Kunming: vehicle environmental labeling management system (Feb.19, <strong>2008</strong>)<br />
The Kunming vehicle emission pollution prevention regulation (draft) was discussed in a<br />
recent meeting. It is revealed that Kunming was planning to adopt environmental labeling<br />
management system. Restrictions will be applied to vehicles without environmental<br />
labeling or those with high-emission. It is predicted that the environmental labeling system<br />
will ease transport congestion, alleviate local air pollution.<br />

New goal on energy consumption per unit transport (Feb.19, <strong>2008</strong>)<br />
The Ministry of Transportation recently released a new indicator of energy intensity, i.e.<br />
the energy consumption per unit transport. It required that land usage area for unit<br />
transporting circulation will decrease by 10%, emission per unit circulation should<br />
decrease by 30%, comparing to that of 2005.<br />

Shenyang vehicle waste gas emission administrative method (Feb.21, <strong>2008</strong>)<br />
Shenyang has released the new vehicle waste gas emission administrative method.<br />
According to the new method, all the vehicle in inside areas of Shenyang, except motors<br />
and agricultural vehicles, should follow the classified category management system,<br />
comprised of green and yellow color.<br />

Tianjin: switching from oil to gas will be awarded (Feb.22, <strong>2008</strong>)<br />
Tianjin Gas Group has released a special incentive measure to encourage vehicle<br />
emission reduction, and improve urban air environment. A reward of 2000 RMB will be<br />
given to the first 1000 taxies, switching from oil to gas and consuming gas for about 3600<br />
cu.m. consecutively.<br />

Jinan adopted comprehensive measures to curb black smoke of buses (Feb.22, <strong>2008</strong>)<br />
Black smoke has been an old topic for many Chinese cities, with the same condition in<br />
Jinan. Jinnan government decided to adopt comprehensive measures to ease this<br />
problem, including checking the exact number of buses, accelerating phasing out of old<br />
and low-efficient buses, enhancing bus inspection and supervision work, and<br />
strengthening legal punishment to unqualified bus related activities.<br />
