1 INTRODUCTION TO THE PRE-APPLICATION (PAC) REPORT<br />

1.1 INTRODUCTION<br />

This pre-application consultation (PAC) report has been prepared by Natural<br />

Capital Ltd to explain the consultation process that has been undertaken to inform<br />

the proposals for the development of a 19 turbine <strong>Moorhouse</strong> <strong>Farmers</strong> <strong>Windfarm</strong><br />

near Eaglesham, Scotland.<br />

The proposals are being taken forward by Coriolis Energy LLP 1 on behalf of Falck<br />

Renewables 2 .<br />

This PAC will be submitted to East <strong>Renfrewshire</strong> <strong>Council</strong> (ERC) at the same time<br />

as the planning application and Environmental Statement (ES) for the proposals.<br />

1.2 PAC CONTEXT<br />

Effective management of stakeholder expectations and of the consultation process<br />

is of prime importance to the successful progression and delivery of any<br />

development proposals.<br />

The importance of successful consultation has been recently strengthened with<br />

the Planning etc. (Scotland) Act 2006 3 and related legislation and by the<br />

publication of best practice guidance set out in PAN 81: Community Engagement 4<br />

and other relevant guidance documents.<br />

Statutory requirements for PAC are set out in the Town and Country Planning<br />

(Development Management Procedure (Scotland) Regulations 2008 and the<br />

relevant provisions of the Town and Country Planning (Scotland) Act 1997 as<br />

amended by the Planning etc. (Scotland) Act 2006. Scottish Government (2009)<br />

Scottish Planning Series Circular 4 2009: Development Management<br />

Procedures offers further guidance on PAC procedures.<br />

The purpose of PAC is to ensure communities can comment on proposals early on<br />

in the planning process. This will improve applications, help ensure negative<br />

impacts are mitigated where feasible and help address misunderstandings.<br />

All national and major developments require PAC between developers and<br />

communities. These categories are defined in the Town and Country Planning<br />

(Hierarchy of Developments) (Scotland) Regulations 2009. A major development<br />

includes ‘Electricity Generation: construction of an electricity generating station -<br />

the capacity of the generating station is or exceeds 20 megawatts’.<br />

The proposed <strong>Moorhouse</strong> <strong>Farmers</strong> <strong>Windfarm</strong> has an approximate 47.5 Megawatt<br />

(MW) capacity which means it is classed within the ‘major’ category and is<br />

therefore subject to PAC.<br />

1.3 PURPOSE OF THE PAC REPORT<br />

The purpose of the PAC Report is:<br />

to outline the PAC process which has taken place on this project;<br />

to demonstrate who has been consulted;<br />

to set out what information was gained from consultees during PAC and how<br />

this was responded to; and<br />

to identify how the proposals have changed in light of PAC.<br />

The layout and information provided in this report follows the guidance set out by<br />

ERC 5 on what the PAC Report should contain. This information is included in<br />

Table 1.1.<br />

2 PAC ACTIVITIES<br />

2.1 INTRODUCTION<br />

This chapter outlines the key information relating to the proposals and the<br />

consultation activities which were undertaken.<br />

2.2 DESCRIPTION OF THE DEVELOPMENT<br />

2.2.1 Introduction<br />

Coriolis Energy LLP is developing proposals on behalf of Falck Renewables for<br />

<strong>Moorhouse</strong> <strong>Farmers</strong> <strong>Windfarm</strong>. The windfarm is based on an area of farmland to<br />

the west of Eaglesham and some eight kilometres (km) south west of Glasgow,<br />

between the M77 and the B764 (NGR NS 527 507) 6 (see Figure 2.1 7 ).<br />

The anticipated potential capacity of the windfarm is estimated to be 47.5 MW with<br />

