pickup request. With the additi<strong>on</strong> this year of new ZIP Codes served,<br />
free Carrier Pickup is now available to virtually all U.S. addresses.<br />
This c<strong>on</strong>venient service c<strong>on</strong>tinues to grow, with 6.5 percent more<br />
packages picked up this year.<br />
The <strong>Postal</strong> Service also offers Pickup On Demand service in<br />
which the customer’s prepaid packages are scheduled for pickup<br />
at particular time, for a fee, in c<strong>on</strong>trast to Carrier Pickup, where<br />
outgoing mail and packages are picked up at the same time that<br />
mail is delivered. New this year is a no-fee Pickup On Demand<br />
service for customers who have an agreement and, <strong>on</strong> a recurring<br />
basis, have at least seven qualifying parcels for pickup.<br />
Global Business<br />
The <strong>Postal</strong> Service maintained a str<strong>on</strong>g presence in the internati<strong>on</strong>al<br />
shipping and mailing markets with dedicated operati<strong>on</strong>s, active<br />
participati<strong>on</strong> in the Universal <strong>Postal</strong> Uni<strong>on</strong> (UPU), and <strong>on</strong>going<br />
support of overseas military mail operati<strong>on</strong>s and customs.<br />
Operati<strong>on</strong>s<br />
The <strong>Postal</strong> Services Internati<strong>on</strong>al Service Centers (ISCs) distribute<br />
and dispatch internati<strong>on</strong>al mail to specific foreign countries or<br />
gateway exchange offices. ISCs are located in New York, Miami,<br />
Chicago, Los Angeles, and San Francisco, and each has been<br />
recognized with an Internati<strong>on</strong>al Post Corporati<strong>on</strong> (IPC) Certificate<br />
of Excellence award for global leadership in mail processing. This<br />
award, based <strong>on</strong> a global standard for excellence, entails a m<strong>on</strong>thsl<strong>on</strong>g<br />
process that includes an operati<strong>on</strong>al survey and an extensive<br />
certificati<strong>on</strong> process. The IPC is an associati<strong>on</strong> of 24 postal operators<br />
in Europe, North America, and the Asia-Pacific regi<strong>on</strong>. IPC provides<br />
its members with systems and programs that ensure efficient and<br />
<strong>com</strong>petitive delivery of internati<strong>on</strong>al mail.<br />
Universal <strong>Postal</strong> Uni<strong>on</strong><br />
The <strong>Postal</strong> Service c<strong>on</strong>tinued its leadership role in activities during<br />
the Council of Administrati<strong>on</strong> (CA) and <strong>Postal</strong> Operati<strong>on</strong>s Council<br />
sessi<strong>on</strong>s in fall of 2009 and spring of <str<strong>on</strong>g>2010</str<strong>on</strong>g>. At the fall sessi<strong>on</strong>, the<br />
<strong>Postal</strong> Service participated in several groups to advance development<br />
of electr<strong>on</strong>ic tools, procedures, and standards to enhance the<br />
exchange of internati<strong>on</strong>al mail and parcels, with particular focus <strong>on</strong><br />
customs, tracking, and automated account settlement. The CA also<br />
c<strong>on</strong>sidered a presentati<strong>on</strong> by the <strong>Postal</strong> Service <strong>on</strong> the operati<strong>on</strong>al<br />
and accounting challenges posed by Extraterritorial Offices<br />
of Exchange.<br />
In the spring sessi<strong>on</strong>, the <strong>Postal</strong> Operati<strong>on</strong>s Council decided <strong>on</strong><br />
several issues relevant to the <strong>Postal</strong> Service, including improved<br />
payment for open transit and missent items, a postal air waybill<br />
to be used by airlines to track postal shipments, and a Domain<br />
Management Policy for use of the “.post” Internet domain name. As<br />
a follow up to discussi<strong>on</strong>s <strong>on</strong> the financial crisis held last year, the<br />
UPU hosted an internati<strong>on</strong>al panel <strong>on</strong> postal strategies to resp<strong>on</strong>d to<br />
the crisis. The discussi<strong>on</strong> featured a number of executives, including<br />
the postmaster general who participated by videoc<strong>on</strong>ference. The<br />
UPU C<strong>on</strong>sultative Committee hosted the first Global Addressing<br />
Summit, featuring a diverse group of speakers who discussed<br />
developments in the addressing arena.<br />
In late September <str<strong>on</strong>g>2010</str<strong>on</strong>g>, the <strong>Postal</strong> Service participated in the UPU<br />
Strategy C<strong>on</strong>ference in Nairobi, Kenya. This c<strong>on</strong>ference focused<br />
<strong>on</strong> the need for diversificati<strong>on</strong> in the postal sector and highlighted<br />
opportunities in e-<strong>com</strong>merce, e-government, and financial services.<br />
<strong>Postal</strong> Service, eBay GC, and China Post<br />
Collaborati<strong>on</strong><br />
The <strong>Postal</strong> Service entered into a collaborative service and marketing<br />
agreement with eBay Greater China & Southeast Asia (eBay GC) and<br />
China Post Express & Logistics Corporati<strong>on</strong>. The agreement creates<br />
a simplified shipping platform for tracking lightweight goods that U.S.<br />
c<strong>on</strong>sumers order from eBay sellers in China. It features co-branded<br />
data-rich shipping labels that use barcode technology readable by<br />
both posts.<br />
Military Mail<br />
The <strong>Postal</strong> Service is <strong>com</strong>mitted to providing c<strong>on</strong>sistent, high quality<br />
service to American service men and women stati<strong>on</strong>ed overseas.<br />
In partnership with the Department of Defense, the <strong>Postal</strong> Service<br />
uses its internati<strong>on</strong>al distributi<strong>on</strong> and transportati<strong>on</strong> services to<br />
provide service to APOs (Army Post Offices, for Army and Air Force<br />
pers<strong>on</strong>nel) and FPOs (Fleet Post Offices, for Navy and Marine Corps<br />
pers<strong>on</strong>nel). Military Mail is an extensi<strong>on</strong> of domestic service and<br />
