IX. To develop mechanisms of support to the commercialisation of national food<br />

and agriculture products to inject dynamism into the markets;<br />

X. To ensure the implementation of regional and rural markets and to establish<br />

programs of support to the development of local activities;<br />

XI. To set up mechanisms for collaborating and coordinating with other<br />

governmental bodies responsible for related areas.<br />

f) To propose and execute policies, legislation and programs to promote private<br />

investment, with the responsibility of;<br />

I. To develop programs and mechanism to increase private investment;<br />

II. To promote the realisation of state partnership and private investors;<br />

III. To propose policies, legislations and programs to promote access of capital<br />

funding, especially to micro, small and medium enterprises;<br />

IV. To promote and incentive the direct foreign investment, through the<br />

establishment of industrial areas and other measures to facilitate the private<br />

investment;<br />

V. To set up mechanisms for collaborating and coordinating with other<br />

governmental bodies responsible for related areas.<br />

g) To propose policies, legislation and programs to protect the environment, to<br />

accompany it’s execution and evaluation in order to protect environment and to<br />

promote sustainable economy, with the responsibility of:<br />

I. To develop the environmental policy and monitor the execution and assessment<br />

of the results achieved;<br />

II. To effect a strategic, environmental assessment of plans and programmes and<br />

coordinate the environmental impact assessment of nationwide projects,<br />

including public consultation procedures; To assure adoption and inspection<br />

measures to prevent and to control of pollution;<br />

III. To ensure the protection and conservation of the environment and biodiversity,<br />

overseeing the implementation of the policy and monitoring activities that are<br />

harmful to the integrity of the National Fauna and Flora, in conjunction with the<br />

concerned entities;<br />

IV. To represent the State in organisms and international committees for discussion<br />

and adherence to conventions and internationals agreements and ensure its<br />

implementation and applicability.<br />
