BAE SYSTEMS PLC ROF BISHOPTON Traffic Management Plan 24 th October 2010 height only, is available via the A737, B789 and B790 through Houston. The B789 includes sections of 5.5 metre carriageway and all reasonable endeavours will be used to ensure that measures are taken to minimise disruption to the general public using the Low Bridge Avoidance Route. Movement of vehicles on the Low Bridge Avoidance Route will be planned in advance as far as is reasonably practicable by BAE Systems and its contractors and agreed with the Council as necessary including the temporary closure of all or part of the Low Bridge Avoidance Route. This route transits a residential area and movements of extraordinary loads is restricted and should be planned to transit Houston outside of the following hours Mon – Friday 8am to 10am Mon – Friday 2pm to 7pm Saturday 8am to 7pm Sunday 8am to 7pm And in all cases 11pm to 6am A route plan is incorporated in appendix H as the low bridge avoidance route. All loads within the limits of the B790 height restriction must use the default route via the A726. These routes will be incorporated in contract documentation and will form the basis of a Vehicle Route Planning Agreement between BAE Systems Plc and Renfrewshire Council. A secondary access is available for the Northern Access Road Site only via Junction 31 of the M8 via the A8. All traffic with this destination must use this route. Emergency Services will use whichever route is deemed suitable and are not excluded from Houston or Bishopton at any time A diagram showing these primary routes is included in Appendix H. BAE Systems have entered into a maintenance agreement with Renfrewshire Council to specifically address Condition 09/0456/PP No14. This seeks to mitigate any perceived difficulties around surveying, investigation and apportionment of extraordinarly road maintenance issues arising from the development works. A copy of this agreement is contained within appendix I 5.4 Monitoring & Enforcement Signage will be placed around Bishopton Village with contact numbers (incl. a general freephone enquiry line) advising concerned members of the public to report any heavy construction vehicle (Class C and above) sighted within the Bishopton Village exclusion zone. 5.5 Signage BAE SYSTEMS PLC ROF BISHOPTON Traffic Management Plan 24 th October 2010 Establish the vehicle is associated with the ROF Bishopton Development Establish the reasons behind entry into the Bishopton Village exclusion Zone (limited Section 75 works are required within Bishopton) Issue a written warning to the main contractor responsible In the event of a recurrence, BAE will direct Contract Administrators to impose penalties on contractors. Upon receipt of any valid complaint or observation BAE Systems Plc will take action against contractors not following the Traffic Management Plan requirements. The provisions of the Traffic Management Plan are a contractual requirement and failure to observe the arrangements in place will incur penalties. All deliveries of major plant and equipment and off / on site transit of materials will require to be booked in advance with the logistics contractor via an “ebooking” system which will not only facilitate effective management of deliveries within defined slots and thus avoiding congestion at gates, it will provide an auditable system to record registration numbers of vehicles for comparison to sighting records in Bishopton Village. A scheme of directional signage is required to direct vehicles leaving the trunk road network to the appropriate access point. Private signage is not permitted on the Trunk Road Network by statutory instrument and signage can only be provided on the local road networks with the approval of the relevant local authority. The signage scheme will require statutory approvals and expertise and it is our intention to appoint a Traffic Management Operator to provide directional signage across the local road networks as well as additional warning and safety signage around junctions and at access points to the development works together with provision and maintenance of internal site signage to manage internal traffic and pedestrian segregation. 5.6 Communication and Complaints There is a communication strategy, which has been provided to Renfrewshire Council in the discharge of condition 09/0527/PP/34 in relation to the Remediation and Bulk Earthworks of the former ROF site at Bishopton. This Communication Strategy provides a framework within which all written and verbal communication is expected to follow to maintain the most effective means of delivering and receiving information to and from the respective stakeholders to the project. As the majority of communication from the local communities and the public are expected to be via a range of methods (E-mail, telephone, internet and postal) BAE Systems intend to establish and maintain a variety of mediums including: GARDINER & THEOBALD LLP 16
