All this has resulted <str<strong>on</strong>g>in</str<strong>on</strong>g> a sudden dem<str<strong>on</strong>g>and</str<strong>on</strong>g>-shock, affect<str<strong>on</strong>g>in</str<strong>on</strong>g>g exports, <str<strong>on</strong>g>in</str<strong>on</strong>g>vestment goods<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> private c<strong>on</strong>sumpti<strong>on</strong> alike <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Europe</str<strong>on</strong>g>. However as the figure <str<strong>on</strong>g>in</str<strong>on</strong>g> the tables above are<br />

show<str<strong>on</strong>g>in</str<strong>on</strong>g>g, <str<strong>on</strong>g>Europe</str<strong>on</strong>g>an ec<strong>on</strong>omies are not hit by the ec<strong>on</strong>omic crisis evenly. The downsw<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

is expected to be broad-based across countries, although sizeable differences persist:<br />

some countries already have experienced a str<strong>on</strong>ger downturn than other, depend<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

<strong>on</strong> their exposure to the f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial crisis, the global manufactur<str<strong>on</strong>g>in</str<strong>on</strong>g>g cycle, a substantial<br />

hous<str<strong>on</strong>g>in</str<strong>on</strong>g>g-market correcti<strong>on</strong> or other country-specific factors.<br />

Ec<strong>on</strong>omic outlook accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to the EU Commissi<strong>on</strong>’s Ec<strong>on</strong>omic Forecast as of Spr<str<strong>on</strong>g>in</str<strong>on</strong>g>g 2009:<br />

Countries particularly hit by the crisis are the UK, Irel<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Spa<str<strong>on</strong>g>in</str<strong>on</strong>g> which dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the<br />

last decade have been very much relied <strong>on</strong> private c<strong>on</strong>sumpti<strong>on</strong> not be<str<strong>on</strong>g>in</str<strong>on</strong>g>g based <strong>on</strong> real<br />

wage development but fuelled by the credit market <str<strong>on</strong>g>and</str<strong>on</strong>g> asset bubbles. Also the new<br />

member states were especially vulnerable to the ec<strong>on</strong>omic crisis despite their<br />

impressive growth rates dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the last decade. However, <str<strong>on</strong>g>in</str<strong>on</strong>g> most of the regi<strong>on</strong> growth<br />

was driven by foreign direct <str<strong>on</strong>g>in</str<strong>on</strong>g>vestments <str<strong>on</strong>g>and</str<strong>on</strong>g> to large degree credit f<str<strong>on</strong>g>in</str<strong>on</strong>g>anced<br />

c<strong>on</strong>sumpti<strong>on</strong>.<br />

There also is a str<strong>on</strong>g bias towards the f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial sector <str<strong>on</strong>g>and</str<strong>on</strong>g> large <str<strong>on</strong>g>and</str<strong>on</strong>g> mult<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong>al<br />

companies <str<strong>on</strong>g>in</str<strong>on</strong>g> the public debates around <str<strong>on</strong>g>Europe</str<strong>on</strong>g> with regard to the effects of the crisis<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the discussi<strong>on</strong> of ec<strong>on</strong>omic recovery measures. This is quite underst<str<strong>on</strong>g>and</str<strong>on</strong>g>able s<str<strong>on</strong>g>in</str<strong>on</strong>g>ce<br />

the f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial sector <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> particular the automotive <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry has been most severely<br />

affected by the crisis. Aga<str<strong>on</strong>g>in</str<strong>on</strong>g>st this, the effects <strong>on</strong> other ec<strong>on</strong>omic sectors <str<strong>on</strong>g>and</str<strong>on</strong>g> company<br />

groups, <str<strong>on</strong>g>in</str<strong>on</strong>g> particular developments <str<strong>on</strong>g>in</str<strong>on</strong>g> various types of <str<strong>on</strong>g>SMEs</str<strong>on</strong>g> – often <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrated <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />

producti<strong>on</strong> value cha<str<strong>on</strong>g>in</str<strong>on</strong>g>s as suppliers <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>tractors – are much less visible <str<strong>on</strong>g>and</str<strong>on</strong>g> tend to<br />

be systematically eluded <str<strong>on</strong>g>in</str<strong>on</strong>g> public debates of governments <str<strong>on</strong>g>and</str<strong>on</strong>g> social partners.<br />

Analys<str<strong>on</strong>g>in</str<strong>on</strong>g>g resp<strong>on</strong>ses <str<strong>on</strong>g>and</str<strong>on</strong>g> plant-level developments as a reacti<strong>on</strong> to the ec<strong>on</strong>omic crisis<br />

throughout <str<strong>on</strong>g>Europe</str<strong>on</strong>g>, a recent survey of the ETUI <str<strong>on</strong>g>in</str<strong>on</strong>g> Brussels states that:
