Members <strong>of</strong> the public also had questions about the increase in population and<br />
how that will relate to parking demand (as retail sites may be used more<br />
intensively).<br />
Sustainability Commission on October 15, 20<strong>12</strong>. Staff reviewed the purpose<br />
statement as well as draft recommendations with the Sustainability<br />
Commission (Attachment H, Draft Minutes). The Sustainability Commission<br />
provided comments on the following:<br />

Goal <strong>of</strong> Parking Requirements - Parking requirements should reflect that<br />
<strong>Sunnyvale</strong> position itself at the forefront <strong>of</strong> environmental sustainability.<br />
Encourage Non-Vehicular Facilities - Rather than thinking <strong>of</strong> bicycle and<br />
pedestrian facilities as “adequate,” should think <strong>of</strong> them as “ample” to invite<br />
further use.<br />
Sustainability Commission Recommendations<br />
5-Year Review - Review the parking ordinance again in 5 years to see what<br />
further steps can be taken.<br />
o Staff agrees that it be beneficial to periodically review the parking<br />
requirements.<br />
Incentives - Create incentives for properties that provide more bicycle<br />
parking, car share spaces, parking lifts or electric car chargers.<br />
o Staff is recommends that 3% <strong>of</strong> vehicle spaces may be substituted<br />
with installation <strong>of</strong> employee showers and locker rooms.<br />
o Based on this discussion, staff also recommends a requirement for<br />
pre-wiring <strong>of</strong> electric car chargers for 3% <strong>of</strong> total vehicle spaces for<br />
<strong>of</strong>fice, R&D and manufacturing uses.<br />
Minimum Parking Spaces - Consider moving away from mandated minimum<br />
parking spaces. Minimums should be lowered if there are alternative<br />
transportation modes.<br />
o Staff notes the Planning Commission comment that it is premature to<br />
reduce parking rates in areas not well served by transit<br />
A member <strong>of</strong> the public mentioned that current facilities for bicycle parking<br />
along El Camino Real are insufficient.<br />
Bicycle and Pedestrian Advisory Commission (BPAC) on October 18, 20<strong>12</strong>.<br />
Staff reviewed the purpose statement as well as draft recommendations on<br />
bicycle parking and the draft design guidelines with the Committee<br />
