what barriers are <strong>the</strong> most difficult to overcome <strong>in</strong> bridg<strong>in</strong>g <strong>the</strong> gaps between American<br />

<strong>apparel</strong> firms and <strong>of</strong>f shore factories, <strong>the</strong> current state <strong>of</strong> <strong>the</strong> <strong>apparel</strong> <strong>in</strong>dustry <strong>in</strong> terms <strong>of</strong><br />

competition, how <strong>sourc<strong>in</strong>g</strong> <strong>agents</strong> market <strong>the</strong>mselves to American firms, and what, if any,<br />

regulat<strong>in</strong>g bodies exist to <strong>of</strong>ficially govern <strong>the</strong> <strong>sourc<strong>in</strong>g</strong> agent sector <strong>of</strong> <strong>the</strong> <strong>global</strong> <strong>apparel</strong><br />

<strong>supply</strong> cha<strong>in</strong>.<br />

The <strong>in</strong>terviews were conducted at <strong>the</strong> participants’ convenience, <strong>of</strong>ten through<br />

email correspondence for <strong>in</strong>ternational dialogue, but also through phone <strong>in</strong>terviews for<br />

domestic <strong>sourc<strong>in</strong>g</strong> managers at <strong>apparel</strong> firms. Email communication <strong>of</strong>ten worked best<br />

when communicat<strong>in</strong>g with <strong>in</strong>dividuals that use English as a second language and allowed<br />

<strong>sourc<strong>in</strong>g</strong> <strong>agents</strong> more time to understand and <strong>the</strong>n respond to <strong>the</strong> questions without<br />

pressure <strong>of</strong> an <strong>in</strong>terviewer wait<strong>in</strong>g for an immediate response. Phone and email<br />

<strong>in</strong>terviews provided <strong>the</strong> benefit <strong>of</strong> <strong>in</strong>terview<strong>in</strong>g participants from diverse locations (Berg,<br />

2009). All <strong>in</strong>terviews were recorded with <strong>the</strong> permission <strong>of</strong> all <strong>in</strong>terviewees and<br />

participants were advised that <strong>the</strong>ir comments were to rema<strong>in</strong> anonymous. At <strong>the</strong><br />

conclusion <strong>of</strong> phone <strong>in</strong>terviews, <strong>the</strong> tape record<strong>in</strong>gs were fully transcribed for data<br />

analysis and cod<strong>in</strong>g.<br />

Because <strong>the</strong> operations managers hire <strong>sourc<strong>in</strong>g</strong> <strong>agents</strong> and see <strong>the</strong> <strong>global</strong> <strong>apparel</strong><br />

<strong>supply</strong> cha<strong>in</strong> from <strong>the</strong> perspective <strong>of</strong> a buyer ra<strong>the</strong>r than a facilitator, <strong>the</strong> questions for <strong>the</strong><br />

operations managers were different from those asked <strong>of</strong> <strong>sourc<strong>in</strong>g</strong> <strong>agents</strong>. Still, <strong>the</strong> overall<br />

objectives were <strong>the</strong> same for each group. A description <strong>of</strong> both semi-structured <strong>in</strong>terview<br />

questions is specified below. Follow<strong>in</strong>g each question is a notation <strong>of</strong> <strong>the</strong> correspond<strong>in</strong>g<br />

<strong>in</strong>terview objective. These questions were used as a guide, but <strong>in</strong>terviewees were<br />
