II SPECIFIC REQUIREMENTS<br />
A. PROJECT COORDINATION<br />
INCLUDED HEREUNDER ARE THE MAJOR TASKS AND SERVICES WHICH SHALL BE<br />
PROVIDED BY THE CONSULTANT FOR THE PROJECT BRIDGE(S) AND BE PERFORMED<br />
DURING PRELIMINARY DESIGN AND FINAL DESIGN:<br />
1. The Consultant shall assemble and review all record data for the project. The Consultant shall<br />
conduct formal interviews with all <strong>gov</strong>ernmental and non-<strong>gov</strong>ernmental personnel, as directed by<br />
the Commissioner and as required for the efficient and thorough completion <strong>of</strong> the project, in order<br />
to ascertain all existing concerns, issues, problems and programs directly related to the project.<br />
The Consultant shall fully coordinate all activities under the project with all Federal/State/City<br />
Agencies, public/private utilities or organized groups which, in the opinion <strong>of</strong> the Commissioner and/<br />
or the Consultant, are necessary for the development <strong>of</strong> a fully coordinated Project. The Consultant<br />
shall assemble and review all available reports, designs, surveys, maps, plans, documents,<br />
maintenance records, traffic counts, alignment maps, as-built drawings, construction photographs<br />
and accident records related to the bridge, including the latest <strong>NYC</strong>DOT and NYSDOT Bridge<br />
Inspection and Condition Reports, and Bridge Inventory Listing, from the Department as required<br />
during the course <strong>of</strong> this contract. Requirements <strong>of</strong> private and public utilities shall be requested by<br />
the Consultant at the onset <strong>of</strong> the project so that they may be received in time for incorporation into<br />
the Draft Bridge <strong>Rehabilitation</strong> Project Report (BRPR).<br />
2. The Consultant shall submit, for approval, the names and experience portfolios <strong>of</strong> all key persons,<br />
subcontractors, and subconsultants proposed for use in connection with the Project prior to start <strong>of</strong><br />
work (including Project Manager, Project Engineer and key designers). Members <strong>of</strong> Consultant’s<br />
staff who perform any work pursuant to this contract shall meet the following criteria in conformance<br />
with the New York State Engineering Licensure Statute. All Engineering positions shall be staffed<br />
by Engineers as described below. No technician/technologist can fill an Engineering position;<br />
however an Engineer may fill any technician/technologist position.<br />
In accordance with the American Society <strong>of</strong> Civil Engineers (ASCE) guidelines, ASCE titles are to<br />
be used for Engineers who have graduated from an Accreditation Board for Engineering and<br />
Technology (ABET) recognized engineering program. ASCE defines nine (9) Engineering grades,<br />
i.e. ASCE I/II through ASCE IX. ASCE IV and above requires a New York State Pr<strong>of</strong>essional<br />
Engineer (PE) license. ASCE grades are applicable to all Engineering disciplines.<br />
The National Institute for Certification in Engineering Technologies (NICET) titles are allowed but<br />
cannot substitute ASCE titles. However, ASCE titles may replace NICET titles. NICET titles (i.e.<br />
NICET I, II, III, IV) were developed to certify various levels <strong>of</strong> technical competence. The role <strong>of</strong><br />
NICET certified technicians and technologists is to assist engineers in discharging their<br />
responsibilities.<br />
Any violation <strong>of</strong> the above requirements may result in disqualification and removal <strong>of</strong> the Consultant<br />
from the project. In addition, sanctions may be imposed by the New York State Pr<strong>of</strong>essional<br />
Engineering Licensure Board. Violation <strong>of</strong> the Engineering Licensure Law is a serious <strong>of</strong>fense and<br />
carries maximum penalty <strong>of</strong> four (4) years <strong>of</strong> jail time.<br />
Sufficient staffing shall be provided to complete the work on schedule. Emphasis shall be placed<br />
on the Consultant's performance evaluations with respect to scheduled timely submissions.<br />
Evaluations will be used in selection <strong>of</strong> Consultants for future work.<br />
