c) To represent the Government and the Council of Ministers in their relations with the<br />

President of the Republic and the National Parliament;<br />

3. In his quality as head of Government, the Prime Minister has the power to issue instructions<br />

to any member of Government and to make decisions on matters included in the areas of<br />

responsibility of any Ministry or Secretariat of State, as well as to create permanent or<br />

temporary committees or workgroups for any matters under the Government’s purview.<br />

4. The Prime Minister also has powers regarding the services, bodies and activities under the<br />

Presidency of the Council of Ministers that are not the responsibility of the other members of<br />

Government that are part of it.”<br />