19, 2-3 MW turbines. Coriolis Energy first began to research the site in 2007 and<br />

appointed a team of environmental consultants to undertake the environmental<br />

work for the project in April 2008.<br />

Falck Renewables Plc 8 , a subsidiary of the Falck Group, entered into a joint<br />

development agreement with Coriolis Energy in early 2007 in which Coriolis<br />

Energy agreed to develop projects for Falck and Falck agreed to fund<br />

development and to build and operate projects when consented.<br />

2.2.2 Key Components of the Proposals<br />

The key components of the proposals are:<br />

19 wind turbines;<br />

up to three permanent anemometer masts;<br />

a permanent access route into the site from the B764;<br />

access tracks and underground cabling within the site;<br />

an on-site control building including the electrical sub-station; and<br />

associated communications and other infrastructure.<br />

A plan of the proposals is shown in Figure 2.1.<br />

2.2.3 The <strong>Proposed</strong> Site<br />

The proposed site is set on the gentle hills between the A77 to the west, A726 to<br />

the north and B764 to the south east. Eastwood Golf Course lies to the north west<br />

of the site with Bonnyton Golf Course situated to the east. The village of<br />

Eaglesham is situated approximately 2km to the east of the site with the southern<br />

edges of Newton Mearns lying some 3km to the north of the site.<br />

The site area itself includes various scattered residential properties. There is one<br />

small area of woodland, Long Wood, adjacent the north east boundary of the site<br />

and other areas of plantation close by. There are various existing farm tracks<br />

throughout the site, which connect properties to fields and reservoirs. The site is<br />

drained by a series of small burns, some of which drain into Lochcraig Reservoir<br />

Falck Renewables builds and operates windfarms and is active in the United Kingdom, Italy, Spain, and France,<br />

with approximately 320 MW in operation or construction. These generate electricity from a renewable source, the<br />

wind, and compared to conventional fuels provide a reduction in carbon dioxide (CO2) emissions of approximately<br />

and Bennan Loch. These water bodies are located centrally on the site and are<br />

used as public water supply reservoirs.<br />

The five farms involved in the project are:<br />

Shieldhill;<br />

South <strong>Moorhouse</strong>;<br />

North <strong>Moorhouse</strong>;<br />

East <strong>Moorhouse</strong>; and<br />

Bonnyton Moor.<br />

2.3 ADDRESS OF THE SITE<br />

There is no postal address for the site. The proposed development is located to<br />

the west of Eaglesham and some eight km south west of Glasgow, between the<br />

M77 and the B764 (NGR NS 527 507) (see Figure 2.1).<br />

2.5 SCREENING OPINION<br />

The proposals were identified as being classed as ‘major’ development (see<br />

Section 1.2). Therefore a requirement for PAC was assumed and a Screening<br />

Opinion was not sought from ERC.<br />

2.6 PROPOSAL OF APPLICATION NOTICE (PAN)<br />

A Proposal of Application Notice (PAN) was submitted on 29 June 2009 to:<br />

ERC Planning Department;<br />

Eaglesham and Waterfoot Community <strong>Council</strong> (CC) 10 ;<br />

Mearns Community <strong>Council</strong>; and<br />

Fenwick Community <strong>Council</strong>.<br />

The PAN outlined the proposed approach to consultation and the PAC activities<br />

which would be undertaken to inform the developing design of the proposed<br />

development. The information which was provided in the PAN included:<br />

details of the applicant and agent;<br />

the postal address of the proposed site;<br />

a plan of the proposed site;<br />

a description of the proposed development and its status (national/ major<br />

application);<br />

whether the <strong>Council</strong> had adopted a screening opinion or the Scottish<br />

Government made a screening direction;<br />

an account of what consultation would take place, including:<br />

o what consultation would be undertaken (including details of public<br />

meeting);<br />

o the date of the consultation; and<br />

o who would be consulted.<br />

A copy of the PAN which was submitted to ERC and the CCs is provided in Annex<br />

