3.2.10 Bus standing facilities are therefore as important as bus stops for the smooth<br />
operation of the bus network in <strong>Barking</strong> Town Centre. The number of stands<br />
required is related to the amount and frequency of bus routes. Future growth in<br />
the town centre bus network may therefore require provision of additional bus<br />
standing facilities in the <strong>Station</strong> <strong>Masterplan</strong> area. The Council will work with<br />
Transport for London to decide where this provision should be best located during<br />
the lifetime of the SPD.<br />
Cars<br />
3.2.11 Limited provision will be made outside the station for pick up/drop off. A car club<br />
already operates in the town centre and developments will be expected to<br />
consider the provision of car club bays. Given the excellent accessibility of the<br />
area (PTAL 6) schemes also have the potential to be car-free. Electrical vehicle<br />
charging points should be provided, where viable, within any new or enhanced<br />
parking provision.<br />
Taxis<br />
3.2.<strong>12</strong> The proposals as part of the improvements to <strong>Barking</strong> <strong>Station</strong> Forecourt (BS2)<br />
include the relocation of the taxi lay-by to Wakering Road. Two bays will remain<br />
at the front of the station; these will also act as an accessible drop off point and<br />
loading bay. The re-provision of the majority of the taxi lay-by to Wakering Road<br />
will not only reduce pedestrian, vehicle conflict on <strong>Station</strong> Parade but will also<br />
provide a complimentary service to the proposed hotel development at site<br />
allocation BS5.<br />
<strong>Barking</strong> Town Centre Transport Model<br />
3.2.13 Transport for London and the Council have developed a transport model of the<br />
<strong>Barking</strong> Town Centre area. The VISSIM micro simulation traffic model is available<br />
to developers as a resource to test the transport impact of schemes proposed in<br />
the town centre area. The model will provide the Council with a consistent basis<br />
for assessing Transport Assessments and allow for a cumulative impact<br />
assessment approach. Transport for London (TfL) sub-regional models (highway<br />
and public transport) can also be utilised for testing the impact of large<br />
developments on the highway and public transport networks.<br />
