C. FINAL DESIGN<br />
INCLUDED HEREUNDER ARE THE MAJOR TASKS AND SERVICES WHICH SHALL BE<br />
PROVIDED BY THE CONSULTANT FOR THE PROJECT BRIDGE(S) AND BE PERFORMED AS<br />
PART OF FINAL DESIGN:<br />
1. PREPARATION OF ADVANCED PLANS (includes plans, specification books,special specifications,<br />
and itemized estimates).<br />
a. The Final Design Scope <strong>of</strong> Work shall be defined as shown on the Approved Preliminary Plans<br />
and shall include the following requirements:<br />
1) The elimination (or improvement, at a minimum) <strong>of</strong> all Substandard Features (including stopping<br />
sight distances).<br />
2) The bridge project(s) should coordinate, as necessary, with any adjacent public/private agency<br />
projects currently anticipated regardless <strong>of</strong> the scheduled construction fiscal years, as<br />
concurred by <strong>NYC</strong>DOT.<br />
3) The incorporation <strong>of</strong> all work proposed by private parties and public agencies (utilities, railroads,<br />
etc.) and as concurred by the <strong>NYC</strong>DOT.<br />
b. Deficient Conditions<br />
All deficient conditions noted in the BRPR, and any commented on by the <strong>NYC</strong>DOT during the<br />
course <strong>of</strong> the Preliminary Design, shall be addressed in the Final Design to the satisfaction <strong>of</strong><br />
the <strong>NYC</strong>DOT and in compliance with standard design requirements.<br />
c. Field Re-Inspection and Survey as Required:<br />
The Consultant shall re-inspect the structure in order to update repair details (due to possible<br />
further deterioration); to document any additional interim repairs which were made to the<br />
structure; to obtain any information needed to calculate the final load ratings; and/or to obtain<br />
information to facilitate the maintenance and protection <strong>of</strong> traffic scheme. These re-inspection<br />
updates may be required up until the approval <strong>of</strong> the PS&E submission depending on the<br />
condition <strong>of</strong> the bridge(s) involved. The Consultant shall submit a re-inspection report (including<br />
photographs) to the Department. The Consultant shall provide any additional survey data<br />
required during the course <strong>of</strong> Final Design. In addition, the Consultant is required to re-survey<br />
the vertical and horizontal clearances for bridges over railroads. All surveying shall be<br />
performed by a New York State Licensed Land Surveyor. The Consultant shall perform his<br />
inspection and field survey in accordance with the applicable requirements <strong>of</strong> Preliminary<br />
Design; including the requirements pertaining to Flagged Conditions.<br />
d. Uniform Land Use Procedure (ULURP):<br />
If it is determined that a ULURP is required for the purpose <strong>of</strong> legal grade changes, the<br />
Consultant shall immediately initiate the required ULURP and shall perform all associated tasks<br />
as per the requirements included under the Specific Requirements Preliminary Design, Section<br />
II (B)(3)(f), subsections 1 through 5 <strong>of</strong> the Contract. (Contingency money for this work provided<br />