A and is accompanied by:<br />

ERC confirmation of receipt of the PAN on 08 July 2009;<br />

a request from ERC for further information on 10 July 2009;<br />

response from the applicant on 15 July 2009 providing further information as<br />

requested by ERC on 10 July 2009; and<br />

confirmation from ERC on 22 July 2009 that the consultation proposals were<br />

satisfactory.<br />

The reference number provided by ERC for correspondence relating to the PAC is:<br />

2009/0406/PAN.<br />

2.7 PAC ACTIVITIES<br />

The minimum PAC requirements 11 for a ‘major’ application are:<br />

consult every CC whose area is within or adjoins the land where the proposed<br />

development is situated (see Number 1, Table 2.1);<br />

provide each relevant CC with the PAN (see Number 2, Table 2.1);<br />

hold at least one public event where comments can be made to the<br />

prospective applicant. The format of the public event should be as set out in<br />

the PAN or as prescribed by the planning authority. The event should be<br />

designed to encourage meaningful participation; be reasonably accessible;<br />

and if appropriate take place on a number of dates, and times and different<br />

places (see Number 3, Table 2.1);<br />

advertise the public event at least seven days in advance in the local<br />

newspaper to enable members of the CCs and public to attend the event<br />

(following the prescribed advert requirements) (see Number 4, Table 2.1); and<br />

collate a PAC Report in accordance with requirements to confirm that PAC has<br />

taken place in line with statutory minimum requirements and any further<br />

requirements set by the Planning Authority in response to the PAN (see<br />

Number 5, Table 2.1).<br />

The PAC activities which have been undertaken include the minimum PAC<br />

requirements as outlined above and two additional activities. These were:<br />

the distribution of an information leaflet to some 11,000 properties in an area<br />

surrounding the proposed site (including, Newton Mearns, Waterfoot,<br />

Eaglesham and rural areas); and<br />

the development of a project website (Available: http://www.moorhousefarme<br />

rswindfarm.co.uk/) to enable access to up to date information on the proposals<br />

and to allow comments and feedback to the project team.<br />

The PAC activities which were proposed in the PAN (and as detailed above) are<br />

outlined in Table 2.1 with information on the additional PAC activities which were<br />

undertaken and evidence of how when, with whom and how all the consultation<br />

was completed.<br />

3.2.2 Environmental Impact Assessment (EIA) Consultees<br />

As part of the Environmental Impact Assessment (EIA) many consultees were<br />

contacted including statutory consultees (ERC, Scottish Environment Protection<br />

Agency (SEPA), Scottish Natural Heritage (SNH), Historic Scotland), key<br />

stakeholders, community groups, environmental stakeholders etc. Those<br />

organisations who were consulted as part of the EIA are included in Table 3.2 14 .<br />

All EIA related consultations are reported in the relevant sections of the ES and<br />

collated with an explanation of how the comments have been addressed in Annex<br />

3.2.3 Landowner Consultation<br />

There are five landowners who are involved with the development of the proposals<br />

(see Section 2.2.3). These landowners have been closely involved with Coriolis<br />

Energy LLP and the project team throughout the development of the proposals.<br />

Coriolis Energy LLP has been in close telephone contact with the landowners and<br />

has met them on average once a month since 2007.<br />

The project team has had formal and informal meetings with the landowners and<br />

regular contact with them by telephone when arranging access to the proposed<br />

site and also during site visits.<br />

The landowners have been provided with information by telephone and letter as<br />

the project has developed. This has included information on what parts of the<br />

design development and EIA were being progressed and how this would affect<br />

them, an invite to the public exhibition and general updates on project progress.<br />

