GOVERNANCE OF THE DEMOCRATIC REPUBLIC OF TIMOR-LESTE - ACCOUNTABILITY MECHANISM OF KEY INSTITUTIONS<br />

Decided by the Prime-Minister<br />

MAIN MANDATE / COMPETENCIES<br />

“It is incumbent upon the Ministry of Education:<br />

a) Develop planning measures and draft legislation and regulations necessary for the<br />

continuation of the policies for its areas of responsibility;<br />

b) supporting the use of the Official Languages in the system of Education, as defined by<br />

the Framework Law on Education as a condition of development of the entire education<br />

system;<br />

c) Ensure accreditation, development and administration of a network of Preschool<br />

Education, pursuant to the Framework Law on Education, which allows the preparation<br />

of children for successful integration in the system of basic education;<br />

d) Ensure, accredit and administer based on criteria of quality and legality, a system of<br />

universal, compulsory and free primary education;<br />

e) Accredit, develop and administer a system of general secondary education<br />

nationwide, and consolidate and extend a system of secondary technical-vocational,<br />

educational policy as a measure of great importance to the training of middle managers<br />

serving the needs of country's economic development;<br />

f) Develop and implement the curriculum of various degrees of education and training<br />

and develop more effective teaching methods for school success;<br />

g) To plan, develop, coordinate and accredit the training of higher level in the country<br />

and abroad, based on the principle of equity and developed through the educational<br />

systems of the University, Polytechnic and Post-Secondary;<br />

h) Regulating mechanisms for equivalence of academics degrees;<br />

i) Develop policies to promote postgraduate training and scientific research in order to<br />

contribute to the social, economic and technological development of the country;<br />

j) Ensure the training of teachers;<br />

k) To ensure, through cooperation with other departments and government<br />

partnerships or agreements with private sector entities and cooperative, the<br />

development of a network of technical and vocational training that responds to current<br />

and future needs of the country on skilled human resources;<br />

l) To develop the mechanisms necessary for the proper administration and management<br />

of teaching staff and other staff of the education sector;<br />

m) Promote a policy of recurrent education, ensuring the eradication of illiteracy, the<br />

development of literacy, of special and inclusive education;<br />

n) To promote the gradual and sustained release of new information technologies and<br />

communication in the functioning of administrative services, schools and in the<br />

methodologies and education and training processes;<br />

o) To ensure a flexible and efficient development and maintenance of infrastructure of<br />

education, to ensure a network of public offering of education and training nationwide;<br />

p) To implement a system of inspection of education services to ensure the principle of<br />

legality, the implementation of development policies for the schools and the<br />

implementation of curricular and pedagogic approaches;<br />

q)To provide for the conservation, protection, and enhancement of heritage and diverse<br />

cultural history of Timor-Leste, including its architectural heritage, ethnographic,<br />

linguistic, literary, crafts, customs and traditions and arts in general;<br />

r) To promote, support and disseminate a language policy that would strengthen<br />

national unity and identity through the promotion of the Timorese linguistic diversity<br />
