As a labor-intensive business, the <strong>Postal</strong> Service c<strong>on</strong>tinually seeks to<br />
balance its human resources in order to provide c<strong>on</strong>sistent highquality<br />
service to its customers as efficiently as possible. It achieves<br />
this through c<strong>on</strong>tinuous workforce planning to optimize the mix of<br />
employees, by recruiting a highly-qualified workforce, by providing<br />
<strong>com</strong>petitive <strong>com</strong>pensati<strong>on</strong> and benefits, and by offering effective<br />
job-based training and career development.<br />
Complement Management<br />
Maintaining efficient staffing levels and an optimal mix of career<br />
and n<strong>on</strong>-career employees is essential to achieve reliable service<br />
and financial stability. <str<strong>on</strong>g>2010</str<strong>on</strong>g> saw a c<strong>on</strong>tinued decline in mail volume<br />
due to the effects of a lingering recessi<strong>on</strong> and declines in customer<br />
use of mail due to technology. The <strong>Postal</strong> Service c<strong>on</strong>tinued to take<br />
aggressive acti<strong>on</strong>s to reduce employee <strong>com</strong>plement in line with the<br />
reduced workload. Acti<strong>on</strong>s included adjusting total <strong>com</strong>plement,<br />
the employee category mix, and the locati<strong>on</strong>s to which employees<br />
are assigned.<br />

Employee Complement Statistics<br />
In <str<strong>on</strong>g>2010</str<strong>on</strong>g>, total <strong>com</strong>plement decreased by 40,395 employees, with<br />
career <strong>com</strong>plement decreasing by 39,220. At the end of the year<br />
there were 671,687 employees <strong>on</strong> the rolls, of whom 583,908 were<br />
career — the smallest career <strong>com</strong>plement in 10 years. The <strong>Postal</strong><br />
Service has eliminated over 200,000 positi<strong>on</strong>s through attriti<strong>on</strong> or<br />
retirement in the last 10 years, half of those since 2007.<br />
Realignments/Reducti<strong>on</strong>s in Force<br />
Processes begun in 2009 to restructure the Sales organizati<strong>on</strong> and<br />
close the New York Metro area office were <strong>com</strong>pleted early in the<br />
year. Realignments and reducti<strong>on</strong> in force (RIF) avoidance processes<br />
took place for Stamp Distributi<strong>on</strong> and Material Management, District<br />
Purchasing, District Financial C<strong>on</strong>trol and Support, and Distributi<strong>on</strong><br />
Networks Operati<strong>on</strong>s Transportati<strong>on</strong> C<strong>on</strong>tracting. To minimize the<br />
impact to affected employees, RIF avoidance strategies, including<br />
limited area of c<strong>on</strong>siderati<strong>on</strong> postings for available positi<strong>on</strong>s, salary<br />
protecti<strong>on</strong>, and voluntary early retirement, were implemented.<br />
Other localized realignments and RIFs took place throughout<br />
the country as a result of facility c<strong>on</strong>solidati<strong>on</strong>s. Bargaining unit<br />
employees impacted by such changes were reassigned according to<br />
c<strong>on</strong>tractual agreements.<br />
