Performance is tracked using methodology required by the<br />
Occupati<strong>on</strong>al Safety and Health Administrati<strong>on</strong> (OSHA). It measures<br />
the number of injuries and illnesses that occur per 100 employees.<br />

The <str<strong>on</strong>g>2010</str<strong>on</strong>g> safety record c<strong>on</strong>tinues its trend of annual improvements.<br />
The frequency rate of 5.49 is a 2.35 percent improvement over<br />
last year, equating to 2,876 fewer employee injuries and illnesses.<br />
This performance is the result of a l<strong>on</strong>gstanding <strong>com</strong>mitment to<br />
safety improvement, and variety of practical initiatives to increase<br />
awareness as detailed earlier in the <str<strong>on</strong>g>Comprehensive</str<strong>on</strong>g> <str<strong>on</strong>g>Statement</str<strong>on</strong>g>.<br />
The 2011 goal is a rate of 5.39. It will be reached by using new<br />
and existing tools to focus <strong>on</strong> preventi<strong>on</strong>, <strong>com</strong>municati<strong>on</strong>, and<br />
engagement jointly with employees, uni<strong>on</strong>s, and OSHA.<br />
VOICE OF THE EMPLOYEE<br />
The <strong>Postal</strong> Service tracks employee engagement using an index<br />
developed from its Voice of the Employee (VOE) survey, <strong>on</strong>e of the<br />
largest employee surveys in the nati<strong>on</strong>. Every employee receives<br />
an annual survey and is encouraged to participate. The VOE survey<br />
index questi<strong>on</strong>s changed this year to shift focus from c<strong>on</strong>diti<strong>on</strong>s<br />
of the work place to employee engagement. The VOE survey<br />
incorporates best practices in employee engagement research and<br />
focuses <strong>on</strong> items that can be addressed at the local level.<br />

The <str<strong>on</strong>g>2010</str<strong>on</strong>g> score of 62.3 was short of the target and 1.3 points below<br />
the 2009 baseline of 63.6 for the new survey index. However, the<br />
score also indicates that most employees remain positive despite<br />
workplace changes, <strong>com</strong>plement reducti<strong>on</strong>s, and reassignments<br />
necessitated by c<strong>on</strong>tinuing mail volume declines. Improvements<br />
were seen in the critical area of an improved understanding of postal<br />
strategies. For 2011, the target has been increased to 64.5.<br />
Employee Engagement Measurement System<br />
Details<br />
Safety. Performance is tracked using methodology required by the<br />
Occupati<strong>on</strong>al Safety and Health Administrati<strong>on</strong> (OSHA). It measures<br />
the number of injuries and illnesses that occur per 200,000 hours,<br />
a standard basis for calculating incidence rates. Most employees<br />
transport, distribute, and handle mail, which involves physical labor<br />
and c<strong>on</strong>stant, often repetitive moti<strong>on</strong> and lifting. Many are exposed<br />
to adverse weather in the normal course of their duties, as well<br />
as traffic and other hazards such as dog bites. Safety is a critical<br />
issue which also carries significant cost and service implicati<strong>on</strong>s.<br />
Work-related injuries have been reduced by almost 50 percent in the<br />
last 10 years. This result is the product of c<strong>on</strong>tinuous vigilance and a<br />
disciplined approach to identify and eliminate potential hazards and<br />
unsafe behavior.<br />
Voice of the Employee (VOE). The survey is an important<br />
diagnostic of how well the <strong>Postal</strong> Service engages employees in the<br />
organizati<strong>on</strong>’s missi<strong>on</strong>. Each quarter, <strong>on</strong>e-fourth of career employees<br />
receive a survey package at their work locati<strong>on</strong>. Participati<strong>on</strong> is<br />
voluntary. Employees are given time <strong>on</strong> the clock to <strong>com</strong>plete the<br />
surveys, which are mailed to an independent c<strong>on</strong>tractor for analysis<br />
and report preparati<strong>on</strong>. The performance indicator is an index<br />
c<strong>on</strong>sisting of survey questi<strong>on</strong>s and statements relating to employee<br />
engagement. The index score is the average of favorable employee<br />
resp<strong>on</strong>ses to the following questi<strong>on</strong>s/statements:<br />