This allowed them the opportunity to provide input to and comments and feedback<br />

on the developing project proposals.<br />

ground insects (newts, toads, etc) which at<br />

the moment both graze in fields around us<br />

and live in our garden in the summer<br />

In the past three years two new houses have<br />

been approved to be built and now the same<br />

family are proposing a windfarm...in an area<br />

protected by building rules and regulations<br />

how is this possible? Why is permission<br />

being given to said projects when the area<br />

was to happen in a place where there were<br />

several families with young children there<br />

would be an uproar<br />

If these wind turbines must pass a family<br />

house when children sleep I feel we as a<br />

family are entitled to triple glazing windows<br />

and black out blinds for the windows so my<br />

children are not woken. It would also be<br />

useful to know what nights the wind turbines<br />

There is also the issue of increased traffic<br />

passing our property. We stay in a rural<br />

setting when Whitelee was in development<br />

4 HOW THE PAC HAS MET PAN 81 GUIDANCE<br />

PAN 81: Community Engagement – Planning with people provides advice to planning authorities and developers on how communities should<br />

be properly engaged in the planning process and sets out good practice. Its ten standards for delivering effective community engagement in<br />

land use planning and how they have been met through PAC are identified in Table 4.1.<br />

5 SUMMARY<br />

5.1 INTRODUCTION<br />

This section provides a summary of the key comments, concerns and issues<br />

raised during PAC and demonstrates what alterations, if any, have been made to<br />

the proposals as a result of consultation.<br />

5.2 SUMMARY<br />

The information and comments provided by consultees throughout the PAC<br />

process and by those consulted as part of EIA have been noted and have helped<br />

inform the developing design of the proposals and the assessment in the EIA.<br />

Considerable effort has been made to continue to inform people who responded to<br />

the consultation about the progress of the project. In all cases consultee<br />

responses, whether verbal at the exhibition or via email/ letter from the web site or<br />

leaflet, have received a first response to their comments or their requests for more<br />

information. It is intended that we shall inform all consultees of the timing of our<br />

planning application, when it is made.<br />

All consultees have been informed, often both verbally and in writing, that<br />

responses to this consultation process are not objections to the proposal, and that<br />

any objections should be submitted to ERC after the planning application has been<br />

submitted.<br />

One to one meetings have been held with Bonnyton (on 10.11.09) and Eastwood<br />

Golf Clubs (on 23.02.10) and with some local residents (in December 2009).<br />

These meetings presented a changed layout from the design presented at the<br />

exhibition.<br />

At the time of completing the PAC report the applicant continues to engage with<br />

Eaglesham Community <strong>Council</strong> and both Bonnyton and Eastwood Golf Clubs, also<br />

informing local residents and the community about progress in the timing of the<br />

planning application.<br />

Some feedback from the public exhibition and in emails etc indicated some<br />

concern about the windfarm and in particular because of the already large scale<br />

development at Whitelee <strong>Windfarm</strong>. No significant material factors have been<br />

identified in the EIA process which would suggest that this is not a suitable site for<br />

development and some advantages are recognised in being in proximity to<br />

Whitelee <strong>Windfarm</strong> and in the location of the proposals in the Central Belt close to<br />

where the demands for electricity are greatest in Scotland. The windfarm would<br />

deliver a contribution to Government renewable energy targets in a suitable<br />

location and thus the proposals have been taken forward.<br />

Key alterations which were made to the proposed development as a result of<br />

consultation include:<br />

changes to the proposed site boundary so that it is located outwith any area<br />

zoned as Greenbelt in the Local Plan;<br />

input to the siting of access tracks;<br />

changes to the positioning of turbines to take account of identified constraints<br />

such as gas pipelines which gave knock on benefits in moving a turbine which<br />

was close to Long Wood, which was on the line of sight along the fairway of<br />

hole 4 at Bonnyton Golf Club and which was the most northerly proposed<br />

turbine, especially visible from the Titwood area. This gave a more cohesive<br />

structure to the proposals; and<br />

the project team recognised that the major significant effects were to local<br />

residents and recreational users. Offers of landscaping planting will be made<br />

to those parties and we believe that this will mitigate affects on visual amenity.<br />

