Chapter 2: <strong>Resource</strong> efficiency potentials in focus <strong>of</strong> research<br />
<strong>the</strong> development <strong>of</strong> resource-efficient technologies. Con-<br />
sequently, <strong>the</strong> role <strong>of</strong> state and <strong>the</strong> state funding should<br />
not be underestimated for <strong>the</strong> implementation <strong>of</strong> resource<br />
efficiency.<br />
Politics should be able to succeed in achieving compre-<br />
hensive awareness-building through positive incentives.<br />
This should include media coverage, whereby precise<br />
strategies, incentives and signals can be set. Here, a lack <strong>of</strong><br />
political will and practical implementation can be observed<br />
so far. The interviewed experts criticize that it is partially<br />
not easy to receive respective funding for applied research<br />
projects on resource efficiency.<br />
A large-scale “efficiency increase” in developing countries<br />
with large resource efficiency potentials should be initiated.<br />
Here, <strong>the</strong> long-term benefits <strong>of</strong> resource efficiency<br />
should be considered and must not be neglected at <strong>the</strong><br />
expense <strong>of</strong> o<strong>the</strong>r short-term priorities and lack <strong>of</strong> incentives.<br />
Frequently, <strong>the</strong>se countries with a low-income population<br />
require a different political focus. Synergies between<br />
resource efficiency and poverty reduction are harder to acquire<br />
and communicate.<br />

The role <strong>of</strong> society as an important push-factor has been<br />
indicated previously under <strong>the</strong> already described perspec-<br />
tive <strong>of</strong> <strong>the</strong> multidisciplinary nature <strong>of</strong> research. According<br />
to many interviewed experts, it is to create a change in<br />
many areas <strong>of</strong> society from a purely technology-oriented<br />
research paradigm to a perspective, which includes “s<strong>of</strong>t”<br />
requirements, for instance, from <strong>the</strong> area <strong>of</strong> social sciences.<br />
Here, <strong>the</strong> question arises how people adopt new technolo-<br />
gies. The change in human behaviour is frequently seen as<br />
a factor that is hard to be influenced. Thus, more solutions<br />
should be developed in <strong>the</strong> future. In this regard, it is im-<br />
portant to identify driving factors for human behaviour. Ac-<br />
cording to <strong>the</strong> interviewed experts it is necessary to create<br />
an understanding <strong>of</strong> <strong>the</strong> “real value” <strong>of</strong> resources in society.<br />
Since <strong>the</strong> price for many products steadily decreases, people<br />
forget <strong>the</strong>ir “value”.<br />
This applies especially to countries with only low levels<br />
<strong>of</strong> environmental awareness. Accordingly, it is unclear<br />
whe<strong>the</strong>r societal demands can be major driving forces for<br />
resource efficiency. The topic <strong>of</strong> resource efficiency is indeed<br />
advanced into <strong>the</strong> consciousness <strong>of</strong> a broad social<br />
stratum, but <strong>the</strong> willingness to change <strong>the</strong> own lifestyle is<br />
<strong>of</strong>ten missing.<br />
Opinion leaders and intermediaries play a central role in<br />
<strong>the</strong> public opinion building process. So it is crucial to determine<br />
how <strong>the</strong> management can be convinced to adress<br />
<strong>the</strong> topic <strong>of</strong> resource efficiency.
