also improved. As the accumulated losses of the State<br />
Transport Undertakings (STUs) are still very high, it is<br />
necessary to address this issue in a comprehensive way. This<br />
Government has decided to constitute a High Level<br />
Expert Committee to suggest measures to improve the<br />
operational efficiency of various STUs.<br />
Shouldering the Burden<br />
83. The unpleasant legacy of unbearable financial<br />
losses of STUs was reversed by this Government by an<br />
unavoidable fare revision. Unfortunately, the frequent hikes in<br />
diesel price and the unjust and regressive dual pricing policy of<br />
the Central Government on diesel have plunged the finances<br />
of STUs back into a crisis. This Government had provided<br />
Rs.200 crores during 2012-<strong>2013</strong> to absorb the additional fuel<br />
costs of STUs without passing the burden to the common man.<br />
To compensate the STUs for these additional fuel costs, a sum<br />
of Rs.500 crores has been provided in the Budget Estimates<br />
<strong>2013</strong>-20<strong>14</strong>.<br />
Integrated Urban Transport System<br />
84. Rapid urbanisation increases the need for a<br />
better, faster and more efficient transport system. Effective<br />
urban planning requires a combination of different modes of<br />
transport like buses, sub-urban trains, metro rail, mono rail<br />
and also new innovative systems like the Bus Rapid Transport<br />
System. During <strong>2013</strong>-20<strong>14</strong>, a study on the Multi Modal<br />
