Fire Apparatus: Rescind Borrowing Authorization<br />
(<strong>Town</strong> Administrator)<br />
To see if the <strong>Town</strong> will vote to rescind the following amount <strong>of</strong> un-issued debt authorized<br />
for the following purpose:<br />

$400,000 April 15, 2008 Replace Engine 5<br />
(Article 9) Fire Pumper<br />
or otherwise act thereon.<br />
RECOMMENDATION: By a vote <strong>of</strong> 8-0-0 on September 24, 2009, The Finance<br />
Committee recommends FAVORABLE ACTION with regard to the subject <strong>of</strong><br />
Article 5 and that the <strong>Town</strong> vote to rescind the vote taken under Article 9 <strong>of</strong> the<br />
2008 Spring Annual <strong>Town</strong> Meeting on April 15, 2008 which appropriated $400,000<br />
for the purpose <strong>of</strong> replacing Engine 5 Fire Pumper.<br />
The purpose <strong>of</strong> this article is to rescind the April 15, 2008 TM borrowing authorization<br />
(which was specific to just a pumper apparatus) so that it can be re-authorized under<br />
Article 6 for an engine/pumper/ladder unit.<br />
During the review <strong>of</strong> this article it was noted:<br />
This action is being taken to be sure all procedures are in place to the satisfaction <strong>of</strong><br />
bond counsel.<br />
Although a borrowing authorization requires a two-thirds vote <strong>of</strong> <strong>Town</strong> Meeting, the<br />
rescinding requires only a simple majority.<br />
The Board <strong>of</strong> Selectmen voted 5-0-0 to recommend favorable action with respect to the<br />
subject matter <strong>of</strong> Article 5.<br />

Move that the <strong>Town</strong> vote to rescind the vote taken under Article 9 <strong>of</strong> the 2008<br />
Spring Annual <strong>Town</strong> Meeting on April 15, 2008 which appropriated $400,000 for<br />
the purpose <strong>of</strong> replacing Engine 5 Fire Pumper.
