schedules are 8-10 digit codes used to determ<strong>in</strong>e classification <strong>of</strong> goods<br />
