PPS - THE GREEN PAPER<br />

• September <strong>2011</strong>:<br />

• Groups <strong>of</strong> local authorities to begin<br />

piloting the proposed single assessment<br />

process and ‘Education, Health and <strong>Care</strong><br />

Plan’ for children and young people and<br />

their families. The assessment and plan<br />

pathfinders will test the key changes the<br />

government want to see, including how<br />

the voluntary and community sector can<br />

support the process and bring greater<br />

independence to assessment.<br />

• Local authorities to join the existing<br />

Individual Budget Pilots to test how the<br />

scope <strong>of</strong> personal budgets might be<br />

increased to reflect the wide range <strong>of</strong><br />

support in an ‘Education, Health and <strong>Care</strong><br />

Plan’. In particular, to identify the costs<br />

<strong>of</strong> providing funding in this way, the cost<br />

<strong>of</strong> provision, and the cost <strong>of</strong> supporting<br />

parent carers properly and appropriately.<br />

• During 2012:<br />

•The Government will look to take forward<br />

any legislative changes to secure the<br />

delivery <strong>of</strong> the ‘Education, Health and <strong>Care</strong><br />

Plan’ and the <strong>of</strong>fer <strong>of</strong> a personal budget, and<br />

any other necessary improvements to the<br />

system identified by pilots.<br />