PAC also provided a variety of other functions, including:<br />

gaining information on recreational interests in the area, views from properties,<br />

access etc which was fed through into the EIA and provided key baseline<br />

information or contributed to the assessment of the proposals;<br />

providing information to the local community on the developing proposals and<br />

an opportunity to ask for their views, issues, concerns or comments on the<br />

proposals at an early stage;<br />

helping to create a dialogue with the local community and interested parties<br />

with an aim to helping to allay the concerns of some members of the local<br />

community;<br />

providing the community with an opportunity to meet the project team and to<br />

ask the team questions, for further information and to arrange further meetings<br />

with the project developer;<br />

providing the community with a chance to find out how to contribute comments<br />

and/or information related to the proposals; and<br />

providing the community with information on the community trust funds and<br />

community investment opportunities.<br />

As a result of consultation at Scoping and at EIA information about the proposed<br />

site and its environs including the identification of key issues, opportunities and<br />

constraints were provided by key consultees and fed into the developing proposals<br />

and the EIA. The scoping and EIA responses together with an indication of how<br />

information and comments have been used in the EIA and in collating the ES are<br />

provide in Annex A of the ES.<br />

Coriolis Energy on behalf of Falck Renewables is developing a proposal for a windfarm of<br />

around a 40MW capacity, with some 16 to 20 turbines, situated approximately eight<br />

kilometres (km) to the south west of Glasgow, near Eaglesham. In order to take the<br />

proposal forward, Coriolis Energy has appointed Natural Capital and their team as<br />

environmental consultants.<br />

Statutory requirements for pre-application consultation (PAC) are set out in the Town and<br />

Country Planning (Development Management Procedure (Scotland) Regulations 2008<br />

and the relevant provisions of the Town and Country Planning (Scotland) Act 1997 as<br />

amended by the Planning etc. (Scotland) Act 2006. All national and major developments<br />

require PAC between developers and communities. These categories are defined in the<br />

(draft) Town and Country Planning (Hierarchy of Developments) (Scotland) Regulations<br />

2009. A major development includes ‘Electricity Generation: construction of an electricity<br />

generating station - the capacity of the generating station is or exceeds 20 megawatts’.<br />

The proposed <strong>Moorhouse</strong> <strong>Farmers</strong> windfarm has a 40MW capacity which means it is<br />

classed within the major category and is therefore subject to PAC.<br />

4. Describe the development that is to be carried out and state whether it will be a national or a major<br />

application:<br />

LOCATION - The project would be based on land owned by a consortium of five farmers in the<br />

<strong>Moorhouse</strong> area, to the west of Eaglesham and some eight kilometres (km) south west of Glasgow,<br />

between the M77 and the B764 (NGR NS 527 507) . The proposed site is set on the gentle hills<br />

between the M77 to the west, A726 to the north and B764 to the south east. On the western<br />

boundary of the site lies Eastwood Golf Course with Bonnyton Golf Course situated on the eastern<br />

boundary. The village of Eaglesham is situated approximately 2km to the east of the site with the<br />

southern edges of Newton Mearns lying to the north of the site.<br />

THE PROPOSED SITE - The study area itself includes various scattered residential properties<br />

(approximately five houses). There is a small area of woodland to the north east of the site, Long<br />

Wood. Various access tracks, which tend to connect properties to fields and reservoirs, exist<br />

throughout the site. The site is drained by a series of small burns which drain into Lochcraig<br />

Reservoir and Bennan Loch which are located centrally on the site and are used as public water<br />

supply reservoirs.<br />

THE PROPOSALS - The anticipated potential capacity of the windfarm is estimated to be 40 Mega<br />

Watts (MW) with between 16 and 20, two to three MW turbines with a maximum tip height of 125m.<br />

This is classed within the major application category as defined in the (draft) Town and Country<br />

Planning (Hierarchy of Developments) (Scotland) Regulations 2009. The turbines would be of a<br />

typical modern design incorporating tubular towers and three blades attached to a nacelle housing<br />

the generator, gearbox and other operating equipment. The transformer for each turbine would be<br />

housed either adjacent to the tower base or within the tower itself. This would depend on the chosen<br />

turbine manufacturer’s specification. The average wind speed on the site is high and it is therefore<br />

expected that Class 1 turbines would be required such as the Nordex 2.5MW N90.<br />

The key components of the proposals are: some 16-20 wind turbines; three anemometer masts; a<br />

permanent access route into the site from the B764; access tracks and underground cabling within<br />

the site; an electrical sub-station; a site office and store (may be the same building); and associated<br />

communications and other infrastructure.<br />

Report which was submitted to East <strong>Renfrewshire</strong> <strong>Council</strong> Planning Department in October<br />

Thank you for you for your letter dated 10 July 2009 requesting further<br />

information on our Proposal of Application Notice. We have responded to<br />

your points below.<br />

1. Please confirm that you have consulted the Community <strong>Council</strong>s<br />

and on which date.<br />

1. Eaglesham and Waterfoot Community <strong>Council</strong> were consulted by letter in<br />

May 2008. This was followed up with a telephone call during which it was<br />

agreed that the EIA core team and Community <strong>Council</strong> would meet during<br />

the EIA process to discuss the developing proposals.<br />

2. Please confirm that you have provided the Community <strong>Council</strong>s<br />

with the proposal of application notice and when this was done.<br />

2. A copy of the proposal of application notices has been provided to<br />

Eaglesham and Waterfoot Community <strong>Council</strong>, Mearns Community <strong>Council</strong><br />

and Fenwick Community <strong>Council</strong> on 29 June 2006 (please see Table 6.1 in<br />

Attachment 1 in the Proposal of Application Notice, I have re-attached this<br />

for ease of reference). John Sandyman from Mearns Community <strong>Council</strong><br />

responded to the notice with a phone call on 14 July 2009 to discuss their<br />

concerns and request further information which has been provided.<br />

3. Please confirm the exact date and location of the public event.<br />

3. The exact date of the public event has not been confirmed as this is<br />

dependant on the EIA and developing proposals however it is planned to<br />

take place in September 2009 at the Eglinton Arms Hotel in Eaglesham.


4. Please confirm which local neighbours you have consulted and<br />

when this was done (the council’s guidance note indicates that<br />

applicants should as a minimum normally consult the same<br />

neighbours as if a planning application were to be submitted).<br />

A representative from Coriolis Energy LLP has been in regular contact with<br />

the landowners involved in the project and a meeting was held with the<br />

landowners and the Environmental Project Manager following submission<br />

of the Scoping Report in November 2008 to discuss the progress of the<br />

proposals.<br />

Copies of the EIA consultation letter and constraints map were provided to<br />

landowners in March 2009 and this was followed up with a Progress<br />

Update and revised turbine layout plan in May 2009 to inform landowners<br />

during discussions about the proposals with their neighbours.<br />

Adjacent properties have been consulted by letter to seek permission to<br />

place noise meters on their land and this consultation has been ongoing<br />

with phone calls and response letters.<br />

While we have not formally consulted all neighbours to the site informal<br />

consultations have taken place during site visits and we are planning to<br />

send out an information leaflet to all properties within a two kilometre radius<br />

of the site outlining the proposals, the progress to date and including<br />

visualisations of the turbines in the current layout. The leaflet will provide<br />

details on how to comment on the proposals.<br />

Government is committed to encouraging the development of renewable sources of electricity generation<br />

as part of a package of measures in support of the its strategy for renewable energy which is set out in<br />

‘Securing a Renewable Future: Scotland’s Renewable Energy. This confirms a target of 18% of electricity<br />

generated in Scotland coming from renewable sources by 2010, rising to 40% by 2020<br />

Glasgow and Clyde Valley Joint Structure Plan (GCVJSP) (2006) - Strategic Policy 8: Sustainable<br />

Development of Natural Resources identifies Potential Areas of Search for significant wind farm<br />

development on the southern and eastern edge of the structure plan area and supports development<br />

within these areas. The proposal site falls within a Potential Area of Search<br />

East <strong>Renfrewshire</strong> Local Plan (2003) - Policy E8: Renewable Energy: The <strong>Council</strong> will support<br />

renewable energy proposals, including wind turbine developments and bio-mass coppicing, in appropriate<br />

locations provided that it can be demonstrated that the environmental impacts of such proposals are<br />

minimised<br />

East <strong>Renfrewshire</strong> Replacement Consultative Local Plan (2008) - Policy E16: Renewable Energy: In<br />

relation to windfarms, the <strong>Council</strong> will assess all Planning Applications for such developments against the<br />

provisions of the SPP6 – “Renewable Energy” and any future guidance. Proposals for windfarm<br />

developments with an output over 20MW will, in principle be supported in the Potential Areas of Search for<br />

<strong>Windfarm</strong>s, identified in the Structure Plan and shown on the Proposals Map

statutory consultation period when the plans and EIA will be available. You will<br />

After construction, a wind farm would be operational for approximately 25<br />

years. We would then be required to decommission the wind farm and make<br />

another planning application for a new project

What are the proposals?<br />

• A windfarm of about 40 megawatt (MW) capacity, expected to have around<br />

19 turbines of about 125 metres (m) height to blade tip.<br />

• Three anemometer masts to measure wind speed.<br />

• A permanent access route into the site from the B764 road.<br />

• Access tracks and underground cabling within the site.<br />

• An electrical sub-station.<br />

• A site office and store (which may be the same building).<br />

• Associated communications and other infrastructure.<br />

Where will it be?<br />

• West of Eaglesham, some eight kilometres south west of Glasgow, between<br />

the M77 and the B764 (NGR NS 527 507).<br />

Who is the project team?<br />

• Falck Renewables plc (the funder for the project) and Coriolis Energy<br />

LLP (the developer) are taking the project forward in partnership with a<br />

consortium of local farmers.<br />

• Natural Capital Ltd environmental and sustainability consultants supported by<br />

a team of specialists.<br />

• Grontmij and Donaldson Associates providing technical and engineering<br />

expertise.<br />

Why is the windfarm needed?<br />

• To contribute to Scotland’s energy requirements in an environmentally<br />

responsible way.<br />

Why is it a good site?<br />

• It is in the Central Belt near to where energy needs in Scotland are greatest.<br />

• Wind speeds are expected to be sufficient.<br />

• Two suitable grid connection points are available close to the site.<br />

• The windfarm can be designed to fit in with the windfarm at Whitelee.<br />

What has been done to date?<br />

• Consultation with a range of stakeholders, <strong>Council</strong>s and statutory bodies to<br />

better understand the area and focus the required work.<br />

Agreement with East <strong>Renfrewshire</strong> <strong>Council</strong>’s Planning Department<br />

(and relevant Community <strong>Council</strong>s) on the approach to pre-application<br />

What happens next?<br />

• The project team is undertaking an Environmental Impact Assessment (EIA)<br />

which is a process used to understand the potential significant environmental<br />

effects arising from the windfarm development and to identify measures to<br />

avoid, reduce and remedy these.<br />

• The EIA will cover: planning and policy, traffic and access, land use, geology<br />

and soils, water quality and drainage, landscape and visual impacts, ecology,<br />

cultural heritage, noise and vibration, air quality, shadow flicker and icing,<br />

telecommunications and aviation and socio economic effects.<br />

• Ongoing engineering studies and design development.<br />

• Ongoing consultation with the local community and key stakeholders<br />

(including a public exhibition in October 2009).<br />

• Submission of a planning application to the <strong>Council</strong>. This is likely to be in<br />

early 2010.<br />

How you can contribute?<br />

• By bringing any relevant information to our attention as soon as possible.<br />

• Visiting the public exhibition. This will be held on Tuesday 20th October 2009<br />

in the Eglinton Arms Hotel, Eaglesham. Further details will be advertised in<br />

the local press – please look out for this.<br />
